114. Elections to fill vacancies in subsidiary organs and other elections (b) Election of members of the Organizational Committee of the Peacebuilding Commission
Members will recall that in accordance with paragraphs 4 (a) to (e) of resolution 60/180 of 20 December 2005, the Organizational Committee of the Peacebuilding Commission shall comprise the following: seven members of the Security Council, including permanent members; seven members of the Economic and Social Council, elected from regional groups; five top providers of assessed contributions to United Nations budgets and of voluntary contributions to United Nations funds, programmes and agencies, including a standing peacebuilding fund; five top providers of military personnel and civilian police to United Nations missions; and seven additional members elected by the General Assembly, giving due consideration to representation from all regional groups in the overall composition of the Committee.
By the same resolution, the General Assembly also decided that each of the five regional groups shall have no less than three seats in the overall composition of the Organizational Committee.
Members will also recall that at its seventy- sixth session, the Assembly elected Bulgaria and the Dominican Republic as members of the Organizational
Committee of the Peacebuilding Commission for a two- year term of office, beginning on 1 January 2022.
Consequently, the General Assembly will need to fill the seats to be vacated by Bulgaria and the Dominican Republic, whose two-year term of office expires on 31 December 2023.
The Assembly will now proceed to the election of two members of the Organizational Committee of the Peacebuilding Commission. By its resolution 60/261 of 8 May 2006, the Assembly decided that the members of the Organizational Committee shall serve for renewable terms of two years, as applicable. Accordingly, Bulgaria and the Dominican Republic are eligible for immediate re-election.
Regarding candidatures for the two vacant seats, I should like to inform Members that from among the Eastern European States, one candidate has been communicated, namely, Poland. From among the Latin American and Caribbean States, one endorsed candidate has been communicated, namely, Uruguay.
Members will recall that by its resolution 60/261, the General Assembly decided that the rules of procedure and established practice of the Assembly for the election of members of its subsidiary bodies shall apply to its election of members of the Committee. For this election, rules 92 and 94 are applicable. Accordingly, the election shall be held by secret ballot.
However, I should also like to recall paragraph 16 of General Assembly decision 34/401, whereby the practice of dispensing with the secret ballot for elections
to subsidiary organs when the number of candidates corresponds to the number of seats to be filled should become standard, unless a delegation specifically requests a vote on a given election.
In the absence of such a request, may I take it that the Assembly decides to proceed to the election on that basis?

Reports of the First Committee
The General Assembly will take up the reports of the First Committee on agenda items 90 to 106, 120 and 135.
I now request the Rapporteur of the Committee, Mr. Heidar Ali Balouji of the Islamic Republic of Iran, to introduce the reports of the Committee in one intervention.
Mr. Balouji (Islamic Republic of Iran), Rapporteur of the First Committee: I have the honour to introduce to the General Assembly the reports of the Disarmament and International Security Committee (First Committee) on agenda items 90 to 106, 120 and 135, as contained in documents A/78/400 to A/78/416, A/78/575 and A/78/576. For the convenience of delegations, a list of the proposals in the reports of the First Committee for consideration by the General Assembly has been prepared by the Secretariat and issued as document A/C.1/78/INF/3.
During the main part of the seventy-eighth session, the First Committee held a total of 30 formal meetings to consider the 19 agenda items that were allocated to it.
This year, the Committee, working efficiently, was able to conclude its work in exactly five weeks, after having to convene one additional plenary meeting to exhaust the list of the speakers for the thematic discussion. This session, 151 delegations made statements during the general debate segment, three more than last year, the highest number to date since the collection of statistics began.
An impressive 375 interventions were made for the thematic discussion segment, compared to the previous high of 365 interventions last year. For the 30 meetings of the Committee, delegations exercised the right to reply at least 146 times, not counting second interventions. By the end of the action phase, the Committee had adopted 61 draft resolutions and decisions, compared to 74 last year. Forty of those were adopted by a recorded vote, with 112 separate votes requested, compared to 85 recorded votes requested for the 74 proposals that were discussed last year. In total, the Committee voted 148 times, compared to 128 times last year, and only 21 draft proposals were adopted without a vote.
Of the 61 resolutions and decisions adopted by the Committee, 22 were under the thematic cluster “Nuclear weapons”. Under the cluster “Other weapons of mass destruction”, four draft resolutions are recommended. In addition, five drafts are recommended on the cluster “Outer space (disarmament aspects)”; eight on the cluster “Conventional weapons”; eight on “Other disarmament measures and international security”; five on “Regional disarmament and security”; and finally, nine under the cluster “Disarmament machinery”. It is worth mentioning that three new proposals were adopted this year in the Committee.
In addition, this year the Secretariat made oral statements on the financial implications of five draft resolutions, while six draft proposals attracted statements on their programme budget implications. Those six proposals will be considered by the General Assembly once their implications are reviewed by the Fifth Committee. They are, first, “Developments in the field of information and telecommunications in the context of international security”; secondly, “Open- ended Working Group on Security of and in the Use of Information and Communications Technologies 2021–2025, established pursuant to resolution 75/240”; thirdly, “Nuclear disarmament verification”; fourthly, “Addressing the legacy of nuclear weapons: providing victim assistance and environmental remediation to Member States affected by the use or testing of nuclear
weapons”; fifthly, “Lethal autonomous weapons systems”; and sixthly, “Further practical measures for the prevention of an arms race in outer space”.
With regard to agenda item 120, “Revitalization of the work of the General Assembly”, the draft decision containing the provisional programme of work and timetable of the First Committee for 2024 is contained in document A/78/416.
I have the honour to submit to the General Assembly for its consideration and adoption the draft resolutions and draft decisions recommended by the First Committee in its reports contained in documents A/78/400 to A/78/416, A/78/575 and A/78/576.
Despite the current challenging international political environment, I would like to recognize the high level of professionalism that prevailed in the First Committee. The Committee was able to fulfil the mandate entrusted to it by the Assembly and to complete its work within the time allotted by the Assembly. On behalf of the Bureau of the Committee, I would like to express our sincere appreciation to delegations for their constructive participation and cooperation during the session.
I would also like to express my deep appreciation to the Chair of the First Committee, Ambassador Rytis Paulauskas of Lithuania, who did his utmost to ensure that the Committee successfully considered all the agenda items allocated to it in a timely and efficient manner. I also thank the other members of the Bureau, Mr. Matías Andrés Eustathiou de los Santos of Uruguay, Mr. Yaseen Lagardien of South Africa and Ms. Christine Nam of New Zealand, with whom I have had the pleasure of working and whose steadfast team spirit and professionalism were vital to the successful conclusion of the Committee’s work.
Finally, I would like to recognize the dedicated support of Mrs. Izumi Nakamitsu, the High Representative for Disarmament Affairs, and the staff of the Office for Disarmament Affairs, as well as of Ms. Sonia Elliott, the Secretary of the Committee, and her team from the Department for General Assembly and Conference Management, including conference officers, interpreters, record keepers, press officers, document officers, sound technicians and information technology staff. They all did a great job.

Members are reminded that additional sponsors are no longer accepted now that the draft resolutions and decisions have been adopted by the Committee. Any clarification about co-sponsorship in the Committee reports should be addressed to the Secretary of the Committee.
Furthermore, members are reminded that any corrections to the voting intentions of delegations after the voting on a proposal has concluded should be addressed directly to the Secretariat after the meeting. I count on members’ cooperation in avoiding any interruptions to our proceedings in that regard.
