VIII. Resolutions adopted on the reports of the Fifth Committee 167 31/194. Utilization of office accommodation and conference facilities at the Donaupark Centre in Vienna The General Assembly, Recalling its resolution 3350 (XXIX) of 18 De- cember 1974, in which it welcomed the invitation ex- tended by the Government of Austria to the United Nations to make use of the facilities available in the Donaupark Centre in Vienna after 1978, Recalling also its resolution 3529 (XXX) of 16 De- cember 1975, in which it took note of the report of the Secretary-General on the inclusion of Vienna in the pattern of conferences, 86 Taking note of the report of the Secretary-General on the utilization of office accommodation and confer- ence facilities at the Donaupark Centre in Vienna87 and the related report of the Advisory Committee on Administrative and Budgetary Questions, 88 l. Approves the recommendation of the Secretary- General relating to Tower A-2, as contained in para- graph 13 (a) of his report,87 and to that effect au- thorizes the Secretary-General to enter into appropriate arrangements with the International Atomic Energy Agency and the Government of Austria; 2. Approves the phased plan of action, as de- fined in paragraphs 11 and 12 and summarized in para- graph 13 ( b) of the report of the Secretary-General, 87 and in paragraphs 1 to 3 of annex I to that report; 3. Authorizes the Secretary-General to put into effect the proposals pertaining to phase I as well as those contained in paragraphs 29 to 36 and 41 of his report;87 4. Requests the Secretary-General, in conformity with the guidelines described in paragraph 4 of General Assembly resolution 3529 (XXX), to submit to the Assembly at its thirty-third session concrete proposals which would ensure that, at the end of the phased plan of action, the objective set out in paragraph 11 of the Secretary-General's report87 would be attained; 5. Also requests the Secretary-General to take all necessary measures to ensure that the success of the United Nations Decade for Women and of the world conference to be held in 1980 will not be adversely affected by putting into effect phase I in accordance with paragraph 3 above; 6. Further requests the Secretary-General to report to the General Assembly at regular intervals on the implementation of the present resolution. 107th plenary meeting 22 December 1976 31/195. Takes note of the reports of the Secretary-Gen- eral89 and the Advisory Committee on Administrative 86 A/10348 and Corr. I. 87 A/C.5/31/34. ss A/31/452. so A/C.5/31/22 and Corr.I. and Budgetary Questions90 on the expansion of meeting rooms and improvement of conference servicing and delegate facilities at United Nations Headquarters; 2. Concurs with the recommendations of the Ad- visory Committee contained in paragraphs 13, 15, 20, 22, 27, 30, 33, 36, 38 and 39 of its report, as sum- marized in paragraphs 40 and 41; 3. Decides to defer action on any of the options outlined in paragraphs 3 to 5 of the report of the Secre- tary-General with respect to the seating arrangement to be used in the reconstruction of the General As- sembly Hall; 4. Requests the President of the General Assembly, following consultations with Member States, to inform the Secretary-General, by 31 January 1977 at the latest, of the option most acceptable to Member States; 5. Requests the Secretary-General, on the basis of that information, to proceed with plans for reconstruc- tion of the General Assembly Hall and to submit a report to the Assembly at its thirty-second session. 107th plenary meeting 22 December 1976 31/196. Report of the United Nations Joint Staff Pension Board The General Assembly, Having considered the report of the United Nations Joint Staff Pension Board to the General Assembly and to the member organizations of the United Nations Joint Staff Pension Fund for 197691 and the related report of the Advisory Committee on Administrative and Budgetary Questions,92 I ADJUSTMENT OF BENEFITS IN RESPECT OF COST-OF-LIVING CHANGES I. Requests the United Nations Joint Staff Pension Board to continue its study of the system of adjustment of benefits in respect of cost-of-living changes, bearing in mind the views expressed· on this question at the thirty-first session of the General Assembly and in the light of the actuarial valuation of the United Nations Joint Staff Pension Fund as at 31 December 1976, and to submit its recommendations to the Assembly at its thirty-third session; 2. Decides that the system of adjustment of bene- fits approved pursuant to section I of General Assembly resolution 3354 (XXIX) of 18 December 1974 shall remain in force until 31 December 1978; 3. Further decides that one of the guidelines for the future deliberations of the United Nations Joint Staff Pension Board should be that the principle of compensating by whatever means for country-to-coun- try differences in the cost of living should be given limited recognition falling short of equality of purchas- ing power so as to ensure that the new scheme does not require an increase in the present or future financial liabilities of Member States; no Official Records of the General Assembly, Thirty-first Ses- sion, Supplement No. 8 (A/31/8 and Add.1-26), document A/3 l /8/ Add.23. ill Ibid., Supplement No. 9 (A/31/9) and A/31/9/Add.l. 92 A/311409.
