100 General AHemhly-Tweoty-eighth Session Taking into consideration the programme of action adopted by the International Conference of Experts for the Support of Victims of Colonialism and Apart- heid in Southern Africa, held at Oslo from 9 to 14 April 1973,::a Deeply disturbed at recent reports of widespread violations of United Nations sanctions, including the regular operation of Southern Rhodesian aircraft for exporting Southern Rhodesian cargo to Europe an~ the participation of Southern Rhodesian teams at vari- ous sporting events, as well as the continued func- tioning of information and airline offices of the illegal regime outside Southern Rhodesia, Bearing in mind the views expressed by the repre- sentatives of the Zimbabwe African People's Union and the Zimbabwe African National Union and by the petitioners, :,4 Reaffirming its conviction that the sanctions wiU not put an end to the illegal racist minority regime unless they are comprehensive, mandatory, effectively super- vised, enforced and complied with, particularly by Portugal and South Africa, l. Condemns the failure of the Government of the United Kingdom of Great Britain and Northern Ireland to take effective measures in accordance with the relevant decisions of the United Nations to put an end to the illegal racist minority regime in Southern Rhodesia (Zimbabwe), and calls upon that Govern- ment to take forthwith all effective measures to bring down the rebellious minority regime; 2. Strongly condemns the policies of the Govern- ments, particularly those of Portugal and S~uth Africa, which, in violation of the relevant resolutions of the United Nations and contrary to their specific obliga- tions under Article 25 of the Charter of the United Nations, continue to collaborate with the illegal racist minority regime in its racialist and repressive domina- tion of the people of Zimbabwe, and calls upon those Governments to cease forthwith all such collaboration; 3. Condemns all violations of the mandatory sanc- tions imposed by the Security Council, as we.JI as the failure of certain Member States to enforce those sanc- tions strictly, as being contrary to the obligations assumed by them under Article 25 of the Charter; 4. Condemns the continued importation by the Gov- ernment of the United States of America of chrome and nickel from Southern Rhodesia (Zimbabwe) in contravention of the provisions of the relevant Security Council resolutions and contrary to the specific obli- gations assumed by that Government under Article 25 of the Charter, and calls upon the Government of the United States to terminate forthwith all such importa- tion and to observe faithfully and without exception the provisions of the relevant United Nations resolutions; 5. Requests all Governments: (a) To take stringent enforcement measures to en- sure strict compliance by all individuals, associations and bodies corporate under their jurisdiction with the sanctions imposed by the Security Council and to ensure the complete discontinuance by them of any form of collaboration with the illegal regime; (b) To take effective steps to prevent or discourage the emigration to Southern Rhodesia (Zimbabwe) of 83 Jbid. 34 Official Records of the General Assembly, Twenty-eighth Session, Fourth Committee, 2039th and 2060th meetings. any individuals or groups of individuals under their jurisdiction; 6. Further requests all Governments to refrain from taking any action which might confer a semblance of legitimacy on the illegal racist minority regime and, in particular, calls upon the Government of the United States to take the necessary steps to put an end to the operation and activities within the United States of Air Rhodesia, the Rhodesian National Tourist Board and the Rhodesian Information Office, or any other activ- ities which contravene the aims and purposes of the sanctions imposed by the Security Council; 7. Considers that, in view of the further deteriora- tion of the situation resulting from the intensified repressive measures taken by the illegal racist minority regime against the people of Zimbabwe and with a view to putting an end to the illegal regime, the scope of sanctions against the regime must be widened to in- clude all the measures envisaged under Article 41 of the Charter, and accordingly invites the Security Coun- cil to consider taking the necessary measures in that regard and, in particular, calling upon all States to take effective steps aimed, inter alia, at: (a) The unconditional confiscation of all shipments to and from Southern Rhodesia (Zimbabwe); ( b) The nullification of all insurance policies cov- ering such shipments; ( c) The invalidation of passports and other docu- ments for travel to Southern Rhodesia (Zimbabwe); 8. Further draws the attention of the Security Coun- cil, having regard to their persistent refusal to carry out the mandatory decisions of the Council, to the need, as a matter of priority, to consider imposing sanctions against Portugal and South Africa; 9. Appeals to those permanent members of the Security Council whose negative votes on various pro- posals relating to the question have continued to obstruct the effective and faithful discharge by the Council of its responsibilities under the relevant provi- sions of the Charter in this regard to reconsider their negative attitude with a view to the elimination forth- with of the threat to international peace and security resulting from the critical situation in Southern Rho- desia (Zimbabwe); 10. Activities of foreign economic and other interests which arc impeding the implementation of the Declaration on the Granting of Independence to Colonial Coun- tries and Peoples in Southern Rhodesia, Namibia and Territories under Portuguese domination and in all other Territories under colonial domination and efforts to eliminate colonialism, apartheid and racial discrimination in southern Africa The General Assembly, Having considered the item entitled "Activities of foreign economic and other interests which are im- peding the implementation of the Declaration on the Granting of Independence to Colonial Countries and Resolutions adopted on the reports of the Fourth Committee IOI Peoples in Southern Rhodesia, Namibia and Territories under Portuguese domination and in all other Terri- tories under colonial domination and efforts to elimi- nate colonialism, apartheid and racial discrimination in southern Africa", Having examined the chapter of the report of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples relating to this question,:i5 Taking into consideration the report of the United Nations Council for Namibia as it relates to this ques- tion,36 Recalling its resolution 1514 (XV) of 14 December 1960, containing the Declaration on the Granting of Independence to Colonial Countries and Peoples, and its resolution 2621 (XXV) of 12 October 1970, con- taining the programme of action for the full imple- mentation of the Declaration, as well as all other reso- lutions of the United Nations relating to the item, Taking into consideration the programme of action adopted by the International Conference of Experts for the Support of Victims of Colonialism and Apart- heid in Southern Africa, held at Oslo from 9 to 14 April 1973,:,7 Reaffirming the solemn obligation of the adminis- tering Powers under the Charter of the ~nited Nations to promote the political, econo1:11ic, social a::i.d ~du~a- tional advancement of the inhabitants of the Terntones under their administration and to protect the human and natural resources of those Territories against abuses, Affirming that any economic or other activity which impedes the implementation of the Declaration and obstructs efforts aimed at the elimination of colo- nialism, apartheid and racial discrimination in south- ern Africa and other colonial Territories violates the political, economic and social rights and interests of the peoples of the Territories and is therefore incom- patible with the purposes and principles of the Charter, Deeply disturbed by the increasingly intensified ac- tivities of those foreign economic, financial and other interests in the Territories which, contrary to the rele- vant resolutions of the General Assembly, assist the Governments of Portugal and South Africa, as well as the illegal racist minority regime in Southern Rhodesia, and impede the realization by the peoples of the Ter- ritories of their legitimate aspirations for self-determi- nation and independence, Strongly condemning the continuation of the con- struction of the Cabora Bassa project in Mozambique and the Cunene River Basin project in Angola, which are designed further to entrench colonialist and racialist domination over the Territories in Africa and are a source of international tension, Strongly condemning also the support which South Africa continues to receive for its illegal occupation of Namibia from those foreign economic, financial and other interests which are collaborating with it in the exploitation of the Territory's resources to the detri- ment of the Namibian people, 85 Ibid., Twenty-eighth Session, Supplement No. 23 (A/9023/ Rev.1), chap. Noting with satisfaction the increasingly widespread public opinion against the involvement of foreign eco- nomic, financial and other interests in the exploitation of natural and human resources in colonial Terrlt,uies, particularly in Africa, 1. Reaffirms the inalienable right of the peoples of dependent Territories to self-determination and in- dependence and to the enjoyment of the natural rcsoun.:cs of their Territories, as well as their right to dispose of those resources in their best interests, 2. Reaffirms that the activities of foreign economic, financial and other interests operating at present in the colonial Territories of Southern Rhodesia and Namibia, as well as in those under Portuguese domina- tion, constitute a major obstacle to political inde- pendence and to the enjoyment of the natural resources of those Territories by the indigenous inhabitants; 3. Approves the chapter of the report of the Special Committee on the Situation with regard to the Imple- mentation of the Declaration on the Granting of Inde- pendence to Colonial Countries and Peoples relating to this question; 4. Declares that any administering Power, by de- priving the coll,nial peoples of the exercise of their rights or by subordinating them to foreign economic and financial interests, violates the obligations it has assumed under the Charter of the United Nations; 5. Condemns the policies of the colonial Powers and other States which continue to support those foreign economic and other interests engaged in exploiting the natural and human resources of the Territories, thus violating the political, economic and social rights and interests of the indigenous peoples and obstructing the full and speedy implementation of the Declaration in respect of those Territories; 6. Calls upon those Governments which have not yet prevented their nationals and the bodies corporate under their jurisdiction from participating in the Ca- bora Bassa and the Cunene River Basin projects to take all the necessary measures to terminate this par- ticipation and to have them withdraw immediately from a].] activities related to the projects; 7. Calls upon the colonial Powers and the State-: concerned to take legislative, administrative and other measures in respect of their nationals who own ai,d operate enterprises in colonial Territories, particularly in Africa, which are detrimental to the interests of the inhabitants of those Territories, in order to put an end to such enterprises and to prevent new investrn~r,t,; that run counter to the interests of the inhabitants: 8. Reque.sts all States to take effective measurc:s t,, end the supply of funds and other forms of assistanc(;, inoluding military supplies and equipment, to those regimes which use such assistance to repress the peo- ples of the colonial Territories and their national libera- tion movements; 9. Calls upon all States to discontinue all economic, financial or trade relations with South Africa con- cerning Namibia and to refrain from entering into eco- nomic, financial or other relations with South Ar,: 1, acting on behalf of or concerning Namibia, which n:ay lend support to its continued occupation of that T(;rri- tory; 10. Calls upon the administering Powers to abol- ish every discriminatory and unjust wage system which 102 General Assembly-Twenty-eighth Session prevails in the Territories under their administration and to apply in each Territory a uniform system of wages to all the inhabitants without any discrimina- tion; 11. Requests the Secretary-General to give the widest possible publicity to the adverse effects of the activities of foreign economic and other interests in Southern Rhodesia, Namibia, the Territories under Portuguese domination and all other colonial Terri- tories, as well as to decisions of the Special Committee and the General Assembly on this question; 12. Requests all Governments to assist the Secretary- General in the discharge of the tasks entrusted to him in paragraph 11 above and, in particular, to transmit to him for the purpose of redissemination all pertinent infurmation concerning the measures taken or en- visaged by them in the implementation of the present resolution; 13. Requests the Special Committee to continue to study this question and to report thereon to the General Assembly at its twenty-ninth session. 2198th plenary meeting 12 December 197 3 3118 (XXVIII). Implementation of the Declara- tion on the Granting of Independence lo Colonial Countries and Peoples hy the spe- cialized agencies and the international insti- tutions associated with the United Nations The General Assembly, Having considered the item entitled "Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations", Recalling the Declaration on the Granting of Inde- pendence to Colonial Countries and Peoples, contained in its resolution 1514 (XV) of 14 December 1960, and the programme of action for the full implementation of the Declaration, contained in its resolution 2621 (XXV) of 12 October 1970, as well as all other rele- vant resolutions of the General Assembly and the Security Council, Taking into account with appreciation the reports submitted on the item by the Secretary-General,38 the Economic and Social Counci\39 and the Special Com- mittee on the Situation with regard to the Implemen- tation of the Declaration on the Granting of Indepen- , ':,::nce to Colonial Countries and Peoples 40 as well as (:Jc related report of the United Nations Council for Namibia,41 Taking into consideration the programme of action adopted by the International Conference of Experts for the Support of Victims of Colonialism and A part- heid in Southern Africa, held at Oslo from 9 to 14 April 1973,42 Having heard the statements of the representatives of the national liberation movements concerned, who ; 1.Htic.ipated in an observer capacity in the Fourth is A/9051 and Add.1-5, A/9277. 39 Official Records of the General Assembly, Twenty-eighth Session, Supplement No. 3 (A/9003 and Corr.I), chap. Committee's consideration of the item in accordance with the decision taken by the General Assembly at its 2139th plenary meeting, on 3 October 1973, 43 and having been fully apprised of the latest developments in these Territories and, in particular, of the urgent and pressing need of the peoples concerned for specific assistance from the specialized agencies and other in- stitutions associated with the United Nations in the administration of their countries and the reconstruc- tion programmes being undertaken by their national liberation movements, Reiterating its conviction that, having regard to their avowed responsibility to combat poverty, deprivation and other basic human sufferings, it is incumbent upon the specialized agencies and other organizations within the United Nations system to provide competent assis- tance to meet the urgent needs of the peoples in all colonial Territories, particularly those of the popula- tions in the liberated areas of the Territories, and of their national liberation movements, and convinced that, within the existing framework of their respective activities and spheres of competence, those organiza- tions are indeed in a position to provide such assistance, Recognizing the urgency for all specialized agencies and other organizations within the United Nations system to take further and more effective measures, within their respective spheres of competence, to ensure the full and speedy implementation of the Declaration and other relevant resolutions of the General Assem- bly, the Security Council and the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, and stressing the im- portance of the role to be played in that regard by their respective executive heads and the secretariats con- cerned, Noting with satisfaction the decisions of the United Nations Educational, Scientific and Cultural Organi- zation, the International Labour Organisation, the International Telecommunication Union, the Food and Agriculture Organization of the United Nations and the Inter-Governmental Maritime Consultative Organi- zation to grant observer status to the national libera- tion movements, and expressing the hope that the other agencies and organizations within the United Nations system will follow their example, Expressing its appreciation to the General Secre- tariat of the Organization of African Unity for the continued co-operation and assistance extended by it to the United Nations system of organizations in con- nexion with the implementatio:- of the relevant decisions of the General Assembly, the Special Committee and the United Nations Council for Namibia, and in par- ticular for its active participation in the work of the Special Mission established by the Special Committee at its 912th meeting, on 14 May 1973,41 Noting once again with deep concern that, although several of the specialized agencies and organizations within the United Nations system have provided con- siderable assistance to refugees from the colonial Terri- tories in Africa, many of them have not extended their full co~operation to the United Nations in the imple- mentation of the resolutions relating to providing assist- 43 See "Other decisions", p. 111. 44 Official Records of the General Assembly, Twenty-eighth Session, Supplement No. 23 (A/9023/Rev.1), chap.
