General Assemhly-Twenty-eighth Session
prevails in the Territories under their adrninistration
and to apply in each Territory a uniform system of
wages to ali the inhabitants without any discrimina-
tion;
11. Requests the Secretary-General to give the
widest possible publicity to the adverse eflects of the
activities of foreign economic and other interests in
Southern Rhodesia, Namibia, the Territories under
Portuguese domination and all other colonial Terri-
tories, as well as to decisions of the Special Committee
and the General Assembly on this question;
12. Requests all Governments to assist the Secretary-
General in the discharge of the tasks entrusted to him
in paragraph 11 above and, in particular, to transrnit
to him for the purpose of redissemination ali pertinent
infurmation concerning the measures taken or en-
visaged by them in the implementation of the present
resolution;
13. Requests the Special Committee to continue to
study this question and to report thereon to the General
Assembly at its twenty-ninth session.

cialized agencies and the inlernational insti-
tulions associated with the United Nations
The General Assembly,
Having considered the item entitled "Implementation
of the Declaration on the Granting of Independence
to Colonial Countries and Peoples by the specialized
agencies and the international institutions associated
with the United Nations",
Recalling the Declaration on the Granting of Inde-
pendence to Colonial Countries and Peoples, contained
in its resolution 1514 (XV) of 14 December 1960, and
the programme of action for the full implementation of
the Declaration, contained in its rcsolution 2621
(XXV) of 12 October 1970, as well as ali other rele-
vant resolutions of the General Assembly and the
Security Council,
Taking into account with appreciation the reports
submitted on the item by the Sccretary-Gcneral,38 the
Economic and Social Counci\39 and the Special Com-
rnittee on the Situation with regard to the Implemen-
tation of the Dcclaration on the Granting of Indepen-
, ':,::nce to Colonial Countries and Peoples 40 as well as
(:Je related report of the United Nations Council for
Narnibia,41
Taking into considera/ion the programme of action
adoptcd by the International Conference of Experts
for the Support of Victims of Colonialism and A part-
heid in Southern Africa, hcld at Oslo from 9 to 14
April 1973,42
Having heard the statements of the representatives
of the national liberation movements concerned, who

Committee's consideration of the ítem in accordance
with the decision takcn by the General Assemhly at its
2139th plenary meeting, on 3 Octobcr 1973, 43 and
having been fully apprised of the !atest developmcnts in
these Territories and, in particular, of the urgent and
pressing need of the peoples conccrned for specific
assistance from thc specialized agencies and other in-
stitutions associated with the United Nations in the
administration of their countries and the reconstruc-
tion programmcs being undcrtakcn by their national
liberation movcments,
Reiterating its conviction that, having regard to their
avowed rcsponsibility to combat poverty, deprivation
and other basic human sufferings, it is incumbent upon
the specialized agencies and other organizations within
the United Nations system to provide competent assis-
tance to meet the urgent needs of the peoples in ali
colonial Territories, particularly those of thc popula-
tions in the liberated areas of the Territories, and of
their national liberation movements, and convinced
that, within the existing framework of their respective
activities and spheres of competence, those organiza-
tions are indeed in a position to providc such assistance,
Recognizing thc urgency for ali specialized agencies
and other organizations within the United Nations
system to take further and more effective measures,
within their respective spheres of competence, to ensure
the ful] and specdy implementation of the Declaration
and other relevant resolutions of the General Assem-
bly, the Security Council and the Special Committee
on the Situation with regard to the Implementation of
the Declaration on the Granting of Independence to
Colonial Countrics and Peoples, and stressing the im-
portance of the role to be played in that regard by their
respective executive heads and the secretariats con-
cerned,
Noting with satisfaction the decisions of the United
Nations Educational, Scientific and Cultural Organi-
zation, the International Labour Organisation, the
International Telecommunication Union, the Food and
Agriculture Organization of the United N ations and
the Inter-Governmcntal Maritime Consultative Organi-
zation to grant observcr status to the national libera-
tion movements, and expressing the hope that the other
agencies and organizations within the United Nations
system will follow their example,
Expressing its appreciation to the General Secre-
tariat of the Organization of African Unity for the
continued co-operation and assistance extended by it
to the United Nations systcm of organizations in con-
nexion with the implementatio:- of the relevant decisions
of the General Assembly, the Special Committee and
the United Nations Council for Namibia, ancl in par-
ticular for its active participation in the work of the
Special Mission established by the Special Committee
at its 912th meeting, on 14 May 1973,41
Noting once again with deep concern that, although
severa! of the specialized agencies and organizations
within the United Nations system have provided con-
siderable assistance to refugees from the colonial Terri-
tories in Africa, many of them havc not extended their
full co~opcration to the United Nations in the imple-
mentat10n of thc resolutions rclating to providing assist-

anee to the national liberation movements and discon-
tinuing ali kinds of support to the Governments of
Portugal and South Africa, as well as the illegal régime
in Southern Rhodesia,
Mindful of the necessity to keep under continuous
review the activities of the speciaJized agencies and other
organizations within the United Nations system in tbe
implementation of the various United Nations decisions
relating to decolonization,
l. Approves the chapter of the repo11t of the Special
Committee on the Situation with regard to the Imple-
mentation of the Declaration on the Granting of Inde-
pendence to Colonial Countries and Peoples relating to
the item45 and expresses its appreciation of the work
accomplished during the year by the Special Commit-
tee, in particular by the W orking Group on the Imple-
mentation by the Specialized Agencies ,and the Inter-
national Institutions Associated with the United Nations
of the Declaration on the Granting of lndependence to
Colonial Countries and Peoples and Other Relevant
Resolutions of ,the United Nations and by the Special
Mission established by the Special Committee at its
912th meeting, on 14 May 1973;
2. Reaffirms that the recognition by the General
Assembly, the Security Council and other United
Nations organs of the 1egitimacy of the struggle of
colonial peoples to achieve freedom and independence
entails, as a corollary, the extension by the United
Nations system of organizations of all the necessary
moral and material assistance to the peoples of the
colonial Territories, including especially the popula-
tions in the liberated areas of those Territories and
their natiomtl liberation movements;
3. Expresses once again its appreciation to the
Office of the United Nations High Commissioner for
Refugees, to the United Nations Educational, Scien-
tific and Cultural Organization and to those otber spe-
cialized agencies and organizations within the United
Nations system which have been co-operating in vary-
ing degrees with the United Nations in the implementa-
tion of the Declaration and other relevant resolutions
of the General Assembly;
4. Urges a1I specialized agencies and institutions
associated with the United Na,tions and all States to
render, as a matter of urgency, ali possible moral and
material assistance to the colonial peoples in Africa
struggling for their 1liberation from colonial rule and,
in particular, r,ecommends that:
(a) The specialized agencies and other organizations
concerned should initiate and broaden contacts and
co-operation with the above-mentioned peoples in con-
sultation with the Organization of African Unity and,
in particular, work out and implement, with the active
co-operation of the Organization of African Unity and,
through it, of the national liberation movements, con-
crete programmes for such assistance to the peoples
of Angola, Mozambique, Southern Rhodesia and Nami-
bia, including, in particular, the peoples in the liberated
areas of those Territories and their national liberation
movements;
( b) Thc Organization of African Unity should be
invited to take appropriate measures to maintain con-
tinued contacts with Governments with a view to facili-
tating th,: sponsoring and preparation of the necessary
assistance projects in this regard;

( c) Toe Intemational Bank for Reconstruction and
Development should be requested to consider, in consul-
tation witb tbe Organization of African Unity, all
forms of suppor.t which the Bank might be able to extend
to the Governments concemed for the purpose of assist-
ing those peoples;
(d) Toe Goveming Council of ,the United Nations
Deve.Jopment Programme should be requested to con-
sider at its seventeenth session, ínter alía, waiving the
counterpart obligations normally required of the spon-
soring Govemments in respect of projects beneficia! to
the peoples concemed;
5. Reiterate[I its urgent request that the specialized
agencies and other organizations within the United
Nations system, including in particular the United
Nations Development Programme and the Intemational
Bank for Reconstruction and Development, sbould
take measures, within their respective spheres of com-
petence, to increase the scope of their assistance to
refugees from colonial Territories, including assistance
to the Govemments concemed in the preparation and
execution of projects beneficial to those refugees, and,
in that connexion, to introduce the greatest possible
measure of flexibifüy in their relevant procedures, and,
with a view to increasing the flow of assistance to
refugees, invites the Govemments of the countries of
residence to pay special attention, as far as possible,
to projects carried out in co-operation with the organi-
t:ations of the United Nations system whicb are bene-
ficia! to the peoples concemed, as well as to grant
refugees from the colonial Territories the legal status
provided for under the relevant intemational instru-
men ts;
6. Urges once again tbe speciaJ.ized agencies and
other organizations within the United Nations sysitem,
in accordance with the relevant resolutions of the
General Assembly and the Security Council, to take
ali necessary measures to withhold any financia!, eco-
nomic, technical or other assistance from the Govern-
ments of Portugal and South Africa and the illegal
régime in Southem Rhociesia, to discontinue all kinds
of support to them until ,they renounce their policies of
racial discrimination and colonial oppression and to re-
frain from taking any action which might imply recog-
nition of the legitimacy of those régimes' colonial and
alien domination of the Territories concemed;
7. Requests the specialized agencies and other or-
ganizations within the United Nations system, in con-
sultation with the Organization of African Unity and
the Specia:J Committee, to take a1l necessary measures
to ensure that the peoples of the colonial Territories in
Africa are represented by their national liberation move-
ments, in an appropriate capacity, wben dealing with
matters pertaining to those Territories;
8. Recommends tbat all Governments should in-
tensíf y their efforts in the specialized agencies and
other organizations within the United Nations system of
which they are members to ensure tbe fuH and effective
implementation of the Declaration and other relcvant
rcsolutions of the United Nations and, in that connexion,
should accord priority to the question of providing
assistance on an emergency basis to peoples in the
colonial Territories and to ,their national liberation
movements;
9.
Urges the executive heads of the specialized
agencies and other organizations within the United
Nations system, with a view to facilitating the imple-
mentation of paragraph 8 above, to formulate :md

submit to their respective governing bodies or legisla-
tive organs, as a ma_tter of priority and with ,the active
co-operation of the Organization of A frican Unity,
concrete proposals for the full implementation of the
re]evant United Nations decisions, in particular specific
programmes of ali possible assistance to the peoples in
colonial Territories and their national liberation move-
ments, together with a comprehensive analysis of the
problcms, if any, confronted by these agencies and
organizations;
10. Requests the Secretary-General:
(a) To prepare for submission to the relevant bodies
concerned with related aspects of the present item, with
the assistance of the specialized agencies and other
organizations within the United Nations system, a re-
port on the action taken since the circulation of his
previous report in implementation of the relevant reso-
lutions of the United Nations, including the present
resolution;
( b) To continue to assist the specialized agencies
and other organizations within the United Nations sys-
tem in working out appropriate measures for imple-
menting the present resolution and to report thereon
to the General Assembly at its twenty-ninth session;
11. Draws the attention of the Economic and Social
Council to the present resolution as well as to the re-
Iated discussions in the Special Committee and the
relevant documentation on the item, particularly ihe
reports submitted by the Working Group on the Im-
plementation by the Specialized Agencies and the Inter-
national Institutions Associated with the United Nations
of the Declaration on the Granting of Indepcndence to
Colonial Countries and Peoples and Other Rclevant
R~so_Iutions of_ the United Nations and by the Special
M1ss1on estabhshed by the Special Committee at its
912th meeting, on 14 May 1973;
12. Requests the Economic and Social Council to
contin~e to consider, in consultation with the Special
Comm,ttec, appropriate measures for co-ordination of
the policies and activities of the specialized agencies
and other organizations within the United Nations
system in implementing the relevant resolutions of the
General Assembly;
13. Requests the Special Committee to continue to
examine the question and to report to the General
Assembly at its twenty-ninth session.

3119 (XXVIII). United Nations Educational and
Training Programme for Sourhern Africa
The General Assembly,
Recalling its resolutions on the United Nations Edu-
cational and Training Programme for Southern Africa,
in particular resolution 2981 (XXVII) of 14 December
1972 in which it expressed its firm conviction that the
provision of assistance for the education and training of
persons from the Territories concerned is as essential
as ever and should not only continue but also be
expanded,
T aking note of the report of the Secretary-General
on the Programme for 1972/73,48

Taking note with satisfaction of the further increase
in contributions to the Programme and the corre-
sponding incrcase in assistance, in the form of indi-
vidual awards, to persons from the Territories con-
cerned to further their education,
Recognizing. however, that additional funds are re-
quired if the Programmc is to continue in operation
and be expanded,
1. Expresses its appreciation to all those who have
made voluntary contributions to the United Nations
Educational and Training Programme for Southcrn
Africa;
2. Once again urgently appeals to ali States, organi-
zations and individuals to make generous contributions
to the Programme;
3. Commends the Secretary-General and the Ad-
visory Committec on the United Nations Educational
and Training Programmc for Southem Africa, estab-
lished in pursuance of paragraph 2 of General Assembly
resolution 2431 (XXIII) of 18 December 1968, for
the work they have accomplished during the period
under review in connexion with the Programme;
4. Takes note with approval of the further cfforts
made to strengthen co-operation between the Pro-
gramme and the United Nations High Commissioner for
Ref~gees, the specialized agencies, the Organization of
Afncan Unity and other agencies assisting persons
from southem Africa, and hopes that those efforts will
be continued with a view to the co-ordination of their
activities in the field of education and training for per-
sons from the Territories concerned;
5. Decides that, as a further transitional measure
provision shall be made, under the regular budget of
the Unitcd Nations for .the financial year 1974. for
an amount of $100,000 to ensure continuity of the
Programme pending the receipt of adequate voluntary
contributions;
6. Requests the Secretary-General to report to the
Ge~~ral Assembly at its twenty-ninth session on the
act1v1ty and progress of •the Programme.

The General Assembly,
Recalling its resolution 2982 (XXVII) of 14 De-
cember 1972,
Having examined the report of the Secretary-General
on offcrs by Mcmber States of study and training fa-
cili~ies _for inhabitants of Non-Sclf-Governing Terri-
tones,4' prepared under General Assembly rcsolution
845 (]X) of 22 November 1954,
Bearing in mind the need to providc increased edu-
cational and training facilities at all levels for thc inhabi-
tants of Non-Self-Governing Territories,
l. Takes note of the report of the Secretary-General;
2. Expresses its appreciation to those Member States
which havc made scholarships available to the inhabi-
tants of Non-Sclf-Goveming Territories;
