Implementation of section VIII of the annex to
General Assembly resolution 32/197 on the
restructuring of the economic and social sectors
of the United Nations system
The General Assembly,
Recalling its resolution 34/2 I 5 of 19 December I 979,
in particular paragraph 3 thereof,
Noting the report of the Secretary-General 8q sub-
mitted in pursuance thereof and bearing in mind the
provisions of General Assembly resolution 35 /203 of
16 December 1980, as well as the letter dated 26 November
1980 from the Vice-Chairman of the Second Committee
to the Chairman of the Fifth Committee, 90
I.
Endorses the consultative arrangements, at the
level of the Secretariat, envisaged by the Secretary-
General on policy issues pertaining to planning, pro-
gramming, budgeting and evaluation;
2.
Requests the Joint Inspection Unit, in establish-
ing its work programme for implementation of the
recommendations of the Committee for Programme and
Co-ordination regarding a study on the impact on the
Secretariat of restructuring the economic and social sec-
tors of the United Nations system, to be guided by the
priorities identified in General Assembly resolution
35 /203 and to take into account the report of the
Secretary-General;
3.
Decides to revert to the question of adjustments in
the functioning of the relevant entities of the Secretariat
at its thirty-sixth session in the light of the report re-
quested of the Secretary-General and the report of the
Joint Inspection Unit.

35/224. Use of experts and consultants in the United
Nations
The General Assembly,
Recalling its decision of 18 December 1974, taken at
its twenty-ninth session,9 1 by which it outlined principles
and guidelines on the use of experts and consultants in
the United Nations,
Recalling further its decision of 17 December 1975,
taken at its thirtieth session,92 as well as its resolutions
31/205 of 22 December 1976, 32/203 of 21 December
1977 and 33/117 of 19 December 1978, in which it re-
affirmed the aforesaid principles and guidelines and
called for their full and effective implementation,

Takes note of the statement made by the repre-
sentative of the Secretary-General at the 59th meeting of
the Fifth Committee, on 15 December I 980; 91

Regrets that the Secretary-General was unable to
report in time on the elimination of existing deficiencies

in the implementation of the principles and guidelines
on the use of experts and consultants in the United
Nations;

Again requests the Secretary-General to submit a
full and comprehensive report on the matter so as to en-
able the General Assembly to consider it, on a priority
basis, at an early stage during its thirty-sixth session;
4.
ExP.resses the hope that the information to be sub-
mitted will enable the General Assembly, at its thirty-
sixth session, to evaluate the existing practices on the use
of experts and consultants in the United Nations.

The General Assembly,
Having considered the report of the Secretary-
General, 94
Taking note of the report of the Advisory Committee
on Administrative and Budgetary Questions,9 5
Recognizing the extreme importance of preserving the
quality of all United Nations documents,
Stressing the necessity of avoiding any measure that
might impair the equal status of all the official and
working languages of the United Nations,

Recognizing that the career of staff in all the language
occupational groups at the United Nations represents a
functional continuum within which the range of grade
levels should reflect the increasingly complex and
specialized nature of the assignments performed by lan-
guage groups,
Bearing in mind that the problems confronting the
various language groups are not of a comparable nature
and that the more recently introduced official lan-
guages require particular attention,
I.
Approves the proposals of the Secretary-General
aimed at reclassifying language posts so that:
(a)
The number of posts reclassified is in propor-
tion to the number established for each of the six lan-
guages of the United Nations;
(b)
The translators, interpreters, verbatim reporters,
editors, copy-preparers and proof-readers benefit from
the reclassification measures;
2.
Requests "the Secretary-General to apply self-
revision on a provisional and experimental basis, to the
extent that it does not affect the quality of United
Nations documents, whatever the official or working
language used;
3.
Further requests the Secretary-General to report
to the General Assembly at its thirty-sixth session on the
implementation of the present resolution.
