In addition to the appropriations voted under paragraph 1 above, amounts of $29,000 and $19,000 are appropriated for 1974 and 1975, respectively, from the accumulated income of the Library Endow- ment Fund for the purchase of books, periodicals, maps and library . equipment and for such other expenses of the Library at the Palais des Nations as are in accordance with the objects and provisions of the endowment. Direct expenses of the United Nations Postal Administration, services to visitors, catering and related services, television services and the sale of publications, not provided for under the budget appropriations, shall be charged against the income derived from those activities. 3532 (XXX). Office of the United Nations Dis- aster Relief Co-ordinator: financing of emergency relief assistance and technical co-operation activities The General Assembly, Taking note of the report of the Secretary-General on the financing of emergency relief assistance and technical co-operation activities67 and the related report of the Advisory Committee on Administrative and Budgetary Questions, 58 1. Decides to establish, within the existing volun- tary trust fund established pursuant to General Assem- bly resolution 3243 (XXIX) of 29 November 1974 on strengthening the Office of the United Nations Disaster Relief Co-ordinator, two new subaccounts with separate target figures for the biennium 1976- 1977 of: (a) $400,000 to augment the funds available under the regular budget for emergency assistance; 111 A/C.5/1688 and Corr.I. 58 Official Records of the General Assembly, Thirtieth Ses- sion, Supplement No. 8 A (A/10008/Add.1-28), document A/ 10008/ Add.5. 2444th plenary meeting 17 December 1975 (b) $600,000 for programme costs of technical as- sistance in disaster prevention and pre-disaster plan- ning assistance to Governments; 2. IV). 136 · · General Assembly-Thirtieth Session Recognizing the vital significance and importance of the Lima Declaration and Plan of Action for the in- dustrialization of the developing countries, Noting with regret that the submission made by the Secretary-General in his revised estimates for the United Nations Industrial Development Organization60 pro- vides insufficient information on the relationship be- tween the resources requested therein and the pro- grammes stemming from the Lima Declaration and Plan of Action, 1. Accepts the recommendations of the Advisory Committee on Administrative and Budgetary Ques- tions61 regarding the revised estimates submitted by the Secretary-General in his report;00 2. Requests the Secretary-General to submit to the General Assembly, at its thirty-first session, revised estimates for the United Nations Industrial Develop- ment Organization, taking fully into account all ele- ments of the Lima Declaration and Plan of Action on Industrial Development and Co-operation and indicat- ing clearly the resulting programme requirements and the related resouroes. 2444th plenary meeting 17 December 1975 3534 (XXX). Presentation of the United Nations programme budget The General Assembly, Desirous of improving the presentation of the United Nations programme budget, in order to make optimum use of available financial resources and to create a more solid comparison base and well-founded justification in proposing possible growth of such resources, and of finding budgetary means to finance the new programmes by utilizing the resources released, 1. Requests the Secretary-General to submit to the General Assembly at its thirty-first session, through the Advisory Committee on Administrative and Budgetary Questions, information-including the relevant authori- zation and budgetary appropriations-on programmes, projects or activities within the United Nations which have already been completed or are nearly completed, or which were considered by the appropriate intergov- ernmental bodies, in particular when they were examin- ing the medium-term plan, as obsolete, of marginal usefulness or ineffective; 2. Further requests the Secretary-General to include in the above-mentioned information specific examples of steps taken towards reorganizing, merging, eliminat- ing, or otherwise, units within the Secretariat which had been established for the foregoing programmes, projects or activities; 3. Decides to take -into account the above-mentioned information in considering the medium-term plan for the period 1978-1981 at its thirty-first session; 4. Decides also to include in future United Nations programme budgets information relating to the antici- pated duration of all new programmes, projects or activities; 5. United Nations public information policies and activities62 The General Assembly, Recalling the purposes and principles of the Charter of the United Nations and noting the thirtieth anniver- sary of the United Nations and the commemorations thereof, Recognizing the achievements of the United Nations, Taking note of the statement of the Secretary-Gen- eral contained in paragraph 1 of his report on public infonnation policies .and activities, 63 in which he em- phasized that the United Nations, in order to succeed in its formidable task, required a large measure of public support and understanding, which would in tum have an influence on national policies, Taking note of the statement of the Secretary-Gen- eral contained in paragraph 22 of the report to the effect that new efforts are needed to gain broader pub- lic understanding of and support for the aims and ac- tivities of the United Nations, Noting the prevailing attitude of the information media and public opinion of some of the Member States towards the United Nations system and the pos- sibility of a resultant decline of public support and confidence in the activities of the Organization, Determined to improve the public image of the United Nations system, 1. Requests the Secretary-General to make new ef- forts in the field of information activities of the Or- ganization and convey to the general public compre- hensive information regarding the political, economic, social, cultural and humanitarian achievements and un- de:ta~ngs of the_ United Nations system, including the pnnc1ples and aims related to the new international economic order; 2. Calls upon the Secretary-General to collaborate closely in this effort with the national information media, the United Nations associations and other non- governmental organizations concerned throughout the world; 3.
