Impact of inflation and monetary instability on
the regular budget of the United Nations
The General Assembly,
Recalling its resolution 36/230 of 18 December 1981,
Deeply concerned at the increased cost of the goods and
services associated with the operation of the United Nations
and the United Nations system as a whole as a result of the
persistence of inflation and monetary instability in those
developed countries in which the United Nations makes its
expenditures,
Convinced that many Member States are not responsible
for the losses that the budget of the United Nations expe-
riences as a result of the monetary phenomena referred to
in the preceding paragraph,
Stressing that, in order to cover the substantial losses
caused by inflation and monetary instability, there is a need
for a continuing review of procedures that could help meet
the above-mentioned budget costs in the most appropriate
way,
Having considered the study prepared by the Secretary-
General on the impact of inflation and monetary instability
on the regular budget of the United Nations, contained in
his report on the subject,48
Convinced of the need to analyse more thoroughly all
aspects of the increased costs of the goods and services
associated with the operation of the United Nations,

Takes note of the report of the Secretary-General on
the impact of inflation and monetary instability on the reg-
ular budget of the United Nations;48
2.
Requests the Secretary-General to prepare a more
penetrating, extensive and detailed study on the impact of
inflation and monetary instability on the regular budget of
the United Nations, taking duly into consideration the con-
tent of the preambular paragraphs of General Assembly
resolution 36/230 and the present resolution, together with
the opinions of the Member States concerned, and to submit
it to the General Assembly at its thirty-ninth session.

The General Assembly,
Having considered the report of the United Nations Joint
Staff Pension Board to the General Assembly and to the
member organizations of the United Nations Joint Staff Pen-
sion Fund for 1982, 50 chapter III of the report of the Inter-
national Civil Service Commission51 and the related report
of the Advisory Committee on Administrative and Budget-
ary Questions,52
Noting, in particular, the unanimous proposals made by
the Board53 in response to the request of the General As-
sembly to undertake a comprehensive analysis of all possible
measures to improve the actuarial balance of the Fund,
bearing in mind the views expressed in the Fifth Committee,

Noting further that a co-operative effort by member or-
ganizations, participants and beneficiaries-sharing equi-
tably the burdens such measures may impose on them-is
required if the actuarial imbalance is to be reduced
significantly,
MEASURES TO IMPROVE THE ACTUARIAL BALANCE OF
THE UNITED NATIONS JotNT STAFF PENSION FUND
I.
Approves the measures designed to improve the ac-
tuarial balance of the United Nations Joint Staff Pension
Fund which are contained in section III.A of the report of
the United Nations Joint Staff Pension Board;~0
2.
Requests the International Civil Service Commis-
sion, in co-operation with the United Nations Joint Staff
Pension Board, to undertake the study of the age of sepa-
ration and of retirement in all member organizations, bearing
in mind all the relevant resolutions of the General Assembly
together with the views expressed in the Fifth Committee.
and to submit proposals based thereon to the General
Assembly at its thirty-eighth session;
3.
Amends, with effect from I January 1983, the Reg-
ulations of the United Nations Joint Staff Pension Fund.
without retroactive effect, as set forth in annex XII of the
report of the Board, and the pension adjustment system in
accordance with annexes IX and X thereof;
II
ADMISSION TO MEMBERSHIP IN THE UNITED NATIONS JOINT
STAFF PENSION FUND OF THE EUROPEAN AND MEDITER-
RANEAN PLANT PROTECTION ORGANIZA TI0N
Decides to admit the European and Mediterranean Plant
Protection Organization to membership in the United Nations
Joint Staff Pension Fund, in accordance with article 3 of
the Regulations of the Fund, with effect from I January
1983;
III
EMERGENCY FUND
Authorizes the United Nations Joint Staff Pension Board
to supplement the voluntary contributions to the Emergency
Fund, for a further period of one year, by an amount not
exceeding $100,000;
IV
ADMINISTRATIVE EXPENSES
Approves expenses, chargeable directly to the United
Nations Joint Staff Pension Fund, totalling $5,955,300 (net)
for 1983 and reductions of $205,400 (net) for 1982 for the
administration of the Fund;
V
FINANCIAL OBLIGATIONS OF PENSIONERS TO THEIR
SPOUSES OR FORMER SPOUSES
I.
Takes note of section 111.F of the report of the United
Nations Joint Staff Pension Board concerning the absence
of effective measures for dealing with the financial obli-
gations of a pensioner to his or her spouse or fonner spouse
which, in some cases, might give rise to serious hardship;
2.
Requests the Board to pursue the search for such
measures along the lines indicated in paragraph 84 of its
report or by any other methods and to report thereon to the
General Assembly at its thirty-eighth session;

3.
Also requests the Board to examine the effects of the
dissolution of a marriage on survivors' entitlements, to-
gether with the possibility of granting such benefits to spouses
whose marriage was contracted after the service of a par-
ticipant had ceased, and to report thereon to the General
Assembly not later than at its thirty-ninth session;
4.
Further requests the Board, in formulating proposals
with regard to the above, to bear in mind that these should
have no financial implications for the Fund;

ELIMINATION OF THE POSSIBILITY OF EXCLUDING OR PRE-
VENTING STAFF MEMBERS FROM PARTICIPATION IN THE
UNITED NATIONS JOINT STAFF PENSION FUND
I.
Takes note of the views expressed by the United
Nations Joint Staff Pension Board in paragraphs 24 and 25
of its report;
2.
Requests member organizations of the United
Nations Joint Staff Pension Fund to furnish to the Board,
without delay, information regarding exclusions of members
of their staff from participation in the Fund;
3.
Requests the Board, in the light of such information,
to submit proposals to the General Assembly at its thirty-
eighth session for removing the exclusion provision from
article 21 of the Regulations of the Fund.

The General Assembly,
Recalling its resolution 3043 (XXVII) of 19 December
I 972, in which it approved the new form of presentation of
the United Nations budget,
Recalling also its resolutions 3199 (XXVIII) of 18 De-
cember 1973, 31/93 of 14 December 1976, 32/197 of
20 December 1977, 32/206 of 21 December 1977, 33/ 118
of 19 December 1978, 34/224 of 20 December 1979, 35/9
of 3 November I 980 and 36/228 of I 8 December I 98 I , in
which it elaborated further on the establishment of an in-
tegrated programme planning, budgeting, monitoring and
evaluation system in the United Nations,
Having considered the report of the Committee for Pro-
gramme and Co-ordination on the work of its twenty-second
session,54 chapter VI, section C, of the report of the Eco-
nomic and Social Council for the year 1982,55 and the re-
ports of the Advisory Committee on Administrative and
Budgetary Questions on the draft regulations and rules gov-
erning programme planning, the programme aspects of the
budget, the monitoring of implementation and methods of
evaluation and on the review of the Financial Rules and
Regulations in the light of the restructuring of the economic
and social sectors of the United Nations56 and on the pro-
posed medium-term plan for the period 1984-1989, 57
Having also considered the proposed medium-term plan
for the period 1984-I 989, 58 the reports of the Secretary-
General on the draft regulations and rules governing pro-
gramme planning, the programme aspects of the budget,

the monitoring of implementation and the methods of eval-
uation, 59 on the review of the Financial Rules and Regu-
lations in the light of the restructuring of the economic and
social sectors of the United Nations,<><1 on the procedures
for the proposed programme budget review, 61 on the pro-
gramme performance of the United Nations for the biennium
1980-198 I 62 and on the updating of the special review of
the ongoing work programme of the United Nations,63 and
the report of the Joint Inspection Unit entitled "Elaboration
of regulations for the planning, programming and evaluation
cycle of the United Nations" ,64
Having also considered the note by the Chairman of the
Fifth Committee reporting on the review of the proposed
medium-term plan for the period 1984-1989 by the other
Main Committees of the General Assembly ,6 '
Recalling that the Secretary-General, at the resumed thirty-
sixth session and at the thirty-seventh session of the General
Assembly, had expressed the intention to improve the ef-
fectiveness of the programme planning, budgeting, moni-
toring and evaluation system,
Bearing in mind the observations contained in the report
of the Committee of Governmental Experts to Evaluate the
Present Structure of the Secretariat in the Administrative,
Finance and Personnel Areas on the need to integrate the
whole system of programme planning, budgeting, moni-
toring and reporting, taking into account modalities existing
in other organizations of the United Nations system,66
Noting the establishment of the Programme Planning and
Budgeting Board and of the Central Monitoring Unit.
MEDIUM-TERM PLAN
I.
Adopts the proposed medium-term plan for the period
1984-1989, 58 as revised by the recommendations of the
Committee for Programme and Co-ordination at its twenty-
second session67 and the Economic and Social Council at
its second regular session of 1982, 68 taking into account the
views of Main Committees of the General Assemhly, M with
the exception of subprogramme 5 of programme I of chapter
2 I, which requires further revision and approval;
2.
Considers the medium-term plan, as adopted, to he
the principal policy directive of the United Nations;
3.
Requests the Secretary-General to issue the medium-
term plan for the period 1984- I 989, as adopted, as a single-
volume printed document;'8
4.
Further requests the Secretary-General to make the
necessary methodological improvements to the medium-tem1
plan for the period 1984-1989 in the context of its first
revision and in the light of the observations at the second
regular session of 1982 of the Economic and Social Council69
and by the Committee for Programme and Co-ordination at
its twenty-second session, 70 as well as the views expressed
during the thirty-seventh session of the General Assembly;
