134 General Assembly - Thirty-eighth Session -------------------------- work of its eleventh sess1on and the decisions contained therein: 83 2. Welcomes scction II of Governing Council dccision 11 /1 of 24 May 1983, in which it decided. inter alia. that the topic to be considered in the 1984 report on the state of the environment would be "The environment in the dialogue between and among developed and developing countries"; 3. Takes note of sections V and VI of Governing Council decision 11 /1, which relate to the convening of an international conference on world industrv and environ- mental management and a parliamentary- conference on the environment; 4. Takes note with appreciation of Goveming Council decision 11/2 of 23 May 1983 on the pcriodicity and dura- tion of Governing Council sessions and endorses thc deci- sion that there shall be no session of the Governing Coun- cil in 1986, on an experimental basis, and that in 1987 thc Governing Council shall decide finally on cither of thc two options for the periodicity of its sessions in the light of thc experience gained in the previous years: 5. A/so takes note of Goveming Council decision 11 / 5 of 23 May 1983 on the impacts of apartheid on thc envi- ronment, directed at promoting public awareness of thc plight of the victims of apartheid; 6. Welcomes part one of Governing Council decision 11/7 of 24 May 1983, by which the Council, while setting priorities for its implementation, approved the pro- gramme budget for the first biennium of the system-widc medium-term environment programme, 1984-1985, asan overall framework for activities of the United Nations Environment Programmc during that period, and invites Governments participating in relevant governing bodies of specialized agencies and other organizations of the U nited Nations system to endeavour to take the provisions of thc system-wide mcdium-term cnvironment programmc fully into account in their consideration of related issues, so as to achieve the full implementation ofthe system-wide pro- gramme; 7. Welcomes the importance attached by the Gov- erning Council to regional approaches and programmes in the field of international environment co-operation, as reflected in its decisions 11 /7, 11 /8 and 11/9 of 24 May 1983; 8. Welcomes section VIII of Goveming Council deci- sion 11/1, in which the Council decided to devote two days, during its twelfth session, to a detailed assessment of the implementation of the Plan of Action to Combat Desertification, 84 which will include a thorough analysis ofthe state ofimplementation ofthe principal components ofthe Plan, the lessons learned and the priorities for futurc action; 9. Decides to expand the mandate of the Consultative Group for Desertification Control to include information exchange on anti-desertification policies and programmes of its participants, in addition to its basic mandate as set out in General Assembly resolution 32/172 of 19 Decem- ber 1977; 10.
