Welcomes scction II of Governing Council dccision
11 /1 of 24 May 1983, in which it decided. inter alia. that
the topic to be considered in the 1984 report on the state
of the environment would be "The environment in the
dialogue between and among developed and developing
countries";
3.
Takes note of sections V and VI of Governing
Council decision 11 /1, which relate to the convening of an
international conference on world industrv and environ-
mental management and a parliamentary- conference on
the environment;
4.
Takes note with appreciation of Goveming Council
decision 11/2 of 23 May 1983 on the pcriodicity and dura-
tion of Governing Council sessions and endorses thc deci-
sion that there shall be no session of the Governing Coun-
cil in 1986, on an experimental basis, and that in 1987 thc
Governing Council shall decide finally on cither of thc two
options for the periodicity of its sessions in the light of thc
experience gained in the previous years:

A/so takes note of Goveming Council decision 11 / 5
of 23 May 1983 on the impacts of apartheid on thc envi-
ronment, directed at promoting public awareness of thc
plight of the victims of apartheid;

Welcomes part one of Governing Council decision
11/7 of 24 May 1983, by which the Council, while setting
priorities for its implementation, approved the pro-
gramme budget for the first biennium of the system-widc
medium-term environment programme, 1984-1985, asan
overall framework for activities of the United Nations
Environment Programmc during that period, and invites
Governments participating in relevant governing bodies of
specialized agencies and other organizations of the U nited
Nations system to endeavour to take the provisions of thc
system-wide mcdium-term cnvironment programmc fully
into account in their consideration of related issues, so as
to achieve the full implementation ofthe system-wide pro-
gramme;
7.
Welcomes the importance attached by the Gov-
erning Council to regional approaches and programmes in
the field of international environment co-operation, as
reflected in its decisions 11 /7, 11 /8 and 11/9 of 24 May
1983;
8.
Welcomes section VIII of Goveming Council deci-
sion 11/1, in which the Council decided to devote two
days, during its twelfth session, to a detailed assessment of
the implementation of the Plan of Action to Combat
Desertification, 84 which will include a thorough analysis
ofthe state ofimplementation ofthe principal components
ofthe Plan, the lessons learned and the priorities for futurc
action;
9.
Decides to expand the mandate of the Consultative
Group for Desertification Control to include information
exchange on anti-desertification policies and programmes
of its participants, in addition to its basic mandate as set
out in General Assembly resolution 32/172 of 19 Decem-
ber 1977;
10.
Welcomes the progress made in the implementa-
tion of the Montevideo Programme for the Development
and Periodic Review of Environmental Law 85
and
appeals to Governments to participate actively in the Pro-

ordinating role of the United Nations Environment Pro-
gramme and thc need for additional resources to assist

gramme, in consultation with Govcmments and interna-
tional organizations concerncd, to acceleratc and intensify
his cfforts in this ficld:

Urges thc Executivc Director of the United
Nations Environmcnt Programme to facilitate the provi-
sion of cxpert assistancc to and among developing coun-
tries, at their rcqucst. in thc preparation. monitoring and
cvaluation of priority cnvironmental programmes and
projects, including the application of environmental
impact asscssment, and in promoting and increasing the
cxchangc of information and cxpcriencc with respect to the
integration of en vironmcntal considcrations into dcvclop-
mcnt activitics:

have contributed to the Fund of the United Nations Envi-
ronment Programrnc, particularly to those that have done
so for thc first time in 1982 and 1983 and those that havc

proccdures in order to make thcir contributions available
as early as possihlc:

Notes with deep concern. however, the very meagrc
pledges to the Fund so far received from Governments and
strongly appeals to ali Governments to pledge their contri-
butions as soon as possible for 1984, and where possible
for 1985, preferahly bcfore thc end of 1983.

Takes note a/so of the statement made on 1 Nov-
ember 1983 by the observer of the Palcstine Liberation
Organization; 91

Rejects the Israeli plans and actions intendcd to
change the demographic composition of the occupied Pal-
estinian territories, particularly the increase and expansion
of the Israeli settlements, and other plans and actions cre-
ating conditions leading to the displacement and exodus of
Palestinians from the occupied Palestinian territories;
4. Expresses its alarm at the deterioratíon in the living
conditions of the Palestinian peoplc in the Palestinian ter-
ritories occupied since 1967 as a result ofthc Israeli occu-
pation;
5.
Affirms that the Israelí occupation is contradictory
to the basic requirements for the social and economic
development of the Palestinian people in the occupied
West Bank and the Gaza Strip;
6.
Ca/Is upan the Israeli occupation authorities to give
United Nations experts access to thc occupicd Palestinian
terri tories;
7.
Recognizes the need for a comprehensivc report on
the impact of the Israelí settlements on the living condi-
tions of the Palestinian people in thc occupied Palestinian
territories;

Requests the Secretary-General to prepare and sub-
mit to the General Assembly at its thirty-ninth session.

Recalling its resolutions 3201 (S-VI) and 3202 (S-Vl) of
May 1974, containing the Declaration and the Pro-
gramme of Action on the Establishment of a New lntema-
tional Economic Order, 3281 (XXIX) of 12 December
1974, containing the Charter of Economic Rights and
Duties of Sta tes, and 3362 (S-VII) of 16 September 197 5
on development and intemational economic co-operation,
Reca/ling a/so its resolutions 32/ l 62 of 19 December
1977 on institutional arrangements for intemational co-
operation in the field ofhuman settlements and 34/116 of
14 December 1979 on the strengthening of human settlc-
ments activities,
Taking note of Economic and Social Council decision
1983/ 169 of 25 July 1983 on intemational co-operation in
the field of human settlements,

its mandate in assisting Govemments to address the seri-
ous problems of human settlements development, as
reflected in the variom substantive recommendations
adoptcd by it;

Rca/jirms its conriction that human settlements
activities can play a leading role in stimulating national
economic and social dcvclopment and in the enhancement
of the quality of life of the poor and the disadvantaged,
particularly in thc devcloping countries;
4.
Fxpresscs its apprcciation to those Govemments
and to others that havc so far provided financia) support
for the intemational cffort to promote human settlements
development through thc activities of the United Nations
Centre for Human Settlements (Habitat);
5.
tppeals once aga1n to Member States, particularly
the developed countries and others in a position to do so,
to make voluntary contributions, ifthey have not yet done
so, or, as appropriatc, to increase their voluntary contribu-
tions to the United Nations Habitat and Human Settle-
ments Foundation in support of thc activities of the Cen-
tre.

which it invited the Secretary-General to arrange, in con-
sultation with the members of the Administrative Com-
mittee on Co-ordination. for the United Nations Centre
for Human Settlements (Habitat) to participate in ali
aspects of the work of that Committee and its subsidiary
machincry,
Recalling a/so its resolution 3 7 /223 C of 20 December
1982, in which it requested the Secretary-General to accel-
erate his efforts in arranging for such participation and to
report thercon to the General Assembly at its thirty-eighth
sess10n,
Having considered the report of the Secretary-General 93
summarizing decision 1983/ l 8 of 27 October 1983 of the
Administrative Committee on Co-ordination on the mat-
ter, as well as the oral explanation given by the repre-
sentative of the Secretary-General,
A ware that the decision of the Administrative Commit-
tee on Co-ordination does not completely meet the
requirement of General Assembly resolutions 35/77 C and
37/223 C,
Takes note of thc report of the Secretary-General sum-
marizing d~cision 1983/ l 8 ofthe Administrative Commit-
tee on Co-ordination and requests him to report to the
General Assembly at its thirty-ninth session on the imple-
mentation of its rcsolutions on the question.
