38/177. United Nations Institute for Training and
Research
The General Assemhlv.
Recalling its resolution 37 / 142 of 1 7 December 1982 on
the United Nations Institute for Training and Research,
llaving considered the report of the Executive Director
of the United Nations I ,titute for Training and
Research : ,! covecing the penod from I J uly 1982 to 30
June 1983, and his introductory statement of7 November
1983,Lll
Recalling the important role assigned to the United
Nations lnstitute for Training and Research in enhancing
the effectiveness of the l lnited Nations in achieving its
major objectives, particularly in the rnaintenance of peacc
and security and the promotion of economic and social
development,
Noting with satisfáction the emphasis being placed by
the United Nations Institute for Training and Research on
the revitalization of its programme. thc dissemination of
the results of its rcsearch. the continuing need for
improvement of its management and on the mobilization
of adequate resources to enable it to perform its functions
satisfactorily,
Sharing the concern of thc Executi ve Director that only
a small number of States are contributing to thc General
Fund of the United Nations Institute for Training and
Research, as well as his concern over thc inadcquacy ofthe
resources available to the Institute for its work,

Takes note with appreciatirm of the report of thc
Executive Director of the United Nations Institutc for
Training and Research and the measures he has alreadv
taken, with the approval of the Board of Trustces of th~
Institute, with a vicw to revitalizing thc lnstitutc and
enhancing its image;

Welcomes the continuing emphasis of the United
Nations Institute for Training and Research on cconomic
and social training and research and the inclusion of spe-
cific projects on the problcms that exist in the arcas identi-
fied by the General Assembly at its sixth and seventh spe-
cial sessions, in the relevan! decisions adopted at its
twenty-ninth and subsequent sessions. and in the Interna-
tional Development Strategy for the Third United Nations
Development Decade, 114 taking into consideration the
statements on the programmc of work of the Institute
made at the current session;

Encourages the Executivr Director, bearing in mind
thc conclusions reachcd by thc Board of Trustces of thc
United Nations Institute for Training and Research at its
special session held from 11 to 14 April 1983, 1' 1 to con-
tinue to evolve clear long-term priorities in the training
and research programmc of thc lnstitute which would
emphasize its role in the promotion and strengthening of
the development process and would make the need for
that role more obvious;

Notes with satis/áction thc efforts of the Executive
Director to strengthen co-operation between the United
Nations Institute for Training and Researeh and other
institutions active in the Institute's field of eompetence:

Urges once again ali States that have not yet con-
tributed to the United Nations Institute for Training and
Research to do so, and calls upon ali donor countries,
especially those that are not contributing at a leve! com-

mensurate with their capacity, to increase their voluntary
contributions in order to meet the urgent financia! needs of
the I nsti tute;

Again requests ali States to continue to announce
their contributions to the United Nations Institute for
Training and Research carly and, if possible, not la ter than
the annual United Nations Pledging Conference for Devel-
opment Activities, and to speed up the payment of their
voluntary contributions to the Institute:

Emphasizes the necessity for the lnstitute to inten-
sify its efforts further to improve its management and to
devclop its programmc of activities with a view to balane-
ing its expenses with revenue. on thc basis of realistic esti-
mates, and, in this contcxt, notes with satisfaction thc
steps being taken by the Executivc Director to adjust
administrative costs and to mobilize resources to ensurc
avoidance of futurc deficits in the Institute's budget;

Decides to suppo11 the recommendations ofthe Scc-
retary-Gencral contained in his interim report on the
financing of the United Nations Institute for Training and
Research n 6 and agrecs, on an exccptional basis, that an
advance of $886,000 should be givcn to the Institutc to
covcr the deficit in its budget for 1983; this advance will be
non-recurrent and reimbursable, in accordance with the
terms set out in the Secretary-General's report, 137 and the
repayment will begin after a grace period not excecding
two years:

Decides, in the light of paragraphs 4 and 5 of the
report of the Sccretary-General, to consider at its thirty-
ninth session the qucstion of long-tcrm financing arrange-
ments for thc United Nations lnstitutc for Training and
Research.

dcred to the University by the members of the Council
whose tcrms cnded in May 1983,
Mindful of the formulation and adoption of the
medium-term perspective, 1982-1987,
Noting decision 5.2.2 adopted on 13 October 1983 by
thc Executive Board of the United Nations Educational,
Scientific and Cultural Organization at its one hundred
and seventeenth session,
