General Auembly-Fortietb Session
16. Ca/Is upon the administering Powers concemed to
continue to take ali necessary measures not to involve
those Territories in any offensive acts or interference
against other States and to comply fully with the purposes
and principies of the Charter, the Declaration and the res-
olutions and decisions of the United Nations relating to
military activities and arrangements by colonial Powers in
the Territories under their administration;
17. Requests Member States, in particular the adminis-
tering Powers, to adopt appropriate measures to prevent
the recruitment, financing, training and transit of mercen-
aries in their territories for use against the national libera-
tion movements struggling for freedom and independence
from the yoke of colonialism, racism and apartheid;
18. Considers it incumbent upon the United Nations
to continue to play an active role in the process of decolo-
nization and to intensify its efforts for the widest possible
dissemination of information on decolonization, with a
view to the further mobilization of intemational public
opinion in support of complete decolonization;
19.
Urges Member States to ensure the full and speedy
implementation of the Declaration contained in General
Assembly resolution 1514 (XV) and other relevant resolu-
tions of the United Nations;
20. Invites the Security Council to continue to give
special attention to the situation in and around Namibia
and to consider imposing mandatory sanctions against
South Africa under Chapter VII of the Charter;
21. Requests the specialized agencies and other organi-
zations of the United Nations system to render, or con-
tinue to render, within their respective spheres of compe-
tence, ali possible moral and material assistance to the
peoples ofthe colonial Territories and to their national lib-
eration movements, to take measures to withhold from the
apartheid régime ofSouth Africa any form of collaboration
or assistance in the financia!, economic and technical fields
and to discontinue all support to that régime until the
people of Namibia have exercised their right to self-deter-
mination and independence in a united Namibia and until
apartheid has been eradicated and a non-racial, united and
democratic State based on the will of ali South African
people has been established in accordance with the rele-
vant resolutions and decisions of the General Assembly
and the Security Council;
22. Invites non-govemmental organizations having a
special interest in the field of decolonization to intensify
their activities in co-operation with the United Nations;
23. Requests the Special Committee on the Situation
with regard to the lmplementation of the Declaration on
the Granting of Independence to Colonial Countries and
Peoples to continue to examine the full compliance of all
States with resolution 1514 (XV) and other relevant reso-
lutions on the question of decolonization, to seek the most
suitable ways for the speedy and total application of the
Declaration to ali Territories to which it applies and to
propase to the General Assembly specific measures for the
complete implementation of the Declaration in the
remaining colonial Territories;
24.
Invites ali States to co-operate fully with the Spe-
cial Committee in the complete fulfilment of its mandate.

The General Assembly,
Having examined the report of the Special Committee
on the Situation with regard to the Implementation of the
Declaration on the Granting of lndependence to Colonial
Countries and Peoples,40
Recalling its resolutions 1514 (XV) of 14 December
1960, containing the Declaration on the Granting of lnde-
pendence to Colonial Countries and Peoples, 2621 (XXV)
of 12 October 1970, containing the prógramme of action
for the ful! implementation ofthe Declaration, and 35/118
of 11 December 1980, the annex to which contains the
Plan of Action for the Full Implementation ofthe Declara-
tion,
Recalling ali its previous resolutions concerning the
implementation of the Declaration, in particular resolu-
tion 39/91 of 14 December 1984, as well as the relevant
resolutions of the Security Council,
Having adopted resolution 40/56 of 2 December 1985
on the twenty-fifth anniversary of the Declaration on the
Granting of Independence to Colonial Countries and
Peoples,
Reiterating its conviction that the total eradication of
racial discrimination, apartheid and violations of the basic
human rights ofthe peoples of colonial Territories will be
achieved most expeditiously by the faithful and complete
implementation of the Declaration, particularly in
Namibia, and by the speediest possible complete elimina-
tion of the presence of the illegal occupying régime there-
from,
Recalling the consensus on Namibia, adopted by the
Special Committee at its extraordinary session held at
Tunis from 13 to 17 May 198541 and the relevant provi-
sions of the Declaration and Programme of Action con-
tained in the Final Document adopted by the United
Nations Council for Namibia at its extraordinary plenary
meetings held at Vienna from 3 to 7 June 1985,42
Condemning the continued colonialist and racist repres-
sion of millions of Africans, particularly in Namibia, by
the Govemment of South Africa through its persistent,
illegal occupation of the international Territory and its
intransigent attitude towards ali efforts being made to
bring about an intemationally acceptable solution to the
situation obtaining in the Territory,
Deeply conscious of the urgent need to take ali necessary
measures to eliminate forthwith the last vestiges of colo-
nialism, particularly in respect of Namibia where desper-
ate attempts by South Africa to perpetuate its illegal occu-
pation have brought untold suffering and bloodshed to the
people,
Strongly condemning the policies of those States which,
in defiance of the relevant resolutions of the United
Nations, have continued to collaborate with the Govern-
ment of South Africa in its domination of the people of
Namibia,
Conscious that the success of the national liberation
struggle and the resultant international situation have pro-
vided the international community with a unique opportu-
nity to make a decisive contribution towards the total
elimination of colonialism in ali its forms and manifesta-
tions in Africa,
Noting with satisfaction the work accomplished by the
Special Committee with a view to securing the effective

and complete implementation of the Declaration and the
other relevant resolutions ofthe United Nations,
Noting a/so with satisfaction the co-operation and active
participation ofthe administering Powers concerned in the
relevant work of the Special Committee, as well as the
continued readiness of the Governments concerned to
receive United Nations visiting missions in the Territories
under their administration,
Keenly aware of the pressing need of the newly indepen-
dent and emerging States for assistance from the United
Nations and its system of organizations in the economic,
social and other fields,
1. Reaffirms its resolution 1514 (XV) and ali other res-
olutions on decolonization and calls upon the administer-
ing Powers, in accordance with those resolutions, to take
ali necessary steps to enable the dependent peoples of the
Territories concerned to exercise fully and without further
delay their inalienable right to self-determination and
independence;
2. Affirms once again that the continuation of colonial-
ism in ali its forros and manifestations - including
racism, apartheid, those activities of foreign economic and
other interests contrary to the Charter of the United
Nations and the Declaration on the Granting of Indepen-
dence to Colonial Countries and Peoples, as well as the
violations of the right to self-determination and basic
human rights of the peoples of colonial Territories and
continuous policies and practices to suppress legitimate
national liberation movements - is incompatible with the
Charter, the Universal Declaration ofHuman Rights39 and
the Declaration on the Granting of Independence to Colo-
nial Countries and Peoples and poses a serious threat to
international peace and security;
3. Reaffirms its determination to take ali necessary
steps with a view to the complete and speedy eradication
of colonialism and to the faithful and strict observance by
ali States of the relevant provisions of the Charter, the
Declaration on the Granting of Independence to Colonial
Countries and Peoples and the guiding principies of the
Universal Declaration of Human Rights;
4. Affi,rms once again its recognition of the legitimacy
of the struggle of the peoples under colonial and alien
domination to exercise their right to self-determination
and independence by all the necessary means at their dis-
posal;
5. Approves the report ofthe Special Committee on the
Situation with regard to the lmplementation of the Decla-
ration on the Granting of lndependence to Colonial
Countries and Peoples covering its work during 1985,
including the programme of work envisaged for 1986;43
6.
Ca/Is upon ali States, in particular the administering
Powers, as well as the specialized agencies and other
organizations of the United Nations system within their
respective spheres of competence, to give effect to the rec-
ommendations contained in the report of the Special
Committee for the speedy implementation of the Declara-
tion contained in General Assembly resolution 1514 (XV)
and other relevant resolutions of the United Nations;
7.
Condemns the continuing activities of foreign eco-
nomic and other interests which are impeding the imple-
mentation of the Declaration with respect to the colonial
Territories, particularly Namibia;
8. Strongly condemns ali collaboration, particularly in
the nuclear and military fields, with the Government of
South Africa and calls upon the States concerned to cease
forthwith ali such collaboration;

9. Requests ali States, directly and through their action
in the specialized agencies and other organizations of the
United Nations system, to withhold assistance of any kind
from the Government ofSouth Africa until the inalienable
right of the people of Namibia to self-determination and
independence within a united and integrated Namibia,
including Walvis Bay, has been restored, and to refrain
from taking any action which might imply recognition of
the legitimacy ofthe illegal occupation oí Namibia by that
régime;
10. Ca/Is upon the colonial Powers to withdraw imme-
diately and uncond1tionally their military bases and instal-
lations from colonial Territories, to refrain from estab-
lishing new ones and not to involve those Territories in
any offensive acts or interference against other States;
11.
Urges ali States, directly and through their action
in the specialized agencies and other organizations of the
United Nations system, to provide all moral and material
assistance to the oppressed people of Namibia and, in
respect of the other Territories, requests the administering
Powers, in consultation with the Governments ofthe Ter-
ritories under their administration, to take steps to enlist
and make effective use of ali possible assistance, on both a
bilateral and a multilateral basis, in the strengthening of
the economies of those Territories;

Requests the Special Committee to continue to
seek suitable means for the immediate and full implemen-
tation of General Assembly resolution 1514 (XV) in ali
Territories that have not yet attained independence and, in
particular:
(a) To formulate specific proposals for the eliminat10n
of the remaining manifestations of colonialism and to
report thereon to the General Assembly at its forty-first
session;
(b) To make concrete suggestions which could assist
the Security Council in considering appropriate measures
under the Charter with regard to developments in colonial
Territories that are likely to threaten international peace
and security;
(c) To continue to examine the compliance of Member
States with resolution 1514 (XV) and other relevant reso-
lutions on decolonization, particularly those relating to
Namibia;
(d) To continue to pay special attention to the small
Territories, in particular through the dispatch of visiting
missions to those Territories whenever the Special Com-
mittee deems it appropriate, and to recommend to the
General Assembly the most suitable steps to be taken to
enable the populations ofthose Territories to exercise their
right to self-determination and independence;
(e) To take ali necessary steps to enlist world-wide sup-
port among Governments, as well as national and interna-
tional organizations having a special interest in decoloni-
zation, for the achievement of the objectives of the
Declaration and the implementation of the relevant reso-
lutions ofthe United Nations, particularly as concerns the
oppressed people of Namibia;
13. Ca/Is upon the administering Powers to continue to
co-operate with the Special Committee in the discharge of
its mandate and, in particular, to permit the access ofvisit-
ing missions to the Territories to secure first-hand infor-
mation and ascertain the wishes and aspirations of their
inha bitan ts;
14.
Requests the Secretary-General and the specialized
agencies and other organizations of the United Nations
system to provide or continue to provide to the newly

independent and emerging States ali possihle assistam:e in
the economic, social and other fields;
15. Requests the Secretary-General to provide the Spe-
cial Committee with the facilities and services required for
the implementation ofthe present resolution, as well as of
the various resolutions and decisions on decolonization
adopted by the General Assembly and the Special C'om-
mittee.

40/58. Dissemination of information on decoloniza-
tion
The General Assembly.
Having examined the chapters of the report of the Spe-
cial Committee on the Situation with regard to the Imple-
mentation ofthe Declaration on the Granting of Indepen-
dence to Colonial Countries and Peoples relating to the
dissemination of information on decolonization and publi-
city for the work of the United Nations in the field of
decolonization, 44
Recalling its resolution 1514 (XV) of 14 December
1960, containing the Declaration on the Granting of Inde-
pendence to Colonial Countries and Peoples, and ali other
resolutions and decisions of the United Nations con-
cerning the dissemination of information on decoloniza-
tion, in particular General Assembly resolution 39/92 of
14 December l 984,
Reiterating the importance of publicity as an instrument
for furthering the aims and purposes of the Declaration
and mindful of the continuing pressing need to take ali
possible steps to acquaint world public opinion with ali
aspects of the problems of decolonization, with a view to
assisting effectively the peoples of the colonial Territories
to achieve self-determination, freedom and independence,
Aware ofthe increasingly important role being played in
the widespread dissemination of relevant information by a
number of non-govemmental organizations having a spe-
cial interest in decolonization, and noting with satisfaction
the intensified efforts ofthe Special Committee in enlisting
the support of those organizations in that regard,
1. Approves the chapters of the report of the Special
Committee on the Situation with regard to the lmplemen-
tation of the Declaration on the Granting of Independence
to Colonial Countries and Peoples relating to the dissemi-
nation of information on decolonization and publicity for
the work of the United Nations in the field of decoloniza-
tion;
2.
Considers it incumbent upon the United Nations to
continue to play an active role in the process of self-deter-
mination and independence and to intensify its efforts for
the widest possible dissemination of information on decol-
onization, with a view to the further mobilization ofinter-
national public opinion in support of complete decoloniza-
tion;
3. Requests the Secretary-General, having regard to the
suggestions of the Special Committee, to continue to take
concrete measures through ali the media at his disposal,
including publications, radio and television, to give
widespread and continuous publicity to the work of the
United Nations in the field of decolonization, and, inter
alia:
(a) To continue, in consultation with the Special Com-
mittee, to collect, prepare and disseminate basic material,

studies and articles relating to the problems of decoloniza-
tion and, in particular, to continue to publish the periodi-
cal Objective: Justice and other publications, special arti-
cles and studies, including the Deco/onization series, and
to select from them appropriate material for wider dissem-
ination by means of reprints in various languages;
(b) To seek the full co-operation of the administering
Powers concemed in the discharge of the tasks referred to
above;
(e) To mtensify the activities of ali United Nations
information centres;
(d) To maintain a close working relationship with the
Organization of African Unity by holding periodic consul-
tations and by systematically exchanging relevant informa-
tion with that organization;
(e) To enlist, with the close co-operation of United
Nations information centres, the support of non-govem-
mental organizations having a special interest in decoloni-
zation in the dissemination of the relevant information;
(/) To ensure the availability of the necessary facilities
and services to that end;
(g) To report to the Special Committee on the meas-
ures taken in implementation of the present resolution;

Requests ali States, in particular the administering
Powers, the specialized agencies and other organizations of
the United Nations system and non-govemmental organi-
zations having a special interest in decolonization to
undertake or intensify, in co-operation with the Secretary-
General and within their respective spheres of compe-
tence, the large-scale dissemination of the information
referred to in paragraph 2 above;
5.
Requests the Special Committee to follow the imple-
mentation of the present resolution and report thereon to
the General Assembly at its forty-first session.

Recalling its resolutions 36/38 of 18 November 1981,
37/8 of 29 October 1982, 38/37 of 5 December 1983 and
39/47 of 10 December 1984,
Having considered the report of the Secretary-General
on the state of co-operation between the United Nations
and the Asian-African Legal Consultative Committee,45
Having heard the report ofthe Secretary-General ofthe
Asian-African Legal Consultative Committee on the steps
taken by the Committee to ensure continuing, close and
effective co-operation between the two organizations,46
