General Assembly-Forty-second Session
ing of the Role of the Organization, and its relevant reso-
lutions adopted at subsequent sessions,37
Taking note of the reports of the Secretary-General on
the work of the Organization submitted to the General
Assembly at its thirty-seventh,38 thirty-ninth,39 fortieth,40
forty-first41 and forty-second sessions,42 as well as of the
views and comments expressed on them by Member
States,
Having considered the report of the Special Committee
on the Charter ofthe United Nations and on the Strength-
ening of the Role of the Organization on the work of the
session it held in 1987,43
Expressing its appreciation for the progress achieved by
the Special Committee during its 1987 session on the ques-
tion of the prevention and removal of threats to peace and
of situations that may lead to international friction or give
rise to a dispute,
Noting with satisfaction that tangible progress has been
achieved in the Special Committee on the proposal con-
cerning the resort to a commission of good offices, media-
tion or conciliation within the United Nations,
Mindful of the efforts made in the elaboration of a draft
handbook on the peaceful settlement of disputes between
Sta tes,
Recognizing the importance that pre-session consulta-
tions among the members of the Special Committee and
other interested States may have in facilitating the smooth
conduct ofthe work ofthe Special Committee towards the
fulfilment ofits task, especially as regards the composition
of the Bureau and the organization of work,

Takes note of the report of the Special Committee
on the Charter ofthe United Nations and on the Strength-
ening of the Role of the Organization;
2.
Decides that the Special Committee shall hold its
next session from 22 February to 11 March 1988;
3.
Requests the Special Committee at its session in
1988, taking into account the provisions of paragraph 5
below:
(a) To accord priority to the question of the mainte-
nance of international peace and security in ali its aspects
in order to strengthen the role of the United Nations, in
particular the Security Council, and, in this context:
(i)
To complete an appropriate draft document on the
prevention and removal of threats to peace and of
situations that may Jead to international friction or
give rise to a dispute, on the basis of the provision-
ally adopted paragraphs as well as other proposals
set forth in paragraphs 37, 46 and 102 ofthe report
of the Special Committee on its work at the 1987
session;43
(ii)
To submit the draft document to the General As-
sembly at its forty-third session;
(b) To continue its work on the question ofthe peace-
ful settlement of disputes between States, and, in this con-
text:

(i) To continue consideration of the working paper44
on the resort to a commission of good offices,
mediation or conciliation within the United Na-
tions, with a view to completing it and submitting
conclusions thereon to the General Assembly at the
earliest possible date;
(ii) To examine the report of the Secretary-General on
the elaboration of a draft handbook on the peaceful
settlement of disputes between States;

Requests the Special Committee to keep the ques-
tion ofthe rationalization ofthe procedures ofthe United
Nations under active review;
5.
Also requests the Special Committee to be mindful of
the importance of reaching general agreement whenever
that has significance for the outcome of its work;
6.
Decides that the Special Committee shall accept the
participation of observers of Member States, including in
the meetings of its working groups;
7.
Requests the Secretary-General to render ali assis-
tance to the Special Committee;
8.
Requests the Secretary-General to continue, on a
priority basis, the preparation of a draft handbook on the
peaceful settlement of disputes between States, on the ba-
sis of the outline elaborated by the Special Committee and
in the light of the views expressed in the course of the dis-
cussions in the Sixth Committee45 and in the Special Com-
mittee, 46 and to report to the Special Committee at its ses-
sion in 1988 on the progress ofwork, before submitting to
it the draft handbook in its final form, with a view to its ap-
proval at a later stage;
9.
Requests the Special Committee to submit a report
on its work to the General Assembly at its forty-third ses-
sion;
10.
Decides to include in the provisional agenda of its
forty-third session the item entitled "Report ofthe Special
Committee on the Charter of the United Nations and on
the Strengthening of the Role of the Organization".

Development and strengthening of good-
neighbourliness between States
The General Assembly,
Bearing in mind the determination of the peoples of the
United Nations, as expressed in the Charter ofthe United
Nations, to practise tolerance and live together in peace
with one another as good neighbours,
Recalling the Declaration on Principies of International
Law concerning Friendly Relations and Co-operation
among States in accordance with the Charter of the
United Nations, approved by its resolution 2625 (XXV) of
24 October 1970,
Recalling its resolutions 1236 (XII) of 14 December
1957, 1301 (XIII) of 10 December 1958, 2129 (XX) of
21 December 1965, 34/99 of 14 December 1979, 36/101
of9 December 1981, 37/117 of 16 December 1982, 38/126
of 19 December 1983, 39/78 of 13 December 1984 and
41/84 of 3 December 1986, as well as its decision 40/419
of 11 December 1985,

Bearing in mind that, for various reasons, there are par-
ticularly favourable opportunities for co-operation and
mutual advantage between neighbouring countries in
many fields and various forms, and that the development
of such co-operation may have a positive influence on in-
temational relations as a whole,
Considering that the great changes of a political, eco-
nomic and social nature, as well as the scientific and tech-
nological advances that have taken place in the world and
led to unprecedented interdependence of nations, have
given new dimensions to good-neighbourliness in the con-
duct of States and increased the need to develop and
strengthen it,
Taking into account the working papers conceming the
development and strengthening of good-neighbourliness
between States, as well as the written replies sent by States
and intemational organizations on the content of good-
neighbourliness and on ways and means to enhance it,47
the views expressed by States on this subject and the re-
ports of the Sub-Committee on Good-Neighbourliness set
up by the Sixth Committee, 48
Recalling its opinion that it is necessary to continue to
examine the question of good-neighbourliness in order to
strengthen and develop its content, as well as ways and
modalities to enhance its effectiveness, and that the results
of this examination could be included, at an appropriate
time, in a suitable international document,

Reaffirms that good-neighbourliness fully conforms
with the purposes of the United Nations and shall be
founded upon the strict observance of the principies of the
United Nations as embodied in the Charter and in the
Declaration on Principies of International Law concern-
ing Friendly Relations and Co-operation among States in
accordance with the Charter ofthe United Nations, and so
presupposes the rejectioó of any acts seeking to establish
zones of influence or domination;
2.
Calls once again upon States, in the interest of the
maintenance of international peace and security, to de-
velop good-neighbourly relations, acting on the basis of
these principies;
3.
Reaffirms that the generalization of the long prac-
tice of good-neighbourliness and of principies and rules
pertaining to it is likely to strengthen friendly relations
and co-operation among States in accordance with the
Charter;
4.
Takes note of the report of the Sub-Committee on
Good-Neighbourliness,49 which functioned within the
Sixth Committee during the forty-second session of the
General Assembly;
5.
Decides to continue and to complete at its forty-
third session, on the basis ofthe present resolution and the
report of the Sub-Committee, the task of identifying and
clarifying the elements of good-neighbourliness and to
begin the elaboration of a suitable international document
on the development and strengthening of good-
neighbourliness between States within the framework of a
sub-committee on good-neighbourliness;
6.
Decides to include in the provisional agenda of its
forty-third session the item entitled "Development and
strengthening of good-neighbourliness between States".

The General Assembly,
Recalling its resolutions 3034 (XXVII) of 18 December
1972, 31/102 of 15 December 1976, 32/147 of 16 Decem-
ber 1977, 34/145 of 17 December 1979, 36/109 of
10 December 1981 and 38/130 of 19 December 1983,
Reaffirming its resolution 40/61 of 9 December 1985,
adopted without a vote, and the importance thereof in the
consideration of the question of intemational terrorism
and, in particular, in the strengthening of co-operation in
preventing and eliminating terrorism,
Recalling the recommendations of the Ad Hoc Commit-
tee on Intemational Terrorism contained in its rel)Ort to
the General Assembly at its thirty-fourth session,'50
Recalling also the Declaration on Principies of Interna-
tional Law concerning Friendly Relations and Co-
operation among States in accordance with the Charter of
the United Nations,3 the Declaration on the Strengthen-
ing of International Security, 51 the Definition of Aggres-
sion4
and
relevant
instruments
on
intemational
humanitarian law applicable in armed conflict,
Further recalling the existing international conventions
relating to various aspects of the problem of international
terrorism, inter alía, the Convention on otfences and Cer-
tain Other Acts Committed on Board Aircraft, signed at
Tokyo on 14 September 1963,52 the Convention for the
Suppression ofUnlawful Seizure of Aircraft, signed at The
Hague on 16 December 1970, 53 the Convention for the
Suppression of Unlawful Acts against the Safety of Civil
Aviation, concluded at Montreal on 23 September 1971,~
the Convention on the Prevention and Punishment of
Crimes against Internationally Protected Persons, includ-
ing Diplomatic Agents, adopted in New York on
14 December 1973,53 and the International Convention
against the Taking of Hostages, adopted in New York on
17 December 1979,56 as well as the Convention on the
Physical Protection of Nuclear Material, adopted at
Vienna on 3 March 1980,
Convinced ofthe importance ofthe observance by States
of their obligations under the relevant intemational con-
ventions to ensure that appropriate law enforcement mea-
sures are taken in connection with the offences addressed
in those conventions,
