Resolutions adopted without reference to a Main Committee

from the Government ofSouth Africa until the inalienable
right of the people of Namibia to self-determination and
independence within a united Namibia, including Walvis
Bay, has been restored, and to refrain from taking any ac-
tion which might imply recognition of the legitimacy of
the illegal occupation of Namibia by that régime;
10.
Calls upan the colonial Powers to withdraw im-
mediately and unconditionally their military bases and in-
stallations from colonial Territories, to refrain from estab-
lishing new ones and not to involve those Territories in
any olfensive acts or interference against other States;
11.
Urges ali States, directly and through their action
in the specialized agencies and other organizations of the
United Nations system, to provide ali moral and material
assistance to the oppressed people of Namibia and, in re-
spect of the other Territories, requests the administering
Powers, in consultation with the Governments ofthe Ter-
ritories under their administration, to take steps to enlist
and make elfective use of ali possible assistance, on both a
bilateral and a multilateral basis, in the strengthening of
the economies of those Territories;

Requests the Special Committee to continue to
seek suitable means for the immediate and full implemen-
tation of General Assembly resolution 1514 (XV) in ali
Territories that have not yet attained independence and, in
particular:
(a)
To formulate specific proposals for the elimination
of the remaining vestiges of colonialism and to report
thereon to the General Assembly at its forty-third session;
(b)
To make concrete suggestions which could assist
the Security Council in considering appropriate measures
under the Charter with regard to developments in colonial
Territories that are likely to threaten international peace
and security;
(e)
To continue to examine the compliance ofMember
States with resolution 1514 (XV) and other relevant reso-
lutions on decolonization, particularly those relating to
Namibia;
(d) To continue to pay special attention to the small
Territories, in particular through the dispatch of visiting
missions to those Territories whenever the Special Com-
mittee deems it appropriate, and to recommend to the
General Assembly the most suitable steps to be taken to
enable the populations of those Territories to exercise
their right to self-determination and independence;
(e)
To take ali necessary steps to enlist world-wide
support among Governments, as well as national and in-
ternational organizations having a special interest in
decolonization, for the achievement of the objectives of
the Declaration and the implementation of the relevant
resolutions ofthe United Nations, particularly as concerns
the oppressed people of Namibia;

Calls upan the administering Powers to continue to
co-operate with the Special Committee in the discharge of
its mandate and to permit the access ofvisiting missions to
the Territories to secure first-hand information and ascer-
tain the wishes and aspirations of their inhabitants and
urges, in particular, those administering Powers which do
not participate in the work ofthe Special Committee to do
so at its 1988 session;

Requests the Secretary-General and the specialized
agencies and other organizations of the United Nations
system to provide or continue to provide to the newly in-
dependent and emerging States ali possible assistance in
the economic, social and other fields;
15.
Requests the Secretary-General to provide the Spe-
cial C'ommittee with thc facilities and services required for

the implementation of the present resolution, as well as of
the various resolutions and decisions on decolonization
adopted by the General Assembly and the Special Com-
mittee.

42/72. Dissemination of information on decolonization
The General Assembly,
Having examined the chapter ofthe report ofthe Special
Committee on the Situation with regard to the lmplemen-
tation of the Declaration on the Granting of lndependence
to Colonial Countries and Peoples relating to the dissemi-
nation of information on decolonization and publicity for
the work of the United Nations in the field of decoloniza-
tion,88
Recalling its resolution 1514 (XV) of 14 December
1960, containing the Declaration on the Granting of lnde-
pendence to Colonial Countries and Peoples, and ali other
resolutions and decisions of the United Nations concern-
ing the dissemination of information on decolonization, in
particular General
Assembly
resolution 41/42 of
2 December 1986,
Reiterating the importance of publicity asan instrument
for furthering the aims and purposes of the Declaration
and mindful of the continuing pressing need to take ali
possible steps to acquaint world public opinion with all as-
pects of the problems of decolonization with a view to as-
sisting effectively the peoples of the colonial Territories in
achieving self-determination, freedom and independence,
Nating with deep cancern the increased measures of cen-
sorship imposed by the racist régime ofSouth Africa upon
the local and international media with respect to ali as-
pects of the policies and practices of apartheid and devel-
opments in Namibia,
Aware of the increasingly important role being played in
the widespread dissemination of relevant information by a
number of non-governmental organizations having a spe-
cial interest in decolonization, and noting with satisfaction
the intensified elforts of the Special Committee in enlisting
the support of those organizations in that regard,

Appraves the chapter of the report of the Special
Committee on the Situation with regard to the lmplemen-
tation of the Declaration on the Granting oflndependence
to Colonial Countries and Peoples relating to the dissemi-
nation of information on decolonization and publicity for
the work of the United Nations in the field of decoloniza-
tion;
2.
Cansiders it incumbent upon the United Nations to
continue to play an active role in the process of self-
determination and independence and to intensify its ef-
forts for the widest possible dissemination of information
on decolonization, with a view to the further mobilization
of international public opinion in support of complete
decolonization;
3.
Requests the Secretary-General, having regard to
the suggestions of the Special Committee, to continue to
take concrete measures through ali the media at his dis-
posal, including publications, radio and television, to give
widespread and continuous publicity to the work of the
United Nations in the field of decolonization, and, inter

(a)
To continue, in consultation with the Special Com-
mittee, to collect, prepare and disseminate basic material,
studies and articles relating to the problems of decoloniza-
tion and, in particular, to continue to publish the periodi-
cal Objective: Justice and other publications, special arti-
cles and studies, including the Decolonization series, and
to select from them appropriate material for wider dis-
semination by means of reprints in various languages;
(b)
To seek the full co-operation of the administering
Powers concerned in the discharge of the tasks referred to
above;
(e)
To intensify the activities of ali United Nations in-
formation centres;
(d)
To maintain a clase working relationship with the
Organization of African U nity by holding periodic consul-
tations and by systematically exchanging relevant infor-
mation with that organization;
(e)
To enlist, with the close co-operation of United
Nations information centres, the support of non-
governmental organizations having a special interest in
decolonization in the dissemination of the relevant infor-
mation;
(j) To continue to provide full press release coverage
for ali meetings of the Special Committee and its subsidi-
ary bodies;
(g)
To ensure the availability of the necessary facilities
and services to that end;
(h)
To report to the Special Committee on the mea-
sures taken in implementation of the present resolution;

Requests ali States, in particular the administering
Powers, the specialized agencies and other organizations
ofthe United Nations system and non-governmental orga-
nizations having a special interest in decolonization to un-
dertake or intensify, in co-operation with the Secretary-
General
and
within
their
respective
spheres
of
competence, the large-scale dissemination of the informa-
tion referred to in paragraph 2 above;

Requests the Special Committee to follow the im-
plementation of the present resolution and to report
thereon to the General Assembly at its forty-third session.

42/163. Critical economic situation in Africa: United
Nations Programme of Action for African Eco-
nomic Recovery and Development 1986-1990
The General Assembly,
Recalling its resolutions 39/29 of 3 December 1984,
40/40 of2 December 1985, S-13/2 of 1 June 1986 to which
is annexed the United Nations Programme of Action for
African Economic Recovery and Development 1986-1990,
and 41/29 of 31 October 1986,
Having considered the progress report of the Secretary-
General on the implementation of the United Nations
Programme of Action for African Economic Recovery
and Development 1986-1990,89
Appreciating the considerable etforts and sacrifices made
by African countries that have implemented their commit-
ments as set forth in the Programme of Action, often at
high social and política! costs, and their will to continue
these reform efforts,

Noting with appreciation the initiatives, proposals and ef-
forts of those donar countries and multilateral financia!
and development institutions which are assisting African
countries in implementing the Programme of Action and
stressing the need for continued efforts and the urgent
translation of such initiatives, proposals and efforts into
concrete actions and measures,
Noting with concern that thus far the response of the in-
ternational community has not been adequate to alleviate
the severe constraints on the etforts of the African coun-
tries to implement the Programme of Action,
Concerned that the critica! economic situation in Africa
still persists,
Deeply concerned by the fact that the situation in south-
ern Africa continues to be adversely atfected by the poli-
cíes of political and economic destabilization and acts of
aggression pursued by the South African régime, thus un-
dermining the implementation of the Programme of Ac-
tion,
Emphasizing that a clase relationship exists between de-
velopment prospects and the availability of externa! re-
sources to Africa, including increasing concessionality of
externa! assistance, export earnings, especially from pri-
mary commodities, debt-servicing capability and a coun-
try's policies of mobilization and utilization of its re-
sources,
Noting the continued commitment to the common
points of reference outlined in paragraph 13 of the Pro-
gramme of Action, and with reference to paragraph 113 of
the report of the Secretary-General,89
Aware that a large number of African countries are still
being stricken by natural calamities, in particular drought,
desertification, and grasshopper and locust infestations,
which are serious obstacles to economic and social devel-
opment,
Recognizing that the implementation of the Programme
of Action is atfected adversely by continuing unfavourable
developments in the international economic environment,
Regretting the worsening externa! debt situation of most
African countries in spite of the measures undertaken na-
tionally and internationally and recognizing the need to
continue etforts towards further innovative approaches,
emphasizing the objectives of long-term, self-sustaining
development and the joint responsibility of ali parties con-
cerned with a view to finding effective and durable solu-
tions to the economic, financia! and debt problems of Afri-
can countries,

Takes note of the report of the Secretary-General,
and in this regard recognizes the severa! initiatives he has
taken in pursuance of the mandate entrusted to him under
the United Nations Programme of Action for African
Economic Recovery and Development 1986-1990, includ-
ing the establishment of the Advisory Group on Financia!
Flows to Africa;

Takes note of the endeavours of the donor com-
munity and the action taken by international financia! and
development institutions in the implementation of the
Programme of Action, but notes with concern that the in-
ternational community has not been able so far to provide
sufficient resources to support and supplement African de-
velopment efforts;
3.
Commends African countries that have done their
utmost to implement the Programme of Action, and
stressing the need to continue its implementation, wel-
comes the continued determination of those countries to
implement their commitments, including the reform ef-
forts provided for in the Programme of Action;
