Resolutions adopted on the reports of the Second Committee 139 ration of its work programme, taking into account the conclusions and recommendations of the Fourth Meeting of Governmental Experts20 and of the work accomplished by previous meetings of governmental experts on the sub- ject; 3. Invites other relevant organs and bodies of the United Nations system and other relevant international organizations to take into consideration in their work, as appropriate, individually and in the context ofthe work of the lnter-Agency Group on Reverse Transfer of Tech- nology, the economic, social and developmental aspects of the reverse transfer oftechnology and international policy initiatives in this area at the multilateral level. 83rd plenary meeting 20 December 1988 43/185. Trade embargo against Nicaragua The General Assembly, Recalling its resolutions 40/188 of 17 December 1985, 41/164 of 5 December 1986 and 42/176 of 11 December 1987, as well as its resolutions 42/204 of 11 December 1987 and 42/231 of 12 May 1988, Taking note of the report of the Secretary-General on the trade embargo against Nicaragua,21 l. Deplores the continuation ofthe trade embargo con- trary to its resolutions 40/188, 41/164 and 42/176 and to the Judgment of the lnternational Court of Justice of 27 June 1986,22 and once again requests that those mea- sures be immediately revoked; 2. Requests the Secretary-General to report to the General Assembly at its forty-fourth session on the im- plementation of the present resolution. 83rd plenary meeting 20 December 1988 43/186. Second United Nations Conference on the Least Developed Countries The General Assembly, Recalling its resolution 42/177 of 11 December 1987, in which it decided to convene the Second United Nations Conference on the Least Developed Countries at a high level in París in September 1990, Recalling also its decision to convene one session of the Meeting of Governmental Experts of Donar Countries and Multilateral and Bilateral Financia! and Technical Assistance Institutions with Representatives of the Least Developed Countries early in 1989 followed by one session of the Intergovernmental Group on the Least Developed Countries, as Preparatory Committee for the Second United Nations Conference on the Least Developed Countries, early in 1990 in arder to prepare for the Con- ference, Reiterating its request to the Secretary-General to ob- tain, as has been the past practice, extrabudgetary re- sources to ensure the effective participation of the repre- sentatives of the least developed countries through provision of the resources necessary to finance the travel 21 A/43/612. 22 See Military and Paramilitary Activities in and against Nicaragua (Nicaragua v. Reports. 1986, p. 14. expenses of at least two representatives from each leas_t de- veloped country to attend the two preparatory meetmgs, Taking note of the report of the Secretary-General on the Second United Nations Conference on the Least De- veloped Countries,23 Expressing deep concern at the continuing deterioration in the overall socio-economic situation of the least devel- oped countries, 1. Emphasizes the crucial importance of adequate preparation for the Second United Nations Conference on the Least Developed Countries, taking into account the priorities to be put forward by the least developed coun- tries themselves; 2. Calls upan all Governments, intergovernmental and multilateral institutions and others concerned to take ap- propriate steps to ensure that adequate preparations are made for the Conference and to participate effectively in the two above-mentioned preparatory meetings, as well as in the Conference itself; 3. Requests all concerned organs, organizations and bodies of the United Nations system to submit, befare the first preparatory meeting, reports containing a review of the implementation ofthe Substantial New Programme of Action for the 1980s for the Least Developed Countries4 within their fields of competence and proposals for further action as input to the preparations for the Conference; 4. Notes the steps being taken by the Secretary- General of the United Nations, with the assistance of the Director-General for Development and International Economic Co-operation and the Secretary-General of the United Nations Conference on Trade and Development, and urges them to ensure full mobilization and co- ordination of ali organs, organizations and bodies of the United Nations system in the preparations for the Confer- ence; 5. Takes note with appreciation of decision 88/30 on the Second United Nations Conference on the Least De- veloped Countries, adopted by the Governing Council of the United Nations Development Programme on 1 July 1988,24 in which the Administrator ofthe United Nations Development Programme was requested, in close consul- tation with the Secretary-General of the United Nations Conference on Trade and Development, to assist the least developed countries to ensure that they are able to partici- pate fully in the preparations, including preparatory meet- ings, for the Conference and in the Conference itself; 6. Report of the Trade and Development Board The General Assembly, Recalling its resolution 1995 (XIX) of 30 December I 964, as amended,26 on the establishment of the United Nations Conference on Trade and Development and the Final Act adopted by the Conference at its seventh ses- sion, held at Geneva from g July to 3 August 1987,27 Recalling also its resolution 42/175 of 11 December 1987 on the seventh session of the Conference, Noting that the ·rrade and Development Report, 198828 has made a constructive contribution to the consideration by the Trade and Development Board, at the first part of its thirty-fifth session, of the interdependence of problems oftrade, development finance and the international mone- tary system, as well as to the Board's consideration of the debt and development problems of the developing coun- tries, l. Takes note of the report of the Trade and Develop- ment Board on the second part of its thirty-fourth session,29 and the first part of its thirty-fifth session;30 2. Welcomes the review of the implementation of the guidelines contained in the annex to Board resolution 222 (XXI) of27 September 198031 undertaken by the Board at its thirty-fifth session and urges the Governments con- cerned to implement fully the relevant provisions con- tained in Board resolution 358 (XXXV) of 5 October 1988;32 3. Urges ali Governments, bearing in mind their par- ticular contributions, commensurate with their economic weight, and their commitments as embodied in the Final Act,27 to give full and prompt etfect to the policies and measures agreed to therein through continuing action, in- dividually and collectively and in competent international organizations, in pursuit of the objective of revitalizing de- velopment, growth and international trade; 4. Requests the Board, in accordance with its mandate, to keep under review the implementation of the relevan! provisions of the Final Act; 5. Stresses that it is important that the Uruguay Round of multilateral trade negotiations respond positively to the interests and concerns of ali parties thereto, in accordance with its objectives, and that it promote growth and devel- opment, particularly in developing countries; 7. Invites the Board to continue to follow closely devel- opments and issues in the Uruguay Round that are of par- ticular concern to the developing countries; 8. Notes that the Board has been requested to review and study, in depth, developments in the international trading system; in doing so it could, respecting the princi- pies of most-favoured-nation treatment and non- discrimination, make recommendations on principies and policies related to international trade and make proposals as to the strengthening and improvement of the trading system, with a view to giving it a more universal and dy- namic character, as well as to making it more responsive to the needs of developing countries and supportive of ac- celerated economic growth and development, particularly of developing countries; 9. Notes also the imminent entry into force of the Agreement Establishing the Common Fund for Com- modities33 and invites the ratifying States, with the active support of the secretariat of the United Nations Confer- ence on Trade and Development, to take the necessary ac- tion to bring the Common Fund into operation at an early date as an important and useful instrument of interna- tional co-operation on commodities; 10. Takes note of Board decision 356 (XXXIV) of 10 May 1988 containing agreed conclusions regarding trade relations among countries having ditferent economic and social systems, urges the Board to elaborate further a programme for the promotion of trade and economic co- operation among countries having ditferent economic and social systems, in particular East-South trade, and re- quests the Secretary-General of the United Nations Con- ference on Trade and Development, in his consultations referred to in paragraph 105 (2 7) of the Final Act, to seek ways and means of broadening and strengthening inter- system trade relations, in particular East-South trade; 11. Invites the Board to contribute etfectively to the preparations for the international development strategy for the fourth United Nations development decade, in close co-operation with the Ad Hoc Committee of the Whole for the Preparation of the International Develop- ment Strategy for the Fourth United Nations Develop- ment Decade. 83rd plenary meeting 20 December 1988 43/189.
