General Assembly-Forty-third Session
1985 to 30 September 1986 and continuing until the sub-
mission of the report on the margin methodology re-
quested in resolution 42/221 for presentation to the As-
sembly at its forty-fifth session;
2.
Decides, as an interim measure and until the forty-
fifth session ofthe General Assembly, that the application
of the above guidelines should not result in the granting of
successive classes of post adjustment in New York at less
than four-month intervals;
B.
Allowances
Having reviewed chapters V and XIII ofthe report ofthe
International Civil Service Commission,94
1.
Requests the International Civil Service Commis-
sion to include, as an integral part of the comprehensive
review, a study of:
(a) The purpose and conditions of an education grant;
(b) The purpose and methodology for dependency al-
lowances for staff in the Professional and higher catego-
ries;
2.
Approves, as an interim measure and until a revised
system based on the above study is adopted:
(a)
The recommendations of the Commission con-
cerning the education grant as contained in paragraph 75
of its report;
(b)
The recommendations of the Commission con-
cerning the children's allowance for the Professional and
higher categories as contained in paragraph 79 (a) of its
report;
3.
Approves consequently the relevant amendments to
staff regulations 3.2 and 3.4 (a) (i);

Others
Recalling its resolutions 40/244 of 18 December 1985
and 41/207 of 11 December 1986, and concerned about
the uneven progress achieved by the organizations of the
United Nations common system regarding implementa-
tion of the recommendations of the Intemational Civil
Service Commission approved by the General Assembly
in 1985,
Recalling also section II of its resolution 37/126 of 17
December 1982 and section VII of its resolution 42/221,

Endorses the recommendations of the International
Civil Service Commission contained in paragraph 91 ofits
repott94 concerning special measures to be undertaken by
the organizations for the recruitment of women, and re-
quests the Commission to report to the General Assembly
at its forty-fifth session on the progress made in this re-
gard, with supporting data for each organization of the
United Nations common system;
2.
Requests the Commission to continue its review of
the practices of supplementary payments and deductions,
to pursue its collection of information on these practices
and to include such information in its report to the Gen-
eral Assembly at its forty-fourth session.

The General Assembly,
Recalling its resolution 42/222 of 21 December 1987,
Having considered the report of the United Nations
Joint Staff Pension Board for 1988 to the General Assem-
bly and to the mcmber organizations of the United Na-
tions Joint Staff Pension Fund,97 the report of the Secre-
tary-General on the investments of the United Nations
Joint Staff Pension Fund,98 and the related report of the
Advisory Committee on Administrative and Budgetary
Questions, 99
MEASURES TO RESTORE THE ACTUARIAL BALANCE OF THE
UNITED NATIONS JOINT STAFF PENSION FUND
1.
Takes note of section 111.A of the report of the
United Nations Joint Staff Pension Board,97 which con-
tains the interim report of the Board on its study of ali pos-
sible measures to restore the actuaria) balance of the Fund
over the long term;
2.
Requests the Board to continue its work in imple-
menting section I, paragraph 2, of resolution 42/222;

ADMINISTRATIVE EXPENSES
Approves the revised staffing table for the secretariat of
the United Nations Joint Staff Pension Fund for the bien-
nium 1988-1989, as contained in annex IV to the report of
the United Nations Joint Staff Pension Board, on the un-
derstanding that the additional costs will be met within
the expenses approved for thc biennium 1988-1989;

Takes note of the remaining sections of the report of the
United Nations Joint Staff Pension Board;

Takes note with appreciation of the report of the Secre-

Having considered the report of the Secretary-General
on the financin~ of the United Nations Disengagement
Observer Force, 00 as well as the related report ofthe Ad-
visory Committee on Administrative and Budgetary

Bearing in mind Security Council resolution 350 (1974)
of 31 May 1974, by which the Council established the
United Nations Disengagement Observer Force, and the

subsequent resolutions by which the Council extended the
mandate of the Force, the latest of which was resolution
624 (1988) of 30 November 1988,
Recalling its resolution 3211 B (XXIX) of 29 November
1974 on the financing of the United Nations Emergency
Force and the United Nations Disengagement Observer
Force and its subsequent resolutions thereon, the latest of
which was resolution 42/70 A of 3 December 1987,
Reaffirming its previous decisions regarding the fact
that, in order to meet the expenditures caused by such op-
erations, a ditferent procedure from the one applied to
meet expenditures of the regular budget ofthe United Na-
tions is required,
Taking into account the fact that the economically more
developed countries are in a position to make relatively
larger contributions and that the economically less devel-
oped countries have a relatively limited capacity to con-
tribute towards peace-keeping operations involving heavy
expenditures,
Bearing in mind the special responsibilities of the Sta tes
permanent members ofthe Security Council in the financ-
ing of such operations, as indicated in General Assembly
resolution 1874 (S-IV) of 27 June 1963 and other resolu-
tions of the Assembly,
Having regard to the financia! position of the Special Ac-
count for the United Nations Emergency Force and the
United Nations Disengagement Observer Force, as set
forth in the report of the Secretary-General, loo and refer-
ring to paragraph 6 ofthe report ofthe Advisory Commit-
tee on Administrative and Budgetary Questions, 101
Recalling its resolution 33/13 E of 14 December 1978
and the subsequent resolutions in which it decided that the
provisions ofregulations 5.2 (b), 5.2 (d), 4.3 and 4.4 ofthe
Financia) Regulations of the United Nations should be
suspended, the latest of which was reso\ution 42/70 B of
3 December 1987,
Mindful of the fact that it is essential to provide the
United Nations Disengagement Observer Force with the
necessary financia! resources to enable it to fulfil its re-
sponsibilities under the relevant resolutions ofthe Security
Council,
Concerned that the Secretary-General continues to face
difficulties in meeting the obligations of the Forces on a
current basis, particularly those due to the Governments
of troop-contributing States,
Recognizing that, in consequence of the withholding of
contributions by certain Member States, the surplus bal-
ances in the Special Account for the United Nations
Emergency Force and the United Nations Disengagement
Observer Force have, in etfect, been drawn upon to the full
extent to supplement the income received from contribu-
tions for meeting expenses of the Forces,
Con cerned that the application of the provisions of regu-
lations 5.2 (b), 5.2 (d), 4.3 and 4.4 ofthe Financia! Regula-
tions of the United Nations would aggravate the already
difficult financia) situation of the Forces,

Decides to appropriate to the Special Account re-
ferred to in section II, paragraph \, of General Assembly
resolution 3211 B (XXIX) the amount of 17,664,000
United States dollars gross (17,358,000 dollars net) auth-
orized and apportioned by section 111 of Assembly resolu-
tion 42/70 A for the operation of the United Nations
Disengagement Observer·Force for the period from 1 June
to 30 November 1988, incl1isive.
2.
Decides also to appropnate to the Special Account
an amount of 18,114,000 dollars for the operation of the
United Nations Disengagement Observer Force for the
period frorn I Decemher 1988 to 31 May 1989, inclusive;
3.
Decides further, asan ad hoc arrangement, without
prejudice to the positions of principie that may be taken by
Member States in any consideration by the General As-
sembly of arrangements for the financing of peace-keeping
operations, to apportion the amount of 18,114,000 dollars
among Member States in accordance with the scheme set
out in Assembly resolution 3101 (XXVIII) of 11 Decem-
ber 1973 and the provisions ofsection 11, paragraph 2 (b)
and (e), and section V. paragraph 1, of resolution 3374 C
(XXX) of 2 December 1975, section V, paragraph 1, of
resolution 31/5 D of 22 December 1976, section V, para-
graph 1, ofresolution 32/4 C of2 December 1977, section
V, paragraph 1, of resolution 33/13 D of 8 December
1978, section V, paragraph 1, of resolution 34/7 C of
3 December 1979, section V, paragraph 1, of resolution
35/45 A of l December 1980, section V, paragraph 1, of
resolution 36/66 A of JO November 1981, section V, para-
graph 1, of resolution 37/38 A of 30 November 1982 and
section V, paragraph~ 1 and 2, of resolution 39/28 A of 30
November 1984; the scale of assessments for the year
1988102 shall be applied against a portion thereof, that is,
3,019,000 dollars, being the amount pertaining on a pro
rata basis to the period ending 31 December 1988, and the
scale of assessments for the year 1989103 shall be 8pplied
against the balance, that is, l 5,095,000 dollars, for the
period thereafter;

Decides that there shall be set off against the appor-
tionment among Member Statcs, as provided for in para-
graph 3 above, their respective share in the estimatcd in-
come of 6,000 dollars othcr than statf assessment income
approved for the period from 1 December 1988 to 31 May
1989, inclusive;

Decides that, in accordance with thc provisions of
its resolution 973 (X) of IS Decembcr 1955, there shall be
set off against the apportionment among Member States,
as provided for in paragraph 3 above, their respective
share in the Tax Equalization Fund of the estimated statf
assessment income of 330,000 dollars approved for thc
period from 1 Decemher 1988 to 31 May 1989, inclusive;
6.
Authorizes the Secretary-General to enter into com-
mitments for the llnited Nations Disengagement Oh-
server Force ata rate not to exceed 3,019,000 dollars gross
(2,963,000 dollars net) per month for the period from
1 .Tune to 30 November 1989, inclusive, should the
Security Council decide to continue the Force beyond the
period of six months authorized under its resolution
624 ( 1988), the said amount to be apportioned among
Member States in accordance with the scheme set out in
the present rcsolution;
7.
Decides that the provisions ofregulations 5.2 (h), 5.2
(d), 4.3 and 4.4 ofthe Financia! Regulations ofthe United
Nations shall be suspended in respect of thc amount of
2,413,235 dollars, which otherwise would have to be sur-
rendered pursuant to those provisions, this amount to be
cntered into the account referred to in the operative part of
General Asscmbly resolution 33/13 E and held in sus-
pense until a further decision is taken by the Asscmbly;
8.
Stresses the need for voluntary contributions to the
United Nations Discngagement Observer Force, hoth in
cash and in the form of services and supplies acceptahle to
the Secretary-General;
9.
Requests the Secretary-General to take ali neccssary
action to ensure that thc llnited Nations Disengagement

in Lebanon
The General Assembly,
Having considered the report of the Secretary-General
on the financing of the United Nations Interim Force in
Lebanon 104 and the related report of the Advisory Com-
mittee on Administra ti ve and Budgetary Questions, 105
Bearing in mind Security Council resolution 425 (1978)
of 19 March 1978, by which the Council established the
United Nations Interim Force in Lebanon, and the subse-
quent resolutions by which the Council extended the man-
date of the Force, the latest of which was resolution
617 (1988) of 29 July 1988,
Recalling its resolution S-8/2 of 21 April 1978 on the fi-
nancing of the United Nations Interim Force in Lebanon
and its subsequent resolutions thereon, the latest of which
was resolution 42/223 of 21 December 1987,
Reaffirming its previous decisions regarding the fact
that, in order to meet the expenditures caused by such op-
erations, a different procedure from the one applied to
meet expenditures of the regular budget of the United Na-
tions is required,
Taking into account the fact that the economically more
developed countries are in a position to make relatively
larger contributions and that the economically less devel-

Mindful of the fact that it is essential to provide the
United Nations Interim Force in Lebanon with the neces-
sary financia! resources to enable it to fulfil its responsibili-
ties under the relevant resolutions of the Security Council,
Noting with appreciation that voluntary contributions
havt: been made to the United Nations Interim Force in
Lebanon by certain Governments,
ConcPrned that the Secretary-General is continuing to
face increasing difficulties in meeting the obligations ofthe
United Nations Interim Force in Lebanon on a current ba-
sis, including reimbursement to current and former troop-

contributing States, resulting frc:im the withholding of con-
tributions by certain Member States,
Concerned also that the surplus balances in the Special

Decides to appropriate to the Special Account re-
ferred to in section I, paragraph 1, of General Assembly
resolution S-8/2 an amount of 141,180,000 United States
dollars authorized by the Assembly in paragraph 3 of its
resolution 42/223 for the operation of the United Nations
Interim Force in Lebanon from 1 February 1988 to
31 January 1989, inclusive;

Decides, as an ad hoc arrangement, without preju-
dice to the positions of principie that may be taken by
Member States in any consideration by the General As-
sembly of arrangements for the financing of peace-keeping
operations, to apportion the amount of 141,180,000 dol-
lars among Member States in accordance with the scheme
set out in Assembly resolution 33/14 of 3 November 1978
and the provisions of section V, paragraph 1, of resolution
34/9 B of 17 December 1979, section VI, paragraph 1, of
resolution 35/115 A of 10 December 1980, section VI,
paragraph 1, ofresolution 36/138 A of 16 December 1981,
section IX, paragraph 1, of resolution 37/127 A of
17 December 1982, and section VII, paragraphs 1 and 2 of
resolution 39/71 A of 13 December 1984; the scale of as-
sessments for the year 1988102 shall be applied against a
portion thereof, that is, 129,415,000 dollars being the
amount pertaining on a pro rata basis to the period from
1 February to 31 December 1988 inclusive, and the scale
of assessments for the year 1989103 shall be applied against
the balance, that is, 11,765,000 dollars for the period
thereafter;

Decides that there shall be set off against the appor-
tionment among Member States, as provided for in para-
graph 2 above, their respective share in the estimated in-
come of 20,000 dollars other than staff assessment income
approved for the period from 1 February 1988 to 31 Janu-
ary 1989, inclusive;
4.
Decides that, in accordance with the provisions of
its resolution 973 (X) of 15 December 1955, there shall be
set off against the apportionment among Member States,
as provided for in paragraph 2 above, their respective
share in the Tax Equalization Fund of the estimated staff
assessment income of 1,744,000 dollars approved for the
period from 1 February 1988 to 31 January 1989, inclu-
sive;

Authorizes the Secretary-General to enter into com-
mitments for the United Nations Interim Force in Leba-
non at a rate not to exceed 11,903,500 dollars gross
(11,714,500 dollars net) per month for the twelve-month
period beginning 1 February 1989, should the Security
Council decide to continue the Force beyond the period of
six months authorized under its resolution 617 ( 1988), the
said amount to be apportioned among Member States in
accordance with the scheme set out in the present resolu-
tion and the scale of assessments for the years 1989 and
)9()0;
6.
Decides that thc provisions ofregulations 5.2 (b), 5.2
(d), 4.3 and 4.4 ofthe Financia) Regulations ofthe United
Nations shall be suspended in respect of the amount of
