272 General Assembly-Forty-third Session Observer Force is administered with a maximum of effi- ciency and economy. 84th plenary meeting 21 December 1988 43/229. Financing of the United Nations lnterim Force in Lebanon The General Assembly, Having considered the report of the Secretary-General on the financing of the United Nations Interim Force in Lebanon 104 and the related report of the Advisory Com- mittee on Administra ti ve and Budgetary Questions, 105 Bearing in mind Security Council resolution 425 (1978) of 19 March 1978, by which the Council established the United Nations Interim Force in Lebanon, and the subse- quent resolutions by which the Council extended the man- date of the Force, the latest of which was resolution 617 (1988) of 29 July 1988, Recalling its resolution S-8/2 of 21 April 1978 on the fi- nancing of the United Nations Interim Force in Lebanon and its subsequent resolutions thereon, the latest of which was resolution 42/223 of 21 December 1987, Reaffirming its previous decisions regarding the fact that, in order to meet the expenditures caused by such op- erations, a different procedure from the one applied to meet expenditures of the regular budget of the United Na- tions is required, Taking into account the fact that the economically more developed countries are in a position to make relatively larger contributions and that the economically less devel- oped countries have a relatively limited capacity to con- tribute towards peace-keeping operations involving heavy expenditures, Bearing in mind the special responsibilities of the Sta tes permanent members of the Security Council in the financ- ing of such operations, as indicated in General Assembly resolution 1874 (S-IV) of 27 June 1963 and other resolu- tions of the Assembly, Having regard to the financia! position of the Special Ac- count for the United Nations Interim Force in Lebanon, as set forth in the report of the Secretary-General, 104 and referring to paragraph 18 of the report of the Advisory Committee on Administrative and Budgetary Questions, 105 Recalling its resolution 34/9 E of 17 December 1979 and the subsequent resolutions in which it decided that the provisions ofregulations 5.2 (b), 5.2 (d), 4.3 and 4.4 ofthe Financia! Regulations of the United Nations should be suspended, the latest of which was resolution 42/223, Mindful of the fact that it is essential to provide the United Nations Interim Force in Lebanon with the neces- sary financia! resources to enable it to fulfil its responsibili- ties under the relevant resolutions of the Security Council, Noting with appreciation that voluntary contributions havt: been made to the United Nations Interim Force in Lebanon by certain Governments, ConcPrned that the Secretary-General is continuing to face increasing difficulties in meeting the obligations ofthe United Nations Interim Force in Lebanon on a current ba- sis, including reimbursement to current and former troop- 104 A/43/826 and Corr. l. 105 A/43/941, seer. 111. contributing States, resulting frc:im the withholding of con- tributions by certain Member States, Concerned also that the surplus balances in the Special Account for the United Nations Interim Force in Lebanon have, in effect, been drawn upon to the full extent to sup- plement the income received from contributions for meet- ing expenses of the Force, Concerned further that the application of the provisions ofregulations 5.2 (b), 5.2 (d), 4.3 and 4.4 ofthe Financia! Regulations ofthe United Nations would aggravate the al- ready difficult financia! situation ofthe United Nations In- terim Force in Lebanon, 1. Decides to appropriate to the Special Account re- ferred to in section I, paragraph 1, of General Assembly resolution S-8/2 an amount of 141,180,000 United States dollars authorized by the Assembly in paragraph 3 of its resolution 42/223 for the operation of the United Nations Interim Force in Lebanon from 1 February 1988 to 31 January 1989, inclusive; 2. Decides, as an ad hoc arrangement, without preju- dice to the positions of principie that may be taken by Member States in any consideration by the General As- sembly of arrangements for the financing of peace-keeping operations, to apportion the amount of 141,180,000 dol- lars among Member States in accordance with the scheme set out in Assembly resolution 33/14 of 3 November 1978 and the provisions of section V, paragraph 1, of resolution 34/9 B of 17 December 1979, section VI, paragraph 1, of resolution 35/115 A of 10 December 1980, section VI, paragraph 1, ofresolution 36/138 A of 16 December 1981, section IX, paragraph 1, of resolution 37/127 A of 17 December 1982, and section VII, paragraphs 1 and 2 of resolution 39/71 A of 13 December 1984; the scale of as- sessments for the year 1988102 shall be applied against a portion thereof, that is, 129,415,000 dollars being the amount pertaining on a pro rata basis to the period from 1 February to 31 December 1988 inclusive, and the scale of assessments for the year 1989103 shall be applied against the balance, that is, 11,765,000 dollars for the period thereafter; 3. Decides that there shall be set off against the appor- tionment among Member States, as provided for in para- graph 2 above, their respective share in the estimated in- come of 20,000 dollars other than staff assessment income approved for the period from 1 February 1988 to 31 Janu- ary 1989, inclusive; 4. Decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 2 above, their respective share in the Tax Equalization Fund of the estimated staff assessment income of 1,744,000 dollars approved for the period from 1 February 1988 to 31 January 1989, inclu- sive; S. Authorizes the Secretary-General to enter into com- mitments for the United Nations Interim Force in Leba- non at a rate not to exceed 11,903,500 dollars gross (11,714,500 dollars net) per month for the twelve-month period beginning 1 February 1989, should the Security Council decide to continue the Force beyond the period of six months authorized under its resolution 617 ( 1988), the said amount to be apportioned among Member States in accordance with the scheme set out in the present resolu- tion and the scale of assessments for the years 1989 and )9()0; 6. Decides that thc provisions ofregulations 5.2 (b), 5.2 (d), 4.3 and 4.4 ofthe Financia) Regulations ofthe United Nations shall be suspended in respect of the amount of VIII. Resolutions adopted on the reports of the Fifth Committee 273 6,313,362 dollars, wliich otherwise would have to be sur- rendered pursuant to those provisions, this amount to be entered in the account referred to in the operative part of General Assembly resolution 34/9 E and held in suspense until a further decision is taken by the Assembly; 7. Requests the Secretary-General to take ali necessary measures to ensure that the United Nations Interim Force in Lebanon shall be administered with a maximum of effi- ciency and economy; 8. Renews its invitation to Member States and other in- terested parties to make voluntary contributions to the United Nations Interim Force in Lebanon both in cash and in the form of services and supplies acceptable to the Secretary-General, and also to make voluntary contribu- tions in cash to the Suspense Account established in accor- dance with resolution 34/9 D of 17 December 1979. 84th plenary meeting 21 December 1988 43/230. Financing of the United Nations Iran-Iraq Military Observer Group The General Assembly, Having considered with appreciation the report of the Secretary-General on the financing of the United Nations Iran-Iraq Military Observer Group, 106 the related report ofthe Advisory Committee on Administrative and Budge- tary Questions 107 and the statements of the representa ti ve of the Secretary-General 108 and the Chairman of the Ad- visory Committee109 thereon, Bearing in mind Security Council resolution 619 (1988) of 9 August 1988, by which the Council established the United Nations Iran-Iraq Military Observer Group, Recalling its resolution 42/233 of 17 August 1988 on the financing of the United Nations Iran-lraq Military Ob- server Group, Recognizing that the costs of the United Nations lran- Iraq Military Observer Group are expenses of the Organi- zation to be borne by Member States in accordance with Article 17, paragraph 2, ofthe Charter ofthe United Na- tions, Mindful of the fact that it is essential to provide the United Nations lran-Iraq Military Observer Group with 1:he necessary financia! resources to enable it to fulfil its re- sponsibilities under the relevant resolutions of the Security Council, Urging ali Member States to make every possible effort to ensure payment of their assessed contributions to the United Nations lran-Iraq Military Observer Group in full and on time, Reaffirming its previous decisions regarding the fact that, in order to meet the expenditures caused by such op- erations, a different procedure is required from the one ap- plied to meet expenditures of the regular budget of the United Nations, Taking into account the fact that the economically more developed countries are in a position to make relatively larger contributions and that the economically less devel- oped countries have a relatively limited capacity to con- 106 A/43/696. 107 A/43/768. lOS See Official Records of the General Assemb/y, Forty-third Session. Decides to appropriate to the Special Account re- ferred to in paragraph 1 of General Assembly resolution 42/233 an amount of 18.3 million United States dollars gross, in addition to the 35. 7 million dollars gross previ- ously appropriated, for the operation of the United Na- tions lran-Iraq Military Observer Group for the six- month period as authorized by the Security Council, from 9 August 1988 to 8 February 1989, inclusive; 2. Decides also, as an ad hoc arrangement, and without prejudice to the positions of principie that may be taken by Member States in any consideration by the General As- sembly of arrangements for the financing of peace-keeping operations, to apportion the amount of 18.3 million dol- lars among Member States in accordance with the scheme set out in Assembly resolution 42/233; the scale of assess- ments for the year 1988102 shall be applied against a por- tion thereof, that is 6,854,300 dollars being the amount pertaining on a pro rata basis to the period ending 31 December 1988, and the scale of assessments for the year 1989103 shall be applied against the balance, that is 11,445,700 dollars, for the period thereafter; 3. Decides further that, in accordance with the provi- sions of its resolution 973 (X) of 15 December 1955, the apportionment among Member States, as provided for in paragraph 2 above, shall take into consideration the de- crease in their respective share in the Tax Equalization Fund of the estimated staff assessment income of 200,000 dollars of the amount approved for the period from 9 August 1988 to 8 February 1989, inclusive; 4. Authorizes the Secretary-General to enter into com- mitments for the United Nations lran-lraq Military Ob- server Group at a rate not to exceed 7,986,000 dollars gross (7,889,000 dollars net) per month, with prior con- currence of the Advisory Committee on Administrative and Budgetary Questions, for the twelve-month period from 9 February 1989, should the Security Council decide to continue the Military Observer Group beyond the period of six months authorized under its resolution 619 ( 1988), the said amount to be apportioned among Member States in accordance with the scheme set out in the present resolution and the action to be taken in accor- dance with paragraph S below; 5. Decides that the voluntary contributions received in cash in the amount of 11 million dollars shall be credited as income to the Special Account for the United Nations Iran-Iraq Military Observer Group and that this amount shall be taken into account in calculating the total amount to be assessed on Member States for future mandate peri- ods, including the next mandate period, on the basis of proposals by the Secretary-General and the related recom- mendations of the Advisory Committee on Administra- tive and Budgetary Questions consistcnt with the status of collection of assessed contributions and legal obligations ofthe Military Observer Group, and requests that a report
