Effects of the military intervention by the United States of America in Panama on the situation in Central America The General Assembly, Taking note of the statements made in the General As­ sembly and the Security Council regarding the invasion ,1r Panama, Reaffirming the sovereign and inalienable right of Panama to determine freely its social, economic and politi­ cal system and to develop its international relations with­ out any form of foreign intervention, interference, subver­ sion, coercion or threat, Recalling that, in accordance with Article 2, para­ graph 4, of the Charter of the United Nations, all Member States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other man­ ner inconsistent with the purposes of the United Nations. Reaffirming the need to restore conditions which will guarantee the full exercise of the human rights and funda­ mental freedoms <>f the Panamanian people, f,'xpressing its projimnd concern at the serious conse- 4uences the armed intervention by the United States of America in Panama might have for peace and security in thl' Central American region. 1 Strongly deplores the intervention in Panama by the armed forces of the United States of America, which con­ ¯tit utes a flagrant violation of international law and of the 111dependence. sovereignty and territorial integrity ,1f >;tales: 2. Demands the immediate cessation of the interven­ tion and the withdrawal from Panama of the armed inva­ sion forces of the lJ nited States; 3. Demands also full respect for and strict observance of the letter and spirit of the Torrijos-Carter Treaties: 4. CallY upon all States to uphold and respect the sov­ ereignty, independence and territorial integrity of Panama: 5. Requests the Secretary-General to monitor the de­ velopments in Panama and to report to the General As­ -..embly within twenty-four hours after the adoption of t he present resolution 88th plenary meeting 29 December /989
