General Assembly-Eighth Special Session III. RESOLUTION ADOPTED ON THE REPORT OF THE FIFTH COMMITTEE 3 S-8/2. Financing of the United Nations Interim Force in Lebanon The General Assembly, Having considered the report of the Secretary- General on the financing of the United Nations Interim Force in Lebanon,4 established pursuant to Security Council resolution 425 (1978) of 19 March 1978 for the period from 19 March to 18 September 1978 in- clusive, and the related report of the Advisory Com- mittee on Administrative and Budgetary Questions, 5 Reaffirming its previous decisions regarding the fact that, in order to meet the expenditures caused by such operations, a different procedure from the one applied to meet expenditures of the regular budget of the United Nations is required, Taking into account the fact that the economically more developed countries are in a position to make relatively larger contributions and that the economically less developed countries have a relatively limited capa- city to contribute towards peace-keeping operations in- volving heavy expenditures, Bearing in mind the special responsibilities of the States permanent members · of the Security Council in the financing of such operations, as indicated in Gen- eral Assembly resolution 1874 (S-IV) of 27 June 1963 and other resolutions of the Assembly, Urging all concerned to implement strictly Security Council resolution 425 ( 1978) in all its parts. I 1. Decides to appropriate an amount of $54 million for the operation of the United Nations Interim Force in Lebanon for the period from I 9 March to 18 Sep- tember 1978 inclusive and requests the Secretary- General to maintain the Special Account for the Force; 2. Decides, as an ad hoe arrangement, without prejudice to the positions of principle that may be taken by Member States in any consideration by the General Assembly of arrangements for the financing of peace-keeping operations: (a) To apportion an amount of $33,075,000 for the above-mentioned six-month period among the States permanent members of the Security Council in the proportions determined by the scale of assessments for 1978;6 3 For the report of the Fifth Committee, see Official Records of the General Assembly, Eighth Special Session, Annexes, agenda item 7, document A/S-8/9. 4 A/S-8/3. 5 Official Records of the General Assembly, Eighth Special Session, Annexes, agenda item 7, document A/S-8/4. 6 See resolution 32/39. 3 (b) To apportion an amount of $19,764,000 for the above-mentioned six-month period among the eco- nomically developed Member States which are not per- manent members of the Security Council in the pro- portions determined by the scale of assessments for 1978; (c) To apportion an amount of $1,139,400 for the above-mentioned six-month period among the eco- nomically less developed Member States in the pro- portions determined by the scale of assessments for 1978; (d) To apportion an amount of $21,600 for the above-mentioned six-month period to the following of the economically less developed Member States in the proportions determined by the scale of assessments for 1978: Afghanistan, Angola, Bangladesh, Benin, Bhutan, Botswana, Burundi, Cape Verde, Chad, Comoros, Democratic Yemen, Ethiopia, Grenada, Guinea, Gui- nea-Bissau, Haiti, Lao People's Democratic Republic, Lesotho, Malawi, Maldives, Mali, Mozambique, Nepal, Niger, Papua New Guinea, Rwanda, Samoa, Sao Tome and Principe, Senegal, Seychelles, Somalia, Sudan, Suri- nam, Uganda, United Republic of Tanzania, Upper Volta and Yemen; 3. Decides that, for the purpose of the present resolution, the term "economically less developed Mem- ber States" in paragraph 2 (c) above shall mean all Member States except Australia, Austria, Belgium, the Byelorussian Soviet Socialist Republic, Canada, Czech- oslovakia, Denmark, Finland, the German Democratic Republic, Germany, Federal Republic of, Iceland, Ire- land, Italy, Japan, Luxembourg, the Netherlands, New Zealand, Norway, Poland, South Africa, Sweden, the Ukrainian Soviet Socialist Republic and the Member States referred to in paragraph 2 (a) and (d) above; 4. Decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Mem- ber States, as provided for in paragraph 2 above, their respective share in the Tax Equalization Fund of the estimated staff assessment income of $278,000 ap- proved for the period from 19 March to 18 September 1978 inclusive; 5. Authorizes the Secretary-General to enter into commitments for the United Nations Interim Force in Lebanon at a rate not to exceed $6 million per month for the period from 19 September to 31 October 1978 inclusive, should the Security Council decide to con- tinue the Force beyond the initial period of six months, the said amount to be apportioned among Member States in accordance with the scheme set out in the present resolution; 6. Invites voluntary contributions to the United Nations Interim Force in Lebanon both in cash and 4 General Assembly-Eighth Special Session in the form of services and supplies acceptable to the Secretary-G1meral; 7. Requests the Secretary-General to take all neces- sary action to ensure that the United Nations Interim Force in Lebanon is administered with a maximum of efficiency and economy; II Calls upon Israel to fulfil its responsibilities under Security Council resolution 425 ( 1978). 2 nd plenary meeting 2 I April 1978
