Mr. PFANZELTER (Austria), Rapporteur of the Sec- ond Committee: I have thehonour to present the following reports of the Second Committee: part 11 of the report on if:em 56 fA/31/231/Add.1/, the reports on item 57 fA/31/451/, item 59 fA/31/411/, item 64 fA/31/413/ and item 65 fA/31/436/, part 11 of the report on item 66 fA/31/335/Add.1/, the report on item 68fA/31/416/ and part III of the reporton item 12fA/31/338/Add.21. 2. In paragraph 26 of part 11 of its report on item 56 fA/31/231/Add.11, the Second Committee recommends to the General Assembly for adoption five draft resolutions, and in paragraph 27 it recommends the adoption of a draft decision. I should like to pointout that draft resolution Ill, entitled "Specific action in favour of land-locked devel- oping countries", was adopted by the Second Committee by 85 votes to none, with 15 abstentions. Further, operative paragraph 6 of the draft resolution was adopted by a recorded vote of 37 votes to 3, with 78 abstentions. Draft resolution IV, entitled "Debt problems of developing countries", was adopted by 92 votes to 1, with 28 ... Resumed from the 72nd meeting. .... Resumed from the 102l"Jd meeting. 3. On item 57 the Committee recommends in paragraph 13 of its report fA/31/451/ the adoption of five draft resolutions. Draft resolution IV, entitled "Industrial rede- ployment in favour of developing countries", was adopted by a'roll-call vote of91 votes to 1,with 26abstentions. The other draft resolutions under this itemwere adopted by the Committee withouta vote. 4. In paragraph 26 of its report on item 59 fA/31/411J. the Second Committee recommends to the General As- sembly the adoption of seven draft resolutions, and, in paragraph 27, of one draft decision. I should like to draw the attention of the General Assembly to the fact that all the draft resolutions and the draft decision under thisitem were adopted by the Committee without a vote. 5. On item 64 the Committee recommends to theGeneral Assembly in paragraph 12 of its report fA/31/4131, the adoption of two draft resolutions. Both draft resolutions were adopted without a vote by the Committee. 6. Inparagraph 9 of itsreporton item65fA/31/436J. the Committee recommends to the General Assembly the adoption of a draft resolution entitled "Ways andmeans of accelerating the transfer of real resources to developing countries on a predictable, assured and continuous basis", which was adopted by theCommittee by a recorded vote of 74 votes to none, with 19 abstentions. 7. On item 66 the Second Committee recommends to the General Assembly, in paragraph 26 of its report fA/31/ 335/Add.Jj, the adoption of four draft resolutions and, in paragraph 27, three draft decisions. Draft resolution 1II, entitled "United Nations Special Fund for Land-locked Developing Countries", was adopted by the Committee by 82 votes to none, with 20abstentions. Draft resolution IV, entitled "Implementation of General Assembly resolutions 2626(XXV) , 3202(S-VI) ..., 3281 (XXIX) ... and 3362(S-VII) ", was adopted by the Committee by a recorded vote of 105 to 1, with 7 abstentions. The other draft resolutions and the draft decisions recommended for adoption by the General Assembly were adopted by the Committee without a vote. 8. In paragraph 11 of its report on agenda item 68 fA/31/416j. the Committee recommends to the General Assembly the adoption of a draft resolution, which was adopted by theCommittee without a vote. 9. In paragraph 50 of part III of the report on agenda item 12fA/31/338/Add.21. theSecond Committee recommends to the General Assembly the adoption of nine draft resolutions. Draft resolution VII, entitled "Permanent sovereignty over national resources in the occupied Arab territories", was adopted by the Committee by a roll-call vote of 94 to 2, with 24 abstentions. The other draft resolutions were adopted by the Committee without a vote. 10. After69 official meetings, which lasted a totalof 144 hours and 50 minutes, those are the reports of theSecond Committee. 12. It appears that the Second Committee has worked hard and, considering the number of draft resolutions adopted thisyear,harder thaneverbefore.
If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides n: to discuss the reports of the Second Committee, with the exception of the report on agenda item 68, entitled "Technical co-operation among devel- oping countries", since an amendment has been submitted to the draft resolution recommended by the Second Committee on that Item.
Pursuant to rule 66 of the rules of procedure, it was decided not to discuss thereports ofthe Second Committee onagenda items 56,57,59,64,65,66 and12.
The Assembly will consider first part 11 of the report of the Second Committee on agenda item 56 /A/31/231/Add.1/. The positions of delegations regarding the various draft resolutions and the draft decision recommended by the Committee to the Assembly have already been expressed in the Second Committee itself, and those positions are reflected in the relevant summary records of that Committee.
15. We shall now take a decision on the five draft resolutions recommended by the Second Committee in paragraph 26 of its report.
16. Draft resolution I is entitled "Amendment to General Assembly resolution 1995 (XIX) as amended by Assembly resolutions 2904 (XXVII) and 31/2: termination of the Interim Co-ordinating Committee for International Com- modity Arrangements". I now call on the representative of the United States, who wishes to speak in explanation of vote.
I am pleased to point out that withregard to draft resolution Ill, entitled "Special action in favour of land-locked developing countries", the United States changed its vote on the draft resolution as a whole from an abstention to an affirmative vote. We have noted with satisfaction the language change accepted by the sponsors in the Second Committee. With the exception of our comments regarding the fourth paragraph of the preamble, made prior to the adoption of the draft resolution in the Second Committee, the points made in our explanation of vote at that time remain valid.
26. I should like to take this opportunity to make a brief comment also on another action just taken by the Assembly-the adoption of decision 31/419. In taking note of the report by the Secretary-General of the United Nations Conference on Trade and Development [A/31/ 276/, the United States delegation wishes to point out that it does not fully agree with all of the comments or interpretations in the report. Ourviews were made clear at the fourth session of the United Nations Conference on Trade and Development and in the Second Committee during the present session of the General Assembly.
I now invite the Assembly to turn its attention to the note by the Secretary-General, in document A/31/453, regarding the confirmation of the appointment of the Secretary-General of the United Na- tions Conference on Trade and Development. In that note, the Secretary-General proposes that the appointment of Mr. Gamani Corea as Secretary-General of the United Nations Conference on Trade and Development be ex- tended for a further period of three years, beginning on 1 April 1977 and ending on 31 March 1980. May I take it that the General Assembly agrees to confirm the extension of Mr. Corea's appointment, as proposed by the Secretary- General?

We shall now turn to the Second Committee's report on agenda item 57 [A/31/451J. The positions of delegations with respect to the five draft resolutions recommended by the Second Committee to the General Assembly have already been expressed in that Committee. Concerning draft resolution IV, entitled "Industrial rede- ployment in favour of developing countries", we should like to remind the Assembly that, when resolution 3362 (S-VII) was adopted at the seventh special session of the General Assembly, Belgium, which was in principle in favour of industrial redeployment, joined the consensus. The attainment of that objective requires a progressive change in the world's industriat geography and, conse- quently, increased participation by the less advanced countries inindustrial production throughout theworld.
37. Industrialization is an important component of devel- opment, but this irreversible change in our societies wUl have to take place bearing inmind theinterests ofall States and out of a concern-not to create new imbalances, which might mean the failure of industrial redeployment.
38. We must not lose sight of the fact that industrial redeployment canhave a profound impact on thestructures of States individually. Therefore, every State must commit itself to that. Over and above relations between States, industrial redeployment involves the interests of many workers and many businesses and it is therefore important to involve those in charge of cultural and social life in this economic restructuring, in which private industry must play animportant role.
39. In this spirit, on the national level Belgium has undenaken a study of the intemational division of labour so that redeployment can take place gradually and har- moniously. But we abstained in the vote on this draft resolution because we are not entirely convinced that the essentially sectoral approach to th problem proposed in operative paragraph 2isentirely appropriate.

41. As far as operative paragraph 1of this draftresolution 11 concerned, it would have been preferable, in my delegation'. view, to take action on it only aftera decision by the Fifth Conunittee on the question of who is to promulpte the financial rules of the Industrial Develop-

In the Second Committee the positions of delegations have already been expressed in regard to the various draft resolutions and the draft decision recommended by the Committee to the Assembly, and those positions are reflected in the relevant summary records of the Second Committee.

My delegation voted forthedraft resolution indocument A/31/436 just adopted by the Auembly. We did so because the Finnish Govern- ment gives its full support to the principle of transferring real resources to developing countries on an increasingly predictable, aaured and continuous basis. We are therefore ready to consider seriously any realistic and workable proposal. to reach thisolljective.
61. As I have already indicated, thisisnot a change in our position. Ever since the inception of the International Development Strategy for the Second United Nations Development Decade, we have stated that we are ready to accept a target for official development assistance without, however, being able to accept a fixed date for the achievement of that target. Most recently that position was reiterated in a statement by the Finnish representative at the fourth session of the United Nations Conference on Trade and Development.
62. As regards paragraph 4, I must place on record the strong reservations of my delegation. Atax to beeannarked for international development assistance is, in the view of my Government, not a realistic solution and could indeed prove counter-productive to our attempts to mobilize public opinion in support of increased budgetary appro- priations for development co-operation.
We now turn to part 11 of the report of the Second Committee on agenda item 66 [A/31/335/Add.l/. My delegation would like to make a few remarks regarding draft decision I. My dele- gation appreciates that, in view of the severe time con- . straints and the tremendous pressure on the resources of delegations during this thirty-first session of the General Assembly, it has not been possible for the Ad Hoc Committee to fulfil the mandate entrusted to it by the General Assembly in accordance with resolution 3362 (8-VII). Consequently, my delegation welcomes the decision of the General Assembly today to extend the mandate of the Ad floc Committee to enable it to submit final recommendations to the General Assembly at its thirty-second session through the sixty-third session of the Economic and Social ~ouncil.
78. The developing countries attach considerable impor- tance to the restructuring of the economic and social sectors of the United Nations, as this would constitute an integral element in the establishment of the new interna- tional economic order and an essential prerequisite to making the United Nations system more capable and funy responsible to the requirements of thatnew order. As such, all efforts should be exerted to ensure that the Ad Hoc Committee fulfil. itsnew mandate.
79. My delegation, therefore, would request that the Secretariat make available all the necenary facilitie.~and particularly conference ICrvicel~to enable the Ad Hoc Committee to hold at least two segions (or at Ie.st two weeks each, before the sixty-third legion of theEconomic and Social Council.
81. An amendment has been submitted in document A/31/L.34 and Add.I to that draftresolution. I call on the representative of Argentina to introduce the amendment.
82. Mr. FLEMING (Argentina) (interpretation from Span- Ish J: With reference to the amendment in document A/31/L.34 and Add.l to the draft resolution in paragraph 11 of document A/31/416, the sponsors would like to clarify the original intention of the text of operative paragraph 5. The amendment does not deviate from the agreement and understanding reached in the Second Com- mittee on the text of operative paragraph 5; on the contrary, it seeks to settherecord straight by making more explicit what has always been the objective of that paragraph. As i~ appears in the draft resolution, the paragraph states thatthe Sessional Committee onTechnical Co-operation among Developing Countries of theGoverning r.ouncn ·of the United Nations Development Programme IUNDPI would function as thePreparatory Committee for the United Nations Conference on Technical Co-operation among Developing Countries and that it would be open, to the participation of all Member States. The decision to leave participation open was an attempt to give the Preparatory Committee an open-ended character so that Governments which are not members of the Sessional Committee could be full members when it acted as the Preparatory Committee of the Conference and would have the right to vote, wlU,ch, however, I dare say there will be nooccasion to UIe.
83. Consequently, the idea is no, thatthose Governments would participate as observers, since all the intergovern- mental committee. are open to. the participation of any Member State aJ an observer. If we were seeking, through the application of the rules of procedure, to enable non-member State. to participate as observers, there would have been noneed foroperative paragraph 5.
84. With regard to the second part of the amendment, relating to the bureau of the Preparatory Committee, once again its purpose is to make clear the original meaning of the paragraph. The idea isto maintain the practice folJowed in the preparation of conferences according to which the preparatory committees elect a bureau in which alJ the reaions of the world are represented in the posts held by the various member. of the bureau.
85. A number of our colleagues in the developed world have said that they wanted to keep thedeliberations in the Preparatory Committee as closely linked as po-,:~: with UNDP activities. We believe that that point is taken cue of when we say that the Preparatory Committee of the Conference will be the Scgional Commlttee of the Gov- ominl Council expanded to include all members, The
Preparatory Committee will report, throu&h the UNDP Governlnl Council and the Economic and Social Council, to theGenenJ Assembly.
87. After this explanation, of the amendment-which, we trust, has dispelled any possible doubts on the subject-we are confident that, just as the draft resolution was adopted by consensus in the Second Committee, the Assembly will be prepared to do the same.
Since the amendment in document A/3I/L.34 and Add.l is in clarification and amplification of operative paragraph 5 of the draft resolution, may I ask whether any delegation wishes it to be put to a vote, or is the Assembly prepared to adopt it without a vote? My delegation has expressed its full support for the draft resolution in document A/31/4I6 as one of those developing countries which in its early stages of development practised technical co-operation with other developing countries. Our only reservation, asexpres- sed in the Second Committee, is to operative paragraph 3 (h), which refers to the participation of the repre- sentatives of the so-called Palestine Liberation Organiza- tion, in whatever capacity, in United Nations conferences. Our objection has been made abundantiy clear, and I shall not take up the time of the Assembly in repeating it. However, my delegation wishes to place on record its strong objection to the participation of that organlzatlon in the United Nations Conference on Technical Co-operation among Developing Countries.
The Assembly will now resume its consideration of agenda item 12. Part III of the report of the Second Committee on this item is contained in document A/31/338/Add.2. The Fifth Committee's report on the administrative and financial implications of draft resolutions IV and V and draft decision I recommended by the Second Committee iscontained in document A/31/363.
93. In the Second Committee the positions of delegations with regard to the VariOUI draft resolutions and draft decisions recommended by it to the Auembly have already been expressed, and those pOlitions are reflected in the relevant summary records of that Committee.
96. We therefore emphatically reject draft resolution VII in the report and ask other delegations to do likewise. My delegation respectfully asks for a recorded vote.
It was not the intention of I]lY delegation to speak in explanation of its vote, since it had done so in detail in the Second Committee.J However, unfortunately the same familiar arguments have been repeated here again by the representative of Israel. there- fore, those arguments impose on my delegation the duty of putting things in their right perspective.
98. The principles embodied in this draft resolution have been inspired and afflrrned in various important economic resolutions of this Assembly. I shall mention only two examples: the resclutions of the sixthspecial session on the establishment of the new international economic order [resolutions 3201 (S-VI) and3202(S-VI)J and the resolu- tion on the Charter of Economic Rights and Duties of States [resolution 3281 (XXIX)J. These important eco- nomic resolutions affirm the right of States,territories and peoples subjected to apartheid, foreign aggression and occupation, racial discrimination, colonialism and neo- colonialism to regain full and effective control over their natural and all other resources and economic activities, as well as the rights of those peoples, territories and States to restitution and full compensation for the exploitation, loss, depletion of and damage to their natural and all other resources and economic activities. Those resolutions called upon all countries to refrain from encouraging, participat- ing or promoting, under any aspect, the exploitation of those resources in the territories subjected to those prac- tices.
99. It should also be mentioned that the Security Council, in resolution 387 (I976) dealing with the aggression of South Africa against the People's Republic of Angola, acknowledged, in paragraph 4 of that resolution that the Government of South Africa shouldmeet the just claims of the People's Republic of Angola for a full compensation for the damage and destruction inflicted on its State and for the restoration of the equipment and materials which its invading forces seized.

Sir, I shall be as brief as possible. As a consequence of those acts, it is Egypt that had I million people displaced from the cities along the Suez Canal, cities which suffered complete destruction owing to the repeated aggression of Israel against Egypt. Therefore, it is indeed Egypt which suffered tremendous economic loss.
104. It is in this spirit that the Security Counci! on 11 November authorized the President of the Council to read out a statement.s to which the members of the Council had agreed, expressing the Council's grave anxiety and concern over the present serious situation in the occupied Arab territories as a result of continued Israeli occupation.
105. On the matter of the draft resolution before us, the negative intention of Israel to vote against the content of the draft is a clear demonstration of Israel's intransigent attitude towards achieving a just and lasting peace in the Middle East and shows that it is far from really seeking, as it proclaims, peace in the area.
106. The vast support which has already been expressed for the principles embodied in thisdraft resolution isa clear demonstration of the strong and just cause of the Arab countries. Given this situation, my delegation would like to request a roll-call vote on the draft resolution.
We shall now proceed to take a decision on the nine draft resolutions recommended by the Second Committee in paragraph SO of its report IA/31/ 338/Add.2./

18. Election of fifteen members of the Industrial Development Board
Fifteen members of the Industrial Development Board are to be elected to replace those members whose term of office expires on 31 December 1976. The IS outgoing members are: Argentina, Austria, Belgium, Gabon, Italy, Jamaica, Madagascar, Norway, the Philippines, Poland, Switzerland, Tunisia, the Union of Soviet Socialist Republics, the United Republic of Tanzania and Zambia. Those members are eligible for immediate re-election.
117. I should like to remind members thatafter 1January 1977 the fol1owing States will still be members of the Industrial Development Board: Algeria, Brazil, China, Cuba, Czechoslovakia, Denmark, France, the Federal Republic of Germany, Greece, Grenada, India, Indonesia, Iran, Iraq, the Ivory Coast, Japan, Kuwait, Malaysia, Mexico, the Nether- lands, Nigeria, Peru, Romania, Sweden, Turkey, the United Kingdom of Great Britain and Northern Ireland, the United Republic of Cameroon, the United States of America, Upper Volta and Venezuela. Those States are therefore not eligible forelection.
118. Under rule 92 of the rules ofprocedure, all elections must be held by secret ballot and there shall be no nominations, May I, however, recall therecommendation of

In order to save the Assembly's time, I would suggest that we dispense with the secret ballot once again in the present election if the number of candidates endorsed by a particular regional group corresponds to the number of seats to be filled in that group. 121. Since the number of candidates endorsed by each group corresponds to the number of seats to be filled in that group, and in accordance with the decision just taken by the General Assembly, I declare the above-mentioned candidates elected members of the Industrial Development Board for a three-year period beginning on 1January 1977.
Argentina, Austria, Belgium, Chad, Finland, Hungary, Italy, Kenya, the Sudan, Swaziland, SWitzerland, Thailand, Trinidad and Tobago, the Union of Soviet Socialist Republics and the United Republic of Tanzania were elected members oftheIndustrial Development Board fora three-year term beginning on I January 1977 (decision 31/315).
In the vote in the First Committee on draft resolution C in the report of the First Committee, concerning the strengthening of the security of the non-nuclear-weapon States, the Finnish delegation abstained. It did so because of certain formula- tions contained in operative paragraph 1 of that draft resolution, which at that time were unclear to us. Afterthe clarifications provided by the Foreign Secretary of the Government of Pakistan, Mr. Shahi, in his statementin the First Committee after the vote,s the Finnish delegation will now be able to cast an affirmative vote in the decision about to be taken by the General Assembly. This isinline with the consistent policy of the Finnish Government designed to support any initiative genuinely intended to strengthen the security of non-nuclear-weapon States.
128. We have demonstrated our abiding interest in this matter in particular by our efforts to promote the concept of nuclear-weapon-free zones, by our emphasis on the necessity of adequate security and other guarantees in the context of such zones andby our consistent support for all concrete plans for the establishment of nuclear-weapon-free zones in varlous regions of the world.
129. Our affirmative vote on draft resolution C in the report of the First Committee is also consistent with the general line of the Finnish delegation on disarmament matters, which has enabled us to give our support to all resolutions dealing with disarmament matters at thisthirty- first session of the General Assembly.

I wish to make a brief statement on behalf of the group of Eastern European States with respect to draft resolution B contained in document A/31/386,which has just been adopted.
137. Let me at the outset point out that we attach particular importance to t'le proper preparation and the successful outcome of the special session of the General Assembly devoted to disarmament. Therefore we consider that, when that special session is being prepared, due account should be taken of the views of the Members of the United Nations so as to reflect the main trends on disarmament issues. In our submission, one of the require- ments for achieving this aim is the adequate representation of all interested countries, giving them the opportunity to offer their contributions to the deliberations at the pre- paratory stage. However, having in mind the limited number of members of the Preparatory Committee, we think that a just and equitable geographical distribution in the composition of that Committee is of paramount importance. We note with appreciation and with great satisfaction your statement, Mr. President, made a while ago about your further efforts with regard to the com- position of the Preparatory Committee. The Eastern European Group wishes to express the view that the composition of the Preparatory Committee should reflect equitable geographical distribution and take fully into account the interests of all States concerned. Therefore we hope that in your fair judgement in the carrying out of consultations with regard to the establishment of the Preparatory Committee you will kindly give due attention to those considerations.
We have now concluded our consideration of agenda item 49, with the exception of the appointment of the members of the Preparatory Committee for the Special Session of the General Assembly Devoted to Disarmament. As I said earlier, I shall make the appoint- ments afterfurtherconsultations.
139. The Assembly wiJI now consider the report of the First Committee on agenda item 40. The report is con- tained in document A/31/377.We shall nowtake a decision on the draft resolution recommended by the First Com- mittee in paragraph 8 of its report. The reportof the Fifth Committee on the administrative and financial implications of the draft resolution iscontained in document A/31/424.
