Today we mourn the loss of a man, General Romulo, whose name is inseparably linked to the united Nations. All of us in this General Assembly Hall are profoundly affected by his death. Only a few months ago he spoke with characteristic energy and eloquence at the fortieth anniversary commemoration in San Francisco, urging us to renew our dedication to the Charter which he had signed. Until the end, he retained that belief in the principles and purposes of the Organization which he had shared with the other signatories in 1945. Throughout his long career, General Romulo sought to express his faith in the human worth and his concern for those deprived of the fundamental demands of human equity and justice, in dedicated service to his country, to his region and to the international community. He was a writer, an educator, a diplomat and a statesman. General Remulo held the highest offices of the United Nations, upholding in daily action those ideals which he cherished. He was his region's first President of the General Assembly. He was three times President of the Security Council. He led his country's delegation to the Assembly on numerous occasions. And, as Foreign Minister, he strove to place the cause of the United Nations high on the international agenda. Both publicly and privately he worked tirelessly for the strengthening of the Organization and its endeavours for peace among the peoples of the world. His loss yesterday, in this fortieth anniversary year, cannot but suggest the passing of an era. But we would best honour his memory by heeding his call for a fresh commitment to this United Nations which he championed so devotedly. We should recall his concern that a lack of constancy to the principles of the Charter, and a lack of will to implement them, can only diminish the Organization's ability to fulfil its histo~ic mission. But we can take strength from the knowledge that the foundations are sure and enduring. For his crucial part in the United Nations continuing endeavour, we and succeeding generations owe General Romulo our lasting gratitude and appreciation. Mr. MORENo-SALCEDO (Philippines): My delegation wishes to express to you, Mr. President, the Secretary-General and the representatives of Member States present today the deep appreciation of the Government and people of the Philippines for the tributes paid to General Carlos P. Romulo. Those tributes are what he would have wished to receive and would have appreciated from this Organization, which he lov~d and to which he devoted the best years of his life.

At the 113th meeting, on 12 December, I had the honour of presenting the reports of the First Committee on the agenda items concerning disarmament. Action on the recommendations of the First Committee with programme bUdget tmplications - that is those in the reports on agenda items 48 (A/40/915), 61 (A/40/946, 65 (A/40/877/Add.l), 66 (A/40/1018), 67 (A/40/947) and 69 (A/40/896) - had to be deferred pending the Fifth Committee's conclusions on those matters. Today I have the honour to introduce the reports on agenda item 70, "Question of Antarctica" (A/40/996 and Corr.l), and on the agenda items relating to international security (A/40/1027, A/40/1028 and A/40/1029). This year the differences of opinion on agenda item 70. -Question of Antarctica-. were more marked than ~t previous sessions. Despite all the efforts made by the delegations concerned. it was not possible to reach a consensus. and the Committee finally had before it four draft resolutions. one of which was subsequently withdrawn. Under draft resolution A in the report of this item (A/40/996 and Corr.l). which was adopted by 80 votes to none. with 9 abstentions in a roll-call vote. the General Assembly would request the Secretary-General to update and expand the study on the question of Antarctica by addressing questions concerning the availability of information from the Antarctic Treaty Consultative Parties to the United Nations. their respective activities in. and their deliberations regarding. Antarctica, the involvement of the relevant 3pecialized agencies and intergovernmental organizations in the Antarctic Treaty system and the significanc~ of the United Nations Convention on the Law of the Sea in the southern ocean. and to submit the study to the General Assembly at its forty-first session. Under draft resolution B. which was adopted by 78 votes to none. with 10 abstentions in a roll-call vote. the General Assembly would. inter alia. invite the Antarctic Treaty Consultative Parties to inform the Secretary-General of their negotiations to establish a regime regarding Antarctic minerals and request the Secretary-General to submit to the General Assembly for consideration at its forty-first session a report containing the replies received. Finally, under draft resolution C, which was adopted by 81 votes to none. with 9 abstentions, in a roll-call vote, the General Assembly wol-ld. inter alia. urge the Antarctic Treaty Consultative Parties to exclude the racist apartheid regime of South Africa from participation in the meetings of the Consultative Parties at the earliest possible date and invite those Parties to inform the Secretary-General on the actions taken regarding the provisions of the draft resolution. It should be noted that 35 delegations advised the First Ca.aittee that they were net participating in the voting on draft resolutions A and B, and 36 delegations made a similar announcement concerning draft resolution C. As at previous sessions, a number of States that addressed the question of international security expressed concern about the serious international situation. They mentioned the persistence of many hotbeds of tension and conflict in various parts of the world and the lack of a constructive spirit in the political, economic, social and humanitarian areas as being among the many factors undermining the foundations of international peace and security. Many States also emphasized the vital need to strengthen the role and effectiveness of the united Nations in the maintenance of world peace and security. The draft resolution in the report on agenda item 71, ·Strengthening of security and co-operation in the Mediterranean region= (A/40/1027), was adopted by the Committee without a vote. Under th&t draft resolution the General Assembly would, inter alia, invite the member States of the relevant regional organizations to lend support and to submit to the Secretary-General ~oncrete ideas and suggestions on their potential contribution to the strengthening of peace and co-operation in the Mediterranean region. F ~~.h ~~~••AA\ • .....................-.._----, It requests the Secretary-General t~ submit to the General Assembly, at its forty-first session, on the basis of all the replies received and notifications submitted, in the implementation of that draft resolution, and taking into account the debate on this question during its fortieth session, an updated and comprehensive report on the strengthening of security and co-operation in the Mediterranean region. In paragraph 8 of the report of the First Committee on agenda item 72, entitled "Review of the implementation of the Declaration on the Strengthening of International Security" (A/40/1028), the Committee recommends a draft resolution to the Gen~ral Assembly for adoption. Under that draft resolution the Gene~al Assembly would, inter alia, call upon all States, taking into account the views expressed at the commemorative session of the fortieth anniversary of the United Nations, to promote the role of the General Assembly and the Secretary-General in the strengthening of international security, in accordance with the Charter. Finally, under the draft resolution in the report on agenda item 73, entitled, "Implementation of the collective security provisions of the Charter of the United Nations for the maintenance of international peace and security" (A/40/l029), the General Assembly would, inter alia, request the President of the General Assembly to hold consultations regarding the constitution of the Ad Hoc Committee and request that Committee, in considering the matter, to take due account of the views and comments of Member States, inclUding their recommendations, and to submit a progress report to the Security Council for its consideration and comments and to the Gener.al Assembly at its forty-first session, and a final report to the Assembly at its forty-second session. On the whole, the debates on these issues were characterized by moderation, most delegations displaying more restraint and a greater tendency towards dialogue and compromise. This atmosphere seemed to result not so much from an improved international situation as from a sense of hope and expectation in connection with the Geneva summit meeting. Among the issues highlighted by a number of delegations were those concerning the fortieth anniversary of the founding of the united Nations and the fifteenth anniversary of the adoption of the Declaration on the strengthening of International Security as a favourable background and a source of inspiration for the work of the Committee. Finally, it has been an honour for me to serve as Rapporteur of the First Committee and I am deeply grateful to all those who have helped me to discharge my duties. I have the honour to commend to the General Assembly for consideration and adoption the recommendations of the First Committee in the reports to which I have referred.

I also remind members that, in accordance with decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats. Mr. WOOLCOTT (Australia): First, as representative of Australia and as former Australian Ambassador in the Philippines, I should like to take this opportunity to pay both an official and a personal tribute to that great diplomat, author and oupporter of the United Nations, Carlos P. Romulo, who was known around this Organization as "Mr. United Nations", and who died in Manila on Friday last. General Romulo was a historic figure. He was a long-standing friend of Australia (The President) and a aan who made a great con~ribution to regional co-operation in South-Bast Asia and to internat~onal co-opera'd,on through his dedicated and steadfast support of this Organization. The Australian Government joins, I am sure, all other Governaents in mourning the passing of this great figure. A roll-call vote has been reC!Uested on the draft resolutions on the question of Antarctica. I wish to ask, on behalf of the parties to ~he Antarctic Treaty, that the non-participation of countries so announcing be reflected in the records of the General Assembly.
