120.  FINANCING OF THE UNITED NATIONS PEACE-KEEPING FORCES IN THE MIDDLE EAST: (~) UNITED NATIONS DISENGAGEMENT OBSERVER FORCE: REPORT OF THE FIFTH COMMITTEE (A/4l/9l9) Mr. Berijanto (Indonesia), Rapporteur of the Fifth Committee, presented the report of that Committee (A/4l/9l9) and then spoke as follows: Mr. HERIJANTO (Indonesia), Rapporteur of the Fifth Committee: I have the honour to present to the General Assembly the report of the Fifth Committee relating to agenda item 120 (a), entitled "Financing of the united Nations Peace-Keeping Forces in the Middle East: United Nations Disengagement Observer Forcew• At its 38th meeting the Fifth Committee adopted two draft resolutions relating to the financing of the united Nations Disengagement Observer Force. Those draft resolutions may be found in parag~aph 6 of the Committee's report. In draft resolution A, the General Assembly would appropriate an amount of $17,400,000 for the operation of the united Nations Disengagement Observer Force for the period from 1 December 1986 to 31 May 1987, inclusive, and would authorize the Secretary-General to enter into commitments for the United Nations Disengagement Observer Force at a rate not exceeding $2,900,000 gross per month for the period from 1 June to 30 November 1987, inclusive, should the Security Council decide to continue the Force beyond the period of six months authorized under its resolution 590 (198~). (Mr. Herijanto, Rapporteur, Fifth Committee) In draft resolution B, the General Assembly would decide that the provisions of financial regulations 5.2 (b), 5.2 (d), 4.3 and 4.4 p in respect of the amount of $1,496,703, which otherwise would have to be surrendered pursuant to those provision~, should be suspended and that this amount should be entered into the account referred to in General Assembly resolution 33/13 E and held in suspense until a further decision was taken by the Assembly.

Those reports relate to agenda items 46 to 6S and 144. With the exception of item 144, all the disarmament items were inclUded in the agenda of the present session pursuant to resolutions adopted at previous sessions. Nevertheless, a number of new proposals on several items were submitted at this session. The General Assembly has before it today the reports on agenda items 46 to 61 and 64. with the exception of item 61, the report on which is before the Assembly today because the Preparatory Committee for the third special session of the General Assembly devoted to disarmament is to meet this week, the Assembly will take up tomorrow the repqrts on the disarmament agenda items that have programme bUdget implications - that is, items 62, 63 and 65 - and items 66, ftQuestion of AntarcticaftJ 67, 68, 69 and 141, concerning international security; and 144, ftIsraeli nuclear armamentR • (Mr. Ki, Rapporteur, First Committee) As in previous years, bearing in mind the need to organize the debates in a comprehensive, effective and orderly iiJay, the Committee divided up its work on disarmament into three phases: ficst t it had a general debate on all disarmament-related agenda items, then, while continuing the general debate, it heard statements on specific agenda itemsJ lastly, it considered draft resolutions and took decisions. During the last phase the Committee combined the drafts submitted in order to rationalize its work and avoid duplication, particularly with regard to explanations of position or vote. This method again showed that it facilitated the effective implementation of the Committee's work programme. Once again this year the Committee, during the 59 meetings and the many consultations and group meetings that it held, worked intensively, in a responsible and constructive spirit. The debate~ were calm, sometimes lively, but never discourteous. In fact a good atmosphere, marked by a spirit of understanding and tolerance, prevailed throughout the e!9cussions. Most of the debates dealt with halting the nuclear arms race, nuclear disarmament, bilateral negotiations on nuclear and space weaponsJ the preventlon of a nuclear war, inclUding all related issuesJ a nuclear-weapon freeze, the halting of nuclear testing, the prevention of an arms race in outer spa~e, and chemical and bacteriological weapons. Seventy-seven draft resolutions and decisions on disa~mament were submitted this year in the First Committee - two more than were submitted at the fortieth session and four more than were submitted at the thirty-ninth session. Of those 77 drafts the Committee adopted 65 draft resolutions - one less than last year - and two draft decisions. Twenty-two draft resolutions were adopted without a vote - that is, one more than last year ". and 43 by recorded vote. At the sponsors' reauest the Committee did not take a decision on nine drafts. (Mr. Ri, Rapporteur, First Committee) Most of the drafts adopted by the Committee dealt with nuclear questions, in particular the prevention of nuclear war, cessation of nuclear testing, bilateral negotiations on nuclear weapons, nuclear-weapon freeze, security guarantees for the non-nuclear-weapon States, and nuclear-weapon-free zones. That clearly shows the abiding concern of all countries about nuclear weapons and the numerous problems to which they give rise. Among the other disarmament questions, DLX draft resolutions were adopted on conventional disarmament and confidence-building measures, four on chemical and biological weapons, and three on questions of verification and respect for obligations. The other draft resolutions or decisions dealt with the prevention of the arms race in outer space, the world Disarmament Campaign, the reduction of military bUdgets, the International Conference on the Relationship between Disarmament and Development, the Conference on Disarmament, the Ad Hoc Committee on the World Disarmament Conference, the Declaration of the Indian Ocean as a zone of Peace, and various expert studies. During the debate many delegations advocated a search for ways and means to improve the effectiveness of the First Committee's work. In this respect, the large number of draft resolutions on some items, although attributable to a desire to take ~rgent steps in all fields to bring about effective disarmament, was a matter of concern to several delegations, which stressed the importance that they attached to reducing the number of draft resolutions. In this regard, I should like to mention as a constructive and encouraging example the case of the preve~cion of the arms race in outer space, a subject on which, following intensive negotiations and real efforts by all concerned, it once again proved possible to adopt a single draft resolution. Similarly, a number of draft resolutions were (Mr. Ri, Rapporteur, Firat Committee) withdrawn by the sponsors after negotiations which enabled their views to be covered in other draft resolutions. The First Committee's report which is before the Assembly, to be dealt with in part today and in part tomorrow - recapitulates in detail the decisions taken on each of the agenda items, with an indication where appropriate, of the results of the voting on the draft resolutions. I should like to draw the General Assembly's attention'to several corrections and necessary additions. In the reports on agenda items 47, 54, 55 and 59, which bear the sYmbols A/4l/834, A/4l/837, A/4l/838 and A/4l/839, respectively, the list of documents that were before the Committee, in paragraph 4, should also include the letter dated 21 November 1986 addressed to the Secretary-General by the Permanent Representative of the Union of Soviet Socialist Republics to the United Nations (A/4l/873) • In the report on agenda item 48 in document A/4l/835, footnote !I at the bottom of page 5, referring to paragraph 6 (c), should read: "Subseauently the delegation of the Central African RepUblic indicated that it had intended to vote in favour of the draft resolution, and the delegation of Zimbabwe that it had intended to abstain." In the English version of the report on agenda item 55, in document A/4l/838, the title of section II should read: "CONSIDERATION OF DRAFT RESOLUTION A/C.l/4l/L.8", not 40/L.8. In the report on agenda item 58, in document A/4l/827, add the following words to the second line of paragraph 6, on page 7, after the word "resolution": ", of which Uruguay also became a sponsor". (Mr. ~i, Rapporteur, First Committee) In the reports on agenda items 58 and 65, in documents A/4l/827 and A/4l/844, respectively, the list of documents that were before the Committee, in paragraph 4, should also include the letter dated 20 November 1986 addressed to the Secretary-General by the Permanent Representative of Romania to the United Nations (A/4l/866). I should also like to draw the General Assembly's attention to a point concerning agenda item 62 (d), ·Comprehensive programme of disarmament". Under the terms of the draft decision in paragraph 69 of the report on this item in document A/4l/842, the General Assembly would decide to keep this item on its agenda. I now have the honour of placing before the General Assembly for its consideration and adoption the recommendations put forward by the First Committee in its reports.

Statements will therefore ~ limited to explanations of vote. The positions of delegations regarding the various recommendations of the First Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind Members that under paragraph 7 of decision 34/401, the General Assembly agreed that: "When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation's vote in plenary meeting is different from its vote in the Committee". May I also remind Members that, in accordance with decision 34/401, explanations of vote are limited to ten minutes and should be made by delegations from their seats. We turn ~ow to the report of the First Committee on agenda item 46, entitled "Implementation of General Assembly resolution 40/79 concerning the signature and ratification of additional Protocol I of the Treaty for the Prohibition of Nuclear weapons in Latin America (Treaty of Tlatelolco)" (document A/41/816). I shall now call on the representative of Ghana, who wishes to speak in explanation of vote before the vote. Mr. GBEHO (Ghana): I wish to speak now for two reasons: first, to explain my delegation's vote on the resolution entitled "Conventional disarmament on a regional scale" (A/41/840 M) on which the General Assembly is about to take a decision and in the process to make some pertinent observations on the work of the First Committee during the current session. This year, the First Committee has submitted about 77 draft resolutions to the General Assembly for a decision, far more than it did last year. The fact that the Committee took up its work ~n the shadow of Reykjavik and in the fast disappearing International Year of Peace might have accounted for the proliferation of draft resolutions. But despite the large number of draft resolutions, my delegation believes that the concern of the First Committee should in future be directed at effectively speeding up the united Nations disarmament efforts~ that implies narrowing differences on crucial areas of disarmament. The Ghana d~legation is aw~~~ of the commendable efforts put in by the Chairman and the Secretariat to merge a number of draft resolutions. Regrettably, such efforts were la~gely unsuccessful. There has been an upsurge in the number of draft resolutions. In one particular case, there are two draft resolutions on the same SUbject, both claiming a common objective but differing only in their ideological slant. It was also evident that a number of draft resolutions had been motivated more by the desire of delegations to have their names associated with a particular disarmament initiative rather than to have a meaningful impact on disarmament efforts. My delegation would like to hope that a serious re-examination of wnrk in the First Committee will be undertaken next year. We fear that failure to do so could result in a credibility crisis for the Committee. Delegations should not promote draft resolutions or promote interminable debates merely for narrow political (Mr. Gbeho, Ghana) motives. We should aim at progress for general and complete disarmament rather than scoring propaganda points. Some of the lengthy debates and subsequent negative outcome of the initiative on the report concerning the United Nations Institute for Disarmament and Research (UNIDIR) are cases in point. It should have been clear to the proponents of that move, ostensibly intended to secure a fair deal for the former UNIDIR Director, that the majority of delegations would not wish to be drawn into a debate on an issue that was obviously a domestic policy matter of a Member state. And yet the proponents of the fair deal and those opposing it were allowed to engage in unproductively lengthy exchanges that took the time and resources of the Committee. I should also like, in this connection, to address an appeal to small delegations which, it would seem, have constituted themselves into a willing group of ever-ready sponsors of resolutions. The Ghana delegation will not question the sovereign right of delegations to fashion their voting attitudes. However, the point should be made that, in a significant number of cases, small delegations have allowed th&mselves to be used for the political and/or propaganda advantage of military blocs and their allies. We the smaller delegations possess a potential countervailing force in our votes to bring realism to the Committee's work. This asset should not be wasted in taking sides in unproductive ideological jousting. As a former Chairman of the First Committee, I have made these observations with the best of intentions. Ghana believes that general and complete disarmament will not be achieved overnight; it requires a step-by-step approach. However, it is eaually true that the present exponential growth in draft resolutions has no perceivable impact on the disarmament process. (Mr. Gbeho, Ghana) I should also like to put on record the deep regret of the Ghana delegation over the non-participation of Treaty Parties in the decision-making process on the draft reso~~tions relating to the Question of Antartica. The two draft resolutions dealing with the dissemination of information and a moratorium on the establishment of a minerals regime were treated with contempt by the Treaty Parties. A number of them, apparently as a diplomatic balancing ~ct, showed some response to the draft resolution calling on the Treaty Parties to terminate the racist South African regime's association with the Antartic Treaty. By this regrettable attitude, the Treaty Parties have once again demonstrated that they are averse to the principle of universality, the basic ingredient in today's international relations. Now, let me conclude with an explanation of the Ghana delegation's vote on the conventional disarmament draft resolution. Ghana supports the principle of regional conventional disarmament, which is among the priority areas delineated in paragraph 45 of the Final Document of the tenth special session of the General Assembly. We do so because we believe that a regional approach could form a useful basis for global disarmament, which is the ultimate objective. For meaningful regional conventional disarmament, however, there should, in our view, be an acceptable balance of mutual responsibility and obligation on the part of the States in the region or subregion. This implies the assurances that no particular State or group of states in the region would, in the process of disarmament, have an undue military advantage over others. Similarly, subregional disarmament is bound to be inhibited if certain states will not ~efrain, bluntly put, from military pacts that could give them palpable advantage. The fact of the matter is that one cannot advocate regional conventional disarmament while maintaining a military pact with a major military (Mr. Gbeho, Ghana) Power outside one's region. Such an arrangement does not only seriously undermine confidence, essential for successful regional conventional disarmament, but also raises serious doubts about any statements that may be made in the course of a multilateral commitment to disarmament. A number of the sponsors of draft resolution A/41/840 M, it would seem, have overlooked long-standing post-independence military agreements between their respective countries and a major military Power. No ono can question their sovereign right to conclude such agreements with Powers which are ever ready to flex military muscles. What needs to be ascertained is what assurances are entailed for other States that are not party to such military arrangements. Such military arrangements automatically and inherently confer on the Treaty Parties a relative military advantage over other States in the region. To postulate a regional conventional disarmament while benefiting from a superior foreign military advantage smacks of a double-standard, to say the least, and therefore not convincing and as of now unacceptable to Ghana. It is also the view of my delegation that for a successful regional disarmament initiative, the maximum co-operation and support of third parties are essential. This involves a commitment on the part of third parties not to engage in clandestine supply of arms nor foment conflicts in the region or sUbregion. In an attempt to stress the primary responsibility of third parties, the sponsors of draft resolution A/4l/840 M have merely touched upon this important matter in operative paragraph 2 but only in the general context of curbing the arms race, instead of dealing with the specific negative actions that could undermine any regional initiative in disarmament. For these reasons, the Ghana delegation will abstain on the draft resolution M in document A/4l/840. Let me hasten to add that the Government of Ghana, is enthusiastically in favour of conventional disarmament on the regional level. However, we cannot endorse a,y move that avoids the heart of the matter and which might only precipitate conflict because military weaknesses are inadvertently created. The Ghana delegation would like to hope that the intervening months between now and the next General Assembly session would provide an opportunity for members of the First Committee to seriously reflect on the work of the Committee. For its part, Ghana will lend its full support to any positive move.

The General Assembly has concluded its consideration of agenda item 61. We turn now to the report of the First Committee on agenda item 64, entitled "World Disarmament Conference" (document A/4l/815). The draft reso:ution recommended by the First Committee is contained in paragraph 7 of its report contained in document A/4l/8l5. The First Committee adopted this draft resolution without a vote. I call on the representative of Albania to explain his vote. Mr. MLLOJA (Albania): I wish to explain the position of my delegation with regard to the resolutions we have just acted upon. The Albanian delegation did not participate in voting on the numerous resolutions relating to various items on disarmament. Likewise we should like to place on record that our delegation dissociated itself from the consensus when some of the above-mentioned resolutions were adopted without a vote. This stand taken by my delegation does not mean that Albania is against disarmament and the strengthening of peace and se~urity in the world. On the contrary, as has been stressed this year as in the past in the statements of my delegation in the General Assembly and in the First Committee, the Albanian Government has been and still is in favour of real disarmament. We share the concerns and the aspirations of peace-loving peoples and countries for peace and true disarmament. (Mr. M110ja, A1b~nia) In our view, the numerous resolutions and decisions adopted by the General Assembly from yaar to year have not helped to prevent or slow;.down .the arms race. As experience testifies, the two super-Powers, the united States of America and the Union of Soviet Socialist Republics, defying the demands of world pUblic opinion, have intensified their arms race, extending it to ~uter space, always in line with their imperialist policies. Their propaganda on the aims of disarmament is a smoke-screen to mask their frenzied arms race and rivalry for world domination. Finally, the Albanian delegation wishes to reiterate the concern of the Albanian Government and people about the continued and intensified arms race between the two super-Powers and their military blocs, which is an ever-increasing danger to peace and international security in the world.
