REPORT OF THE FIFTH COMMITTEE (A/41/8S6) PATTERN OF CONFERENCES: REPORT OF THE FIFTH COMMI'M'EE (A/41/933) SCALE OF ASSESSMENTS FOR THE APPORTIONMENT OF THE EXPENSES OF THE UNITED NATIONS: REPORT OF THE FIFTH COMMITTEE (A/41/912) FINANCING OF THE UNITED NATIONS PEACE-KEEPING FORCES IN THE MIDDLE FAST: (b) UNITED NATIONS INTERIM FORCE IN LEBANON: REPORT OF THE FIFTH COMMITTEE CA/4l/9l3) Mr. Herljanto (Indonesia), Rapporteur of the Fifth Committee, presented the reports of that Committee (A/4l/852, A/4l/8SS, A/4l/8S6, A/4l/933, A/41/9l2 and A74i/9l3 and then Spoke as follows: Mr. HERIJANTO (Indonesia), Rapporteur of the Fifth Committee: I have the honour of introducing for consideration by the General Assembly at this meeting six reports of the Fifth Committee. The first report (A/4l/852) t~lates to agenda item 109, "Financial reports and audited financial statements. and reports of the Board of Auditors. In paragraph 5 of that report the Committee recommends to the General Assembly the adoption of a draft resolution which the Committee adof~ed without a vote. The next report (A/41/85S) relates to agenda item 113 on administrative and budgetary co-ordination of the United Nations with the specialized agencies and the International Atomic Energy Agency. The Committee's recommendation appears in paragraph 3 of that report. As regards agenda item 114, on "Joint Inspection unit", the report of the Committee app~ars in document A/41/856, and a draft decision in paragraph 3. I turn now to the report of the Fifth Committee (A/41/933) on agenda item 115, "Pattern of conferences". Under this item the Committee presents to the General Assembly for consideration four draft resolutions adopted by the Committee without objection. They are contained in paragraph 10 of the report. with regard to agenda item 116, "Scale of assessments for the apportionment of the expenses of the United Nations", in paragraph 6 of its report (A/4l/912), the Fifth Committee presents for consideration by the General Assembly a draft resolution which it adopted without a vote. To conclude this list I should like to introduce the report (A/41/913) on sub-item Cb) of agenda item 120, "Financing of the United Nations peace-keeping forces in the Middle East", which deals with the United Nations Interim Force in Lebanon. In paragraph 6 of that report may be found two draft resolutions, which were adopted by the Fifth Committee by recorded votes. The reports that I have had the honour to introduce refer to the items scheduled for. consideration during this afternoon's meeting of the Assembly, an~ I have pleasure in commending them to the Assembly on behalf of the Fifth Committee. The PRESIDE~: If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General A~gembly decides not to discuss the reports of the Fifth Committee. It was so decided.
Statements will therefore be limited to explanations of
vote. The positions of deleg~tions regarding the various recommendations of the
Pifth Committee have been made clear in the Committee and are reflected in the
relevant official records. I remind m~mbers that, in paragraph 7 of its decision
34/401, the General Assembly decided that, when the same draft resolution is
considered in a Main Committee and in plenary meeting, a delegation ~hould, as far
as possible, explain its vote only once, that is, either in the Committee or in
plenary meeting, unless that delegation's vote in p~enary meeting is different f~om
its vote in the Committee.
~he Assembly will now consider the report of the Fifth Committee (A/4l/8S2) on
agenda item 109, "Financial reports and audited financial statements, and reports
of the Board of Auditors".
The General Assembly will now take a decision on the recommendation of the
Fifth Committee in paragraph 5 of its report (A/4l/8~2).

(A/41/8SS) on agenda item 113, "Administrative and budgetary co-ordination of the
United Nations with the specialized agencies and the International Atomic Energy
Agency".
The Assembly will now take a decision on the recommendation of the Fifth
Committee in paragraph 3 of its report (A/4l/8SS).

The Committee recommends that the GenerQl Assembly' defer until its
forty-second session consideration of the agenda item entitled "Administrative and
budgetary co-ordination of tbe united Nations with the specialized agencies and the
International Atomic Energy Agency".

~he General Assembly will now take a decision on the recommendation contained

Committee recommends that the General Assembly defer until its forty-second session
consideration of the agenda item entitled "Joint Inspection Unit". May I take it
that the General Assembly wishes to adopt that recommendation?

The General Assembly will now turn to the report of the Fifth Committee
(A/41/933) on agenda item 115 relating to the pattern of conferences.

The Fifth Committee adopted this draft resolution without a vote. May I take
