The report of the Fifth Committee on the programme budget implications of the draft resolution is contained in document A/42/828. The First Committee adopted the draft resolution without a vote. May I take it that the General Assembly wishes to do the same? The draft resolution was adopted (resolution 42/43). Mr. THAYBR (lbil:ed States of ,-er!ea)\ The United states delegation wishes to announce that it will not participate in whatever action the General Assembly takes on agenda item 69. As is oolllllOnly known, the United States believes that disarmament and development are two distinct issues that cannot be considered appropriately in terms of an interrelationship between these two diu par ate subjects. Consequently, the United States declined to participate in the recent International Conference on this IIlatter, and it refrained frol1\\ participating in tu drafting of draft resolutioo A/C.1/42/L.74 in the First COQlllli1!littee, the subsequen debate on it in the Committee and its adoption in that CoImni ttee. For those reasons, the united States delegation requests that the record of today's proceedings reflect the fact that the Un i ted Sta tea has not par ticipate( it the considera Hen of agenda item 69. At the sa. ti., our delega tion takes thJ opportunity to state that the united States GovernllDE!nt does not, and will not, consider itself bound or: committed in any way by either the declarations in the Final Document of the recent International Conference or the terms of any resolu tion adopted here. STATPNENT BY THE PlUS matT The PRESmmT (interpretation from Russian) ~ At its forty-second session the General Assembly has just adopted a nunber of resolutions aimed at putting an end to the arms race and achieving decisive disarmament measures. Peace, international security and disarmament - abOl7e all, .of weapons of mass destruction - are inseparably linked~ of particular importance in this respect is the prevention of an arms race in outer space. The good news we have received from Geneva that understanding has been reached between the union of SOITiet Socialist Republics and the lbited States of America on a treaty to eliminate on a glooa1 scale their mediumand shorter-range nuclear missiles is in accord with the spirit of the resolutions we have just adopted. I am firmly convinced that the forthex>ming signing of the treaty will give new encouragement to all those who sincerely want and are working for peace and fruitful international oo-operation, and who are striving to guarantee them. once again it has been prOl7ed in practice what possibili ties of strengthening peace can be opened up when the great PCMer s and their allies - when a large numer of States - manage to reach an understanding on the basis of equal security. May the resolutions we have adopted today strengthen the basis of the hopes we pin on the forthcoming SOI7iet-United States summit meeting. AGENDA ITFlti 70 aHSTJON OF ANTARcrICA~ RE~RT OF THE FIRST OOMMITTEE (A/42/758) The PRESIDENT (interpretation from Russian) ~ I call on Mr. Kazimierz Tomaszewski, Rapporteur of the First Committee, to present that Committee's rePort on agenda item 70. Hr 0 . 'IOMJIS ZEHSKI (Poland), Rappor teur of the Fir et COl1llli ttee~ I have the honour to present to the General Assenbly the report of the First Conunittee on agenda item 70, "Question of Antarctica". As the report states, despite efforts aimed at achieving consensus, this once again proved to be elusive in the case of the question of Antarctica. '!Wo draft resolutions were adopted by roll-call votes in which a number of delegations explicitly did not participate. Under draft resolution A the General Assembly would reiterate its appeal to the Antarctic Treaty Consul ta tive Parties to take urgent measures to exclude the racist apartheid regime of South Africa from participation in the meeting of the Consultative Parties at the earliest possible date and would invite the states parties to the Treaty to inform the 8ecretary-Genera1 of action taken in pursuance of the resolution so that he might report in that regard to the forty-third session of the General Assembly. Twenty-two delegations announced that they were not participating in the voting on draft resolution A. Under draft resolution B, the General Assembly would reaffirm that the lternational community was entitled to information coqering all aspects of ltarctica for which the united Nations should be made a repository and that any lentual minerals regime on Antarctica should take fully into account the interests f the international community. The Assembly would call upon the Antarctic Treaty Consultative Parties to invite the secretary-General or his representative to all meetings of the Treaty parties and would have the secretary-Genera1 submit a rep:>rt on his evaluations to the General Assenbly at its forty-third session. It would also call upon the Coosu1tative Parties to imp:>se a mor awr ium on the negotiations to establish a minerals regime tmtil such time as all members of the internatiooa1 oommunity might participate fully in such negotiations. Ebrty-two delegations announced that they were not participating in the voting on draft resolution B. Wi th these introductory remar ks, I have the honour to submit the recommendations of the First Committee as contained in its report (A/42/758) to the General Assembly for adoption. The PRESIDENT (interpretation from Russian) ~ I shall now call on those representatives who wish to explain their votes before the voting. Mr. WOOLCDTT (Australia) ~ I speak on behalf of States parties to the Antarctic Treaty who firmly hold to the view expressed in the General Assenbly when this item was last considered, on 4 December 1986, that consensus offers the only realistic basis for the consideration of Antarctica by the General Assenbly. It was therefore a matter of regret for the Treaty parties that despite protracted efforts consensus 00 the text under this item was not achieved. I understand that roll-call votes have been requested on the draft resolutions 00 the question of Antarctica. Miss CHENG (Democratic Kampuchea) ~ My delegation wishes to explain its position regarding draft resolution I in Cbcument A/42/720, draft resolution III in doo.lInent A/42/170 and draft resolution I in oocument A/42/772, which have just been acbpted. We should like to explain our votes on these all together. We shall be joining in the consensus on draft resolution I in document A/42/787. In taking this position we are conscious of the vital importance of the principles laid down in these oocuments, which seek to serve the interests of world peace and security and ensure justice in international relations. Our posi tien as indica ted by our votes is also a tes timcny to our contr ibution to the realiz ation of the ideals of all the coun tr ies that 10ll'e peace, independence and justice and have sincerely sponsored these draft resolutions and made selfless efforts for the developnent and well-being of' peoples around the wor Id. However, my delegation deems it necessary to place on record its strong reservations concerning the presence of Viet Nam among the sponsors of these draft resolutions, for the actual deeds and policies of viet Narn in KamPlchea are in total contradiction of the essence of these documen ts. As an aggressor and occupier of my coun try, KamPl ch ea , the Socialist Republic of Viet Nam flagrantly and cyn ically v iolates the pr inciples of the United Nations Charter that we are all upholding and defending and the very letter and spirit of (Miss Cheng, Democr atic Kampu chea) It is worth noting that, if these resolutions had been implemented in good fa ith by Viet Nam, especially when appl ied to its policies towards Kampuchea and other countries of the region, the people of Kampuchea, whose inalienable right to self-determination was trampled upon after the invasion and occupation in late 1978, would have enjoyed their fundamental rights and peace and security would have been restored in the region. In this light, therefore, my delegation regards Viet Namls oo-sponsorship of the aforementioned draft resolutions as part and parcel of its diploma tic manoeuvres aimed at hoodwinking wor Id public opinion about its true nature as an aggressor, invader, violator of human rights and regional expansionist. It is known to all that Viet Nam is at present facing increasing and forceful national resistance in Kampuchea and a hopeless economic situation in Viet Nam. It is in th is situation that Viet Nam is mak ing strenuous efforts shamelessly to deceive the world community and entice our Organization into accepting ,its occupation as a fa it acoompli. However, the international oonanunity has presented a clear verdict in th is regard. I It is high time Viet Nam realized the futU ity of its manoeuvres and recognized that it is not by posing as an apostle of human rights or as an advocate of economic and social progress and developnent that it can hope to evade the world IS condemnation of its crimes against the Kampuchean people, its violation of the independence and sovereignty of Kampuchea and the principles of the United Nations Charter. The only way for Viet Nam to show its commitment to peace, justice and respect for human rights and fundamental freedoms is for it to implement in good faith the relevant resolutions adopted every year by our Organization. The road to peace with hooour has already been laid out and it is facili ta ted by the relevant Uni ted Nations resolutions and the eight-point peace (Miss Cheng, Detoocratic Ramp ::heal proposal of the Coalition Government of Deoocratic Kampuchea. The only th 1ng t:hat is lacking is readiness and sincerity on the part of Viet Nam to sit down and negotiate with the Coalition Government of Democratic Kampuchea in order to b ing the agony of Kampuchea and viet Nam to an end. As long as Viet Nam refuses b comply with international demands and continues to put Kampuchea to fire and ,ford Viet Nam will always be condemned and isolated, and its co-sponsorship of the e draft resolutions and its statements will be considered insults to the world community. It is also too flagrant for Viet Nam to call on the international oonanun ty to pr01l'Ote and respect the principles enshrined in the united Nations Charter an the Universal Declaration of Human Rights while at the same time it is mercilessl and impudently trampling under foot those very principles at home in Viet Nam ana in neighbour ing countr ies, particularly Kampuchea.

I shall now call on those representatives wishing to explain their votes after the vote. Miss BYRNE (United States of lWerica): Although my delegation joined in the consensus on draft resolution IV under agenda item 96, entitled liThe role of women in society", the united States has strong reservations concerning the fourth prearnbular paragra{i1 and operative paragraph 3. The fourth preambular paragraph uses language unacceptable to the United States in a call for the establishment of a new international economic order. This issue is not a topic of discussion either in this cluster of items or in the Third Committee. Operative paragraph 3, in its call for equal pay for work of equal value, meddles in the work ings of a free-market system and appears to seek the establishment of central government pay scales throughout all sectors of the economy. We believe in equal pay for equal work. At though there are poli tical entities within the United States municipal and county governments that do acknowledge the pr inciple of equal pay for work of equal value, it is not united Sta tes pol icy to promote that pr inc1ple. resolution II in cbcument A/42/787, and we look forward to working with other Members of the United Nations in the implementation of the Nairobi Forward-looking Strategies for the Mvancement of Women. We are disappointed, however, that the reso1u tien centains no reference to future world conferences, which were unanimously endorsed at the special session of the Commission on the Status of WOmen held in January this year - that is, one in the decade of the 1990s and one in the year 2000. As is well known, Denmar k favour s holding fur ther wer Id conferences. In our view, they cootribute significantly to keeping the question of the advancement of women high en the international agenda.
