I mould a180 like to express our appreciation to the Nordic countries for taking the initiative on the subject at this pllrticular tiM. we consider the timing of the resolution as most opportWle, coiling as it does on the eve of the launching of preparations fer the fOrmUlation and elaboration of a new international developllent strategy for the fourth dfNelopment decade. we attach the hicj\est importance to the flOll of lonC)-terlll concessional resources, particularly official dfNelopment assistance, in order to sustain the efforts of developing countries for their growth and development. That is particularly true of 10w-1nce.- developinCJ coWltries eng8CJed in attack 1n9 the problem of mass poverty on a systematic basia. we are concerned that official develop1lent assistance has remained stagnant in real terms throuc;hout the decade ¥hUe the legi tillll te claiu on official developmant assistance resources have increaeed. we would like tIO express our appreciation to those enlightened donors who have not merely fulfilled but surpassed the official development assistance target and also to those who have been making strenuous efforts to fulfil the target. We appeal to those donor countries t1hose official development assistance performance is not yet co-.nsurate with their e8PDcity to redouble their efforts and ac:hieve the tatC)et as quickly 88 possible. Hr. tIIm (Pakistan) \ My delegation would like to reqister its deep satisfaction at the aibption by an overwhellfting majority of the draft resolution enti tled -lUlfU.nt of the tarqet for official development assistance-. The resolutian conveys two essential mesaagee. The first is that offi.cial developaent assistance mntinues tIO be an indispensable element of external financial flows to the developing countries, particularly to the low-income countr iee for whom official assistance has bemrae the lifel ine for their developMnt. The s8CX)nd crucial messag& which the resolution conveys is that official develoPlll!!nt assistance targets, as established in the second interna tional developaent strategy, have not been met by lllany donor oounu ies. It serves a ti_ly reainder to those countries tD spare no effort to honour the agr.eed and accepted targets. My delegation sincerely hopes that the adoPtion of that resolution will serve as a catalyst for reinforcii'l9 the '1111 of donor countries to raise the level of their official assistance to the official ~velopaent assistance targets. It is indeed notable that this important resolution emanated from some of the ..ajor donor countries the_elves. We should like to congratulate the sponsors of the text for COiling fOl'ward vi th that bold and far-sighted proposal. They have rightly earned the appreciation and approbation of the entirety of the developing countries. QIr satisfaction at the adoption of the resolution is, however, diminished by the fact th~t it had to be PUt to a vote. It would have. been nnst gratifying had the re8olution been acbpted by consensus.
