Mr. GROLIG (Federal Republic of Germany), Rapporteur of the Third
Committee: I have the honour to present a number of reports of the Third Committee
for action by the plenary AssemblV.
Under item 89, entitled "Implementation of the Programme of Action for the
Second Decade to Combat R&cism and Racial Discriminati~nn, the Third Committee
recommends the adoption of a draft resolution in paragraph 8 of its report
(A/44/llS) •
Under agenda item 90, entitled ~orld social situation-, the Third Committee
recommends the adoption of four draft resolutions in paragraph 17 of its report
(A/44/749) •
U~der agenda item 91, entitled "TWentieth anniversary of the proclamation of
the ~claration on Soc ial Progress and Development It, the Third Oommittee recommends
the adoption of a draft resolution in paragraph 8 and a draft decision in
paragraph 9 of its r:eport (A/44/750).
Under agenda item 92, entitled "National experience in aChieving far-reaching
soc lal and economic changes for the purpose of soc ial pcoqress·, the Thi cd
Committee recommends the adoption of a draft resolution in paragr~ph 9 and a draft
decision in paragraph 10 of its report (A/44/7Sl).
Under item 93, entitled ·Policies and programmes involving youth·, the Third
Committee recommends the adoption of a draft resolution in paragraph 7 of its
l~port (A/44/752).
Unde r item 94, anti tled "International Resea rch and Training Insti tut'! for the
~vancement of Women·, the Third Committee recommends the adoption of a draft
resol ution in pa ragraph 7 of ita report (A/44/80l). In thiR connection, I shonld
like to draw the attehtion of the Assembly t:o the last line of paraqraph 1 of the
d[~ft resolution, on page 3 of the report. The word -designs· appearing in eauare
brackets should be deleted.

Under item 96, entitled -Alternative apprOllches and ways and means within the
United Nations syst.em for improving the effective enjoyment of human rights and
fundamental freedoms·, the Third Committee recommends the adoption of four draft
resolutions in paragraph 18 of its report (A/44/799).
Under item 97, entitled llIInterreqional consultation on dev~lopmental social
welfare policies and programmes·, the Third Oommittee recommends the adoPtion of
two draft resolutions in paragraph 10 and a draft decision in paragraph 11 of its
report (A/44/153).
Under item 99, entit~led -~estion of aging·, the Third Oommittee recotm\ends
the adoption of a draft resolution in paragraph 13 of its report (A/44/1S..).
Under .ite1ll 100, entitled -Elimination of all foms of racial discrimination-,
the Third COMmittee recommends the adoption of two draft resolutions in
pa~agraph 15 of its repO~t (A/44/716).
Un&!r item 101, entitled -Implementation of the World Programme of Action
Ooncerninq Disabled Persons and the United Nations Decade of Disabled ~r8on8·, the
Third Committee recommends the adoption of a draft resolution in paragraph 6 of its
repo~t (A/44/1SS).
Under agenda item 102, entitled ~Crime Prevention and criminal iustice·, the
Third Committee recommends the adoption of two draft resolutions in paragraph 10 of
its report (A/44/156).
Unde~ item 103, entitled ·Elimination of all forms of discrimination against
women-, the Third Collmittee recommends the adoption of a draft resolution in
par~raph 80f its report (A/4~/802).
Under item 104, enti~led ·Forward-looking strategies for the advancement of
women to the y<:.,.r 2000·, the Third Committee recommends the adoption of five draft
resolutions in paragraph 22 of its report (A/44/803).

Under item lOS, entitled" Importance of the universal realization of the right
of peoples to sel f-dete rmination and of the speedy granting of independence to
colonial countries and peoples for the effective guarantee and observance of human
rights", the Third Committee recommends the adoption of three draft resolutions in
paragraph 11 of its report (A/44/717). I should like to draw the attention of the
Assembly to the fact that there is a technical error in this document. After the
vote on draft resolution A/C.3/44/L.IO, entitled "Use of mercenaries as a means to
violate human rights and to impede the exercise of. the fight of peoples to
self-determination", some delegations gave explanations of their votes. This is
not reflected in the report, which will be corrected accordingly. The following
delegations made such eXPlanations of vote, Brazil, Australia, Malta, Norway - on
behalf of Denmark, Finland, Iceland and Sweden - Japan, Austria, Turkey, ~dan,
El Salvador and Costa Rica.
Finally, under agenda item 113, entitled "Families in the development
process", the Third Committee recommends the adoPtion of a draft resol~tion in
paragraph 8 of its report (A/44/757).
The FRESID~T, If there is no proposal under rule 66 of the rules of
procedure, I shall take it that the General Assembly decides not to discusR the
reports of the Third Committee before the Assembly today.

vote. The positions of delegations regarding the various recommendations of t~e

Assembly agreed that
·When the same draft resolution is considered in a Main Committee and in
plenary meeting, a delegation should, as far as possible, explain its vote
only once, i.Q~, ~ither in the Committee or in plenary meeting, unless that
delegation's vote in plenary meeting is different from its vote in the
Commi ttee. ft
I also remind delegations that, also in accordance with General Assembly
chcision 34/401, explana tions of vote are Umi too to 10 minutes and should be made

CGillittee two ea"tral Anlerican deleqations expressed reservations with ~qard to
the inclusion of cantral America in draft resolution Ill, on the use of meroenati@s
as a means to violate human rights and to impede the exercise of the riqht of
peo?les to self-dete rmination. Fir5t, centrAl. America is no longer a group of
colonies, they became independent in 1821. Secondly, it is not clear how the
concept of mercenaries applies in trying to de~rmine the true situation in the
r:egion, rather, we believe, it distorts reality.
There is no mention in the texts of any of the agreements reached by the
Central AI1lerican Preel dents of the use of mercenaries becoming a problem in terMS
of the self-determination of the Peoples in the region. The parties have tacitly
recognized the belliqere~~ of armed qroups of irregulars with which they havp.
internal conflicts, and have also sat with them at the negotiating table.
We believe that thp. inclusion of central America in the yearly dr~ft
resolution on this item, whiCh began two or three years aqo, should now cease.
While this eKample of manipulation persists in the text of the draft resolution, my
delega tion will not be able to vote for it. However, this should not be oonstru@d
as any weakening of my Government's condemnation of the use of mercenaries,
especially i~ ~rtain parts of Africa where peoples are fighting for their
well-deserved independence•
