Statements will therefore be limited to explanations of vote.
The positions of delegations regarding the recommendations of the Fifth Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind members that, under paragraph 7 of decision 34/401, the General Assembly agreed that:
“When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”.
May I also remind delegations that, also in accordance with decisions 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats.
Before we begin to take action on the recommendations contained in the reports of the Fifth Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Committee, unless the Secretariat is notified to the contrary in advance. That means that, where recorded votes were taken, we will do the same. I should also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the Fifth Committee.
146. Administrative and budgetary aspects of the financing of the United Nations peacekeeping operations Report of the Fifth Committee (A/64/820) The Acting President: The Assembly has before it three draft resolutions recommended by the Fifth Committee in paragraph 13 of its report and a draft decision recommended by the Committee in paragraph 14 of the same report. We will now take a decision on draft resolutions I to III and on the draft decision. Draft resolution I is entitled “Cross-cutting issues”. I now give the floor to the representative of the Russian Federation to speak in explanation of position on the resolutions and decisions just adopted.
The Russian Federation welcomes the agreement on resolution on cross-cutting issues in peacekeeping, especially in the context of the failed attempts to do so in the past two sessions.
We believe that this year the consensus was achieved thanks to many factors, and we would like to comment in particular on two. First, we note the special role of the coordinator of this agenda item, Mr. Danilo Rosales Díaz of Nicaragua, who demonstrated professionalism and made every effort to find a compromise. Secondly, the Fifth Committee was able to reach agreement because it agreed to take no action on recommendations in the reports of previous sessions under this agenda item. In this connection, it is our understanding that the Secretariat, too, will take no action recommended in the corresponding reports of the previous sessions.
The Assembly has thus concluded this stage of its consideration of agenda item 146.

I shall now give the floor to the representative of the Syrian Arab Republic to speak in explanation of vote or position on the resolutions and decisions just adopted.
My delegation joined the consensus on the adoption of resolution 64/281 on the financing of the United Nations Disengagement Observer Force, and voted in favour of resolution 64/282 on the financing of the United Nations Interim Force in Lebanon. Our
position is based on our consistent support for the principle that the responsibility for financing these two forces should be borne by Israel, the aggressor and the occupier, which caused their establishment in the first place. Our position is in conformity with the basic principles included in resolution 1874 (S-IV) of 27 June 1963.
