Reports of the First Committee

The General Assembly will take up the reports of the First Committee on agenda items 90 to 108, 124 and 139. I now request the Rapporteur of the First Committee, Mr. Nazim Khaldi of Algeria, to introduce the reports of the Committee in one intervention. Mr. Khaldi (Algeria), Rapporteur of the First Committee: I have the honour to introduce in the General Assembly the reports of the Disarmament and International Security Committee, the First Committee, on agenda items 90 to 108, 124 and 139 as contained in documents A/77/376 to A/77/396. For the convenience of delegations, a list of the proposals contained in the reports of the First Committee for consideration by the General Assembly has been prepared by the Secretariat and issued as document A/C.1/77/INF/3. During the main part of the seventy-seventh session, the First Committee held a total of 32 formal meetings to consider the 22 agenda items that were allocated to it. After a hiatus of two years, the First Committee returned fully to arrangements for its programme of work that prevailed before constraints imposed by the coronavirus disease pandemic were implemented, which comprised its three traditional segments  — a general debate, thematic discussions and an action phase. In addition, the Committee convened a joint panel discussion with the Fourth Committee on possible challenges to space security and sustainability and a dedicated meeting to examining the working methods of the Committee and the item on programme planning. With the increased number of draft resolutions and decisions submitted this year and the high level of participation during all phases of the work of the Committee this session, four additional meetings were held to exhaust the programme of work of the Committee. During this session, 148 delegations made statements during the general debate segment, the highest number to date since the collection of statistics. An impressive 365 statements were made for the thematic discussion segment, compared to the past high of 354 interventions at the seventy-third session. For the 32 meetings of the Committee, delegations exercised the right of reply at least 134 times, not counting second statements. By the end of the action phase, the Committee had adopted 74 of the 75 draft resolutions and decisions considered, 47 of which were adopted by recorded vote with 85 separate votes requested. In total, the Committee voted 128 times, and only 28 draft proposals were adopted without a vote. Of the 74 resolutions and decisions adopted by the Committee, 24 were under the cluster of nuclear weapons. Under the cluster of other weapons of mass destruction, five draft resolutions are recommended. In addition, 6 drafts are recommended on the disarmament aspects of outer space, 10 drafts on conventional weapons, 16 draft on other disarmament measures and international security, 5 draft on regional disarmament and security, and, finally, 8 drafts under the cluster on disarmament machinery. It is worth mentioning that six new proposals were adopted by the Committee this year. In the Committee this year, the Secretariat made oral statements on the financial implications of five draft resolutions under agenda item 99, “General and complete disarmament”, while four draft proposals attracted statements on their programme budget implications. Three of those proposals will be considered by the General Assembly once their implications are reviewed by the Fifth Committee. With regard to agenda item 124, “Revitalization of the work of the General Assembly”, the draft decision containing the provisional programme of work and timetable of the First Committee for 2023, is contained in document A/77/395. I have the honour to submit to the General Assembly for its consideration and adoption the draft resolutions and draft decisions recommended by the First Committee in its reports contained in documents A/77/376 to A/77/396. Despite the current challenging international political environment, I would like to recognize the high level of professionalism that prevailed in the First Committee. The Committee was able to fulfil the mandate entrusted to it by the Assembly and complete its work within the time allotted. On behalf of the Bureau of the Committee, I should like to express our sincere appreciation to all delegations for their constructive participation and flexibility throughout the session. I would also like to express my deep appreciation to the Chair of the First Committee, His Excellency Ambassador Mohan Pieris of Sri Lanka, who assumed the helm of the Committee when the vacancy unexpectedly arose. He did his utmost to ensure that the Committee could successfully consider all the agenda items allocated to it in a timely and efficient manner. I also thank the other members of the Bureau: Mrs. Szilvia Balázs of Hungary, Mr. Marcelo Zambrana Torrelio of the Plurinational State of Bolivia and Mr. Daniel Roethlin of Austria, with whom I have had the pleasure of working and whose steadfast team spirit and professional guidance was vital to the successful conclusion of the work of the Committee. Finally, I would like to recognize the dedicated support of Mrs. Izumi Nakamitsu, High Representative for Disarmament Affairs, and the staff of the Office of Disarmament Affairs, as well as the Secretary of the Committee and her team from the Department for General Assembly and Conference Management, the conference officers, interpreters, record keepers, press officers, document officers, sound technicians and information technology staff, who all did an outstanding job.

I should also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the Committee. The results of the votes will be uploaded on the e-deleGATE portal under plenary announcements. I would like to draw the attention of members to a note by the Secretariat entitled “List of proposals contained in the reports of the First Committee for consideration by the General Assembly”, which has been issued as document A/C.1/77/INF/3. Members are reminded that additional co-sponsors are no longer accepted now that the draft resolutions and decisions have been adopted by the Committee. Any clarification about co-sponsorship in the Committee reports should be addressed to the Secretary of the Committee. Furthermore, members are reminded that any corrections to the voting intentions of delegations after the voting has concluded on a proposal should be addressed directly to the Secretariat after the meeting. I count on members’ cooperation in avoiding any interruptions to our proceedings in that regard.

I take the floor to explain my country’s vote in favour of resolution 77/76. Costa Rica thanks Japan for its efforts in leading the negotiations on the draft, and we recognize that the resolution contains many of the elements that were negotiated at the Review Conference of the Parties to the Treaty on Non-proliferation of Nuclear Weapons. For Costa Rica, nuclear disarmament is an urgent matter that requires our full attention. We value all initiatives that allow us to move towards a world without nuclear weapons, and for this reason we have decided to vote in favour of resolution 77/76. However, we are concerned that the resolution maintains concepts that make nuclear disarmament conditional. In particular, we consider that operative paragraph 2 subjects negative security assurances to national considerations, which is not only detrimental to nuclear disarmament, but also represents a risk to nuclear-weapon-free zones. Costa Rica aspires to a world free of nuclear weapons. Nuclear disarmament is possible, but it requires that States commit to working together for the common good.

The number of issues dealt with by the Committee and the substance of its decisions attest to the complexity and often unprecedented nature of the challenges in the security and disarmament field.
