Reports of the Second Committee

The General Assembly will now consider the reports of the Second Committee on agenda items 15 to 24, 56, 124 and 139. I now request the Rapporteur of the Committee, Ms. Francesca Cassar of Malta, to introduce the reports of the Committee in one intervention. Ms. Cassar (Malta), Rapporteur of the Second Committee: It is an honour for me to introduce to the General Assembly the reports of the Second Committee on the agenda items allocated to it by the General Assembly at its seventy-seventh session. Those reports, contained in documents A/77/440 to A/77/452, include the texts of draft resolutions and decisions recommended by the Second Committee to the General Assembly for adoption. For the convenience of delegations, a checklist of actions taken in the Committee has been prepared and circulated by the Secretariat in document A/C.2/77/ INF/1. At its first meeting, on 29 September, the Second Committee approved the working arrangements of the Committee for the seventy-seventh session as set out in document A/C.2/77/L.1, entitled “Organization of Work of the Second Committee”. As a result, during this main part of the seventy- seventh session of the General Assembly, the Second Committee held 25 plenary meetings and one side event, as well as a joint meeting with the Economic and Social Council. The Committee also held its annual dialogue with the Executive Secretaries of the Regional Commissions. The Second Committee adopted a total of 41 draft resolutions, seven of which were adopted by recorded vote, and two draft decisions on the revitalization of the Committee’s work. Under agenda item 15, entitled “Information and communications technologies for sustainable development”, the Second Committee recommends, in document A/77/440, paragraph 12, the adoption of one draft resolution. Under agenda item 16, entitled “Macroeconomic policy questions”, the report of the Committee is issued in six parts. The report under the chapeau is contained in document A/77/441, and the recommendations are contained in the chapeau as well as in the addenda. Under the chapeau of item 16, the Second Committee recommends, in document A/77/441, paragraph 16, the adoption of one draft resolution. Under sub-item 16 (a), entitled “International trade and development”, the Second Committee recommends, in document A/77/441/Add.1, paragraph 8, the adoption of one draft resolution. Under sub-item 16 (b), entitled “International financial system and development”, the Second Committee recommends, in document A/77/441/Add.2, paragraph 8, the adoption of one draft resolution. Under sub-item 16 (c), entitled “External debt sustainability and development”, the Committee recommends, in document A/77/441/Add.3, paragraph 8, the adoption of one draft resolution. Under sub-item 16 (d), entitled “Promotion of international cooperation to combat illicit financial flows and strengthen good practices on assets return to foster sustainable development”, the Second Committee recommends, in document A/77/441/Add.4, paragraph 8, the adoption of one draft resolution. Under sub-item 16 (e), entitled “Promoting investments for sustainable development”, the Second Committee recommends, in document A/77/441/Add.5, paragraph 8, the adoption of one draft resolution. Under agenda item 17, entitled “Follow-up to and implementation of the outcomes of the International Conferences on Financing for Development”, the Committee recommends, in document A/77/442, paragraph 12, the adoption of one draft resolution. Under agenda item 18, entitled “Sustainable development”, the report of the Committee is issued in 12 parts. Under the chapeau of item 18, the Second Committee recommends, in document A/77/443, paragraph 32, the adoption of four draft resolutions. Under sub-item 18 (a), entitled “Towards the achievement of sustainable development: implementation of the 2030 Agenda for Sustainable Development, including through sustainable consumption and production, building on Agenda 21”, the Second Committee recommends, in document A/77/443/Add.1, paragraph 13, the adoption of two draft resolutions. Under sub-item 18(b), entitled “Follow-up to and implementation of the SIDS Accelerated Modalities of Action (SAMOA) Pathway and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States”, the Second Committee recommends, in document A/77/443/Add.2, paragraph 14, the adoption of two draft resolutions. Under sub-item 18 (c), entitled “Disaster risk reduction”, the Second Committee recommends, in document A/77/443/Add.3, paragraph 8, the adoption of one draft resolution. Under agenda item 24, entitled “Agriculture development, food security and nutrition”, the Committee recommends, in document A/77/449, paragraph 14, the adoption of one draft resolution. Under agenda item 56, entitled “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources”, the Committee recommends, in document A/77/450, paragraph 15, the adoption of one draft resolution. Under agenda item 124, entitled “Revitalization of the work of the General Assembly”, the Second Committee recommends, in document A/77/451, paragraph 9, the adoption of two draft decisions. Under agenda item 139, entitled “Programme planning”, as indicated in paragraph 2 of document A/77/452, no action was required on the item. That concludes my introduction of the reports of the Second Committee before the Assembly. Although it was not possible to find consensus on all texts negotiated in the Committee, all representatives demonstrated a commitment to achieving the best possible outcome in support of our common goals, thus enabling the Committee to conclude its work on time. I sincerely congratulate Member States on that commendable feat. In that regard, on behalf of the Bureau of the Second Committee, I would like to express our appreciation to all the facilitators and coordinators and to all delegations for their constructive participation, hard work and engagement throughout the session. I take this opportunity also to acknowledge the leadership of the Chair of the Committee, Her Excellency Lachezara Stoeva of Bulgaria, as well as the commitment of the other members of the Bureau and Vice-Chairs, namely, Mr. Abdulrahman Abdulaziz Al-thani of Qatar, Mr. Vladamir Budhu of Trinidad and Tobago, and Mr. Ahmed Magdy of Egypt. I also express the thanks of our Bureau to the Secretary of the Second Committee and her team from the Department for General Assembly and Conference Management for the support and guidance provided to the Bureau and to delegations as well as to the Department of Economic and Social Affairs and other substantive offices that supported the work of the Committee. Finally, I take this opportunity to wish all delegations very happy holidays and some much- deserved rest.

I would like to draw the attention of members to a note by the Secretariat entitled “List of proposals contained in the reports of the Second Committee for consideration by the General Assembly”, which has been issued as document A/C.2/77/INF/1. Members are reminded that additional co-sponsors are no longer accepted now that draft resolutions and decisions have been adopted in the Committee. Any clarification about co-sponsorship should be addressed to the Secretary of the Committee. Furthermore, any corrections to the voting intentions of delegations after the voting has concluded on a proposal should be addressed directly to the Secretariat after the meeting. I shall now call on those representatives who wish to speak in explanation of position after the voting.
The Bolivarian Republic of Venezuela aligns itself with the adoption by consensus of resolution 77/163, entitled “Towards the sustainable development of the Caribbean Sea for present and future generations”. However, we have express reservations regarding the content of the ninth preambular paragraph, since we are not a party to the United Nations Convention on the Law of the Sea. Our delegation reiterates the need to update the aforementioned Convention, since some of the elements contained therein continue to prevent our country from ratifying it. Its norms are not applicable under conventional international law or customary international law, with the exception of those that Venezuela has recognized or will recognize in future through their incorporation into national legislation. For those reasons, the Bolivarian Republic of Venezuela requests that its express reservations on the ninth preambular paragraph of the resolution be duly reflected in the official records of this meeting. Finally, allow me to congratulate both the secretariat of the Second Committee and its Bureau, as well as Mr. Ahmed Magdy of Egypt, for the work accomplished during the process of negotiations on the resolution.

The Assembly has before it a draft resolution recommended by the Committee in paragraph 11 of its report and a draft amendment circulated as document A/77/L.38. I now call on the representative of the United States, who wishes to speak in explanation of vote before the voting.
As in years past, the United States cannot support operative paragraph 13 of the draft resolution contained in document A/77/443/Add.4. We regret that that paragraph continues to promote the domestic political priorities of one Member State rather than including consensus language from the 2030 Agenda for Sustainable Development that reflects our shared position on sustainable development. We expect that future iterations of this resolution will advance the interests of all Member States and eschew narrow political messaging, which undermines consensus, the work of the Second Committee and our ability to work together in achieving the Sustainable Development Goals.
In accordance with rule 90 of the rules of procedure, the Assembly shall first take a decision on the draft amendment. I now give the floor to the representative of the Secretariat.

The General Assembly has thus concluded its consideration of all the reports of the Second Committee before it for this meeting. I will now deliver brief closing remarks on behalf of the President of the General Assembly. “I thank Ambassador Lachezara Stoeva, Permanent Representative of Bulgaria and Chair of the Second Committee, for her outstanding leadership in steering the work of the Committee. My thanks also go to the Bureau members and the Secretariat as well as to all members for their active engagement in and contribution to the work of the Committee. After a two-year halt due to the coronavirus disease, they have managed to renegotiate in full the majority of resolutions. Progress was made on key issues, for example, on financing for development with reference to a multidimensional vulnerability index and “beyond gross domestic product”, as well as on international taxation cooperation. They entrusted me with many mandates, one of them originating from a new resolution on zero waste, which I have already started working on with my team. I encourage members to maintain their openness and to continue this dialogue leading up to the High-level Political Forum on Sustainable Development, which will constitute the midpoint review of the implementation of the 17 Goals. I expect the Summit to accelerate implementation, unlock new commitments and spur the adoption of innovative policies based on scientific inputs. The attention of the people of the world is on us; we must deliver for them.”
