GENERAL A/RES/54/63 10 January 2000 Fifty-fourth session Agenda item 85 RESOLUTION ADOPTED BY THE GENERAL ASSEMBLY [on the report of the First Committee (A/54/572)] 54/63. Comprehensive Nuclear-Test-Ban Treaty The General Assembly, Recalling that the Comprehensive Nuclear-Test-Ban Treaty was adopted by its resolution 50/245 of 10 September 1996 and opened for signature on 24 September 1996, Noting that the first Meeting of the States Signatories adopted resolution CTBT/MSS/RES/1 on 19 November 1996, thereby establishing the Preparatory Commission for the Comprehensive Nuclear-Test- Ban Treaty Organization, Noting also that by decision 53/422 of 4 December 1998, it decided to include in the provisional agenda of its fifty-fourth session the item entitled “Comprehensive Nuclear-Test-Ban Treaty”, Encouraged by the signing of the Treaty by one hundred and fifty-five States, including forty-one of the forty-four needed for its entry into force, and welcoming also the ratification of fifty-one States, including twenty-six of the forty-four needed for its entry into force, Welcoming the convening of the Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty at Vienna from 6 to 8 October 1999 to promote the entry into force of the Treaty at the earliest possible date, 00 23423 /... Endorses the Final Declaration of the Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty1 and, in particular: (a) Calls upon all States that have not yet signed the Treaty to sign and ratify it as soon as possible and to refrain from acts that would defeat its object and purpose in the meanwhile; (b) Calls upon all States that have signed but not yet ratified the Treaty, in particular those whose ratification is needed for its entry into force, to accelerate their ratification processes with a view to their early successful conclusion; 2. Urges all States to sustain the momentum generated by the Conference by continuing to remain seized of the issue at the highest political level; 3. Welcomes the contributions by States signatories to the work of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, in particular to its efforts to ensure that the Treaty's verification regime will be capable of meeting the verification requirements of the Treaty at entry into force, in accordance with article IV of the Treaty; 4. Urges States to maintain their moratoria on nuclear weapon test explosions or any other nuclear explosions; 5.
