79/290. Cooperation between the United Nations and the Association of
Southeast Asian Nations
The General Assembly,
Recalling the aims and purposes of the Association of Southeast Asian Nations,
as enshrined in the Bangkok Declaration of 8 August 1967, 1 in particular the
maintenance of close and beneficial cooperation with existing international and
regional organizations with similar aims and purposes,
Noting the purposes and principles enshrined in the Charter of the Association of
Southeast Asian Nations, which came into force on 15 December 2008,2 particularly
on upholding the Charter of the United Nations and international law,
Noting with satisfaction that the activities of the Association of Southeast Asian
Nations are consistent with the purposes and principles of the United Nations,
Recalling all previous resolutions on cooperation between the United Nations
and the Association of Southeast Asian Nations,3
Recalling also the fiftieth anniversary of the Association of Southeast Asian
Nations in 2017, under the chairmanship of the Philippines, and its resolution 71/317
of 19 July 2017 on the commemoration of the fiftieth anniversary of the Association
of Southeast Asian Nations,
Recalling further the seventy-fifth anniversary of the United Nations in 2020,
during which States Members of the United Nations strongly reaffirmed their
commitment to reinvigorated multilateralism to tackle global challenges and

strengthen United Nations partnership with regional and subregional organizations,
and welcoming continued commitments and efforts by the Association of Southeast
Asian Nations to uphold multilateralism and the rule of law,
Welcoming the fifty-seventh anniversary of the Association of Southeast Asian
Nations in 2024, under the chairmanship of the Lao People’s Democratic Republic,
under the theme “Enhancing connectivity and resilience”,
Commending the contribution of the Comprehensive Partnership between the
Association of Southeast Asian Nations and the United Nations, which marked its
tenth anniversary in 2021, to the realization of their common goals for peace, stability
and sustainable development, and noting with satisfaction the progress of the
implementation of the Plan of Action to Implement the Joint Declaration on
Comprehensive Partnership between the United Nations and the Association of
Southeast Asian Nations (2021–2025), with 135 out of 140, or 96 per cent, of its action
lines having been addressed as of September 2024,
Welcoming the participation of the Association of Southeast Asian Nations in
the high-level meetings between the United Nations and regional organizations, as
well as the collaboration between the Association of Southeast Asian Nations and the
Economic and Social Commission for Asia and the Pacific and other relevant United
Nations entities to promote dialogue and cooperation among regional organizations
in Asia and the Pacific,
Recalling the First to Fourteenth Summits of the Association of Southeast Asian
Nations and the United Nations and the commitment of the leaders of the Association
of Southeast Asian Nations and the Secretary-General of the United Nations to further
deepen their comprehensive partnership,
Acknowledging the work of the Association of Southeast Asian Nations in the
area of peacekeeping through its Peacekeeping Centres Network, the Association of
Southeast Asian Nations Regional Forum Peacekeeping Experts’ Meeting and the
Association of Southeast Asian Nations Defence Ministers’ Meeting Plus Experts’
Working Group on Peacekeeping Operations, which focuses primarily on capacity-
building both for policy and operational aspects and also promotes the advancement
of the women and peace and security agenda, as well as the youth, peace and security
agenda,
Recognizing the continued significance of the Beijing Declaration and Platform
for Action adopted at the Fourth World Conference on Women 4 and Security Council
resolution 1325 (2000) of 31 October 2000 on women and peace and security, which
will mark its twenty-fifth anniversary in 2025, as well as Security Council resolution
2538 (2020) of 28 August 2020 on bolstering women’s full, effective and meaningful
participation in peacekeeping at all levels and in all positions,
Welcoming in this regard efforts and commitments by the Association of
Southeast Asian Nations to achieve gender equality and the empowerment of all
women and girls and to advance the women and peace and security agenda, and
welcoming also the successful convening of the third Association of Southeast Asian
Nations Women Leaders’ Summit in Vientiane on 23 August 2024, guided by the
theme “Strengthening the care economy and resilience towards the Association of
Southeast Asian Nations Community post-2025”, during which the Association of
Southeast Asian Nations Commission on the Promotion and Protection of the Rights
of Women and Children launched the Association of Southeast Asian Nations

Guidelines for Developing National Standard Operating Procedures for a Coordinated
Response to Violence against Women and Girls,
Noting with appreciation the progress made in the implementation of the
Framework Agreement for Cooperation between the Association of Southeast Asian
Nations and the United Nations Children’s Fund, which has contributed significantly
in promoting and protecting the rights of women and children, and noting further the
strengthening of the social service workforce in the region through the
implementation of the Road Map for the Implementation of the Hanoi Declaration on
Strengthening Social Work for Cohesive and Responsive Association of Southeast
Asian Nations Community,
Noting with appreciation also the continued partnership of the United Nations
in building disaster resilience among the States members of the Association of
Southeast Asian Nations, including through the implementation of the Association of
Southeast Asian Nations-United Nations Joint Strategic Plan of Action on Disaster
Management IV (2021–2025), which contributes to the strengthening of the capacity
of the Association in risk monitoring and analysis, prevention and mitigation,
preparedness and response and recovery, while also promoting its global leadership
in disaster management, and which includes assistance to the Association of Southeast
Asian Nations Coordinating Centre for Humanitarian Assistance on Disaster
Management, in line with the Association of Southeast Asian Nations Agreement on
Disaster Management and Emergency Response Work Programme for 2021–2025,
Taking note of the report of the Secretary-General,5
Acknowledging that the Association of Southeast Asian Nations has consistently
placed high priority on achieving the 2030 Agenda for Sustainable Development 6 and
underscored its complementarities with implementing the Association of Southeast
Asian Nations Community Vision 2025 in uplifting the lives of people in the
Association of Southeast Asian Nations region through various initiatives, including the
Complementarities Initiative and the Complementarities Road Map (2020–2025), the
annual High-level Brainstorming Dialogue on Enhancing Complementarities between
the Community Vision 2025 and the 2030 Agenda for Sustainable Development, the
annual Association of Southeast Asian Nations Forum on the Sustainable Development
Goals with National Development Planning Agencies and the Association of Southeast
Asian Nations Centre for Sustainable Development Studies and Dialogue,
Welcoming progress in the implementation of the Kuala Lumpur Declaration on
the Association of Southeast Asian Nations 2025: Forging Ahead Together and its
three Community Blueprints, as well as the undertaking of the three End-term
Reviews of the Implementation of the Community Blueprints 2025, and looking
forward to the early completion of the End-term Reviews in order to draw lessons and
best practices for the future implementation of the Strategic Plans,
Noting with satisfaction the progress of the Initiative for the Association of
Southeast Asian Nations Integration Work Plan IV (2021–2025) and the Master Plan
on Association of Southeast Asian Nations Connectivity 2025, agreeing to explore
opportunities for joint cooperation and technical training programmes that would help
to build capacity, narrow the development gaps within and among States members of
the Association of Southeast Asian Nations, and continue to address the development
disparities to achieve a more balanced and inclusive regional development by
accelerating the implementation of the Initiative for Integration Work Plan IV (2021–
2025) and the Master Plan on Connectivity 2025, and looking forward to the
development of their successor documents,

Recognizing the efforts of the Association of Southeast Asian Nations to
strengthen its institutions, and in this regard recalling the establishment of the
Association of Southeast Asian Nations Community on 31 December 2015,
1.
Welcomes the progress in the implementation of the Association of
Southeast Asian Nations Community Vision 2025, which will ensure lasting peace
and stability, sustained economic growth, shared prosperity and social progress in the
region, and looks forward to the adoption of the Association of Southeast Asian
Nations Community Vision 2045 and its Strategic Plans, which will chart out the
future direction of the Association towards a resilient, innovative, dynamic and
people-centred Association of Southeast Asian Nations in 2045;
2.
Reaffirms the commitment of the United Nations and the Association of
Southeast Asian Nations to further strengthening their partnership, as described in the
Joint Declaration on Comprehensive Partnership between the Association of
Southeast Asian Nations and the United Nations, issued on 19 November 2011, and
to ensuring effective implementation of their current Plan of Action (2021–2025),
looks forward to the adoption of the successor Plan of Action (2026–2030), and
underscores the importance of strengthening institutional cooperation between the
Association of Southeast Asian Nations and the United Nations, including through the
United Nations liaison presence in Jakarta;
3.
Encourages the United Nations, including the Economic and Social
Commission for Asia and the Pacific and other relevant United Nations entities, to
continue to work closely with the Association of Southeast Asian Nations in
implementing the 2030 Agenda for Sustainable Development and the Association of
Southeast Asian Nations Community Vision 2025 as well as the upcoming Community
Vision 2045, to promote complementarities and partnership between the two to ensure
that regional integration efforts in the Association of Southeast Asian Nations reinforce
the attainment of the Sustainable Development Goals and vice versa, especially
through implementation of the Complementarities Initiative and its five priority areas
of poverty eradication, infrastructure and connectivity, sustainable management of
natural resources, sustainable consumption and production, and resilience and
capacity-building, and through the successor Post-2025 Complementarities Initiative;
4.
Welcomes the collaboration between the United Nations and the
Association of Southeast Asian Nations Centre for Sustainable Development Studies
and Dialogue in Thailand in order to encourage research and studies, build capacities
of States members of the Association of Southeast Asian Nations as well as support
dialogue and enhance cooperation on sustainable development between the
Association of Southeast Asian Nations and its external partners, including the United
Nations and its relevant entities;
5.
Encourages collaboration between the United Nations and the Association
of Southeast Asian Nations to advance education for sustainable development by
addressing the needs of children and youth, including those out of school, enhancing
access to quality education, enhancing cooperation in technical and vocational
education and training, promoting youth engagement and sports for development, and
fostering a culture of lifelong learning through initiatives aligned with the 2030
Agenda for Sustainable Development and human development priorities;
6.
Also encourages continued efforts to resume the convening of annual
meetings of the President of the General Assembly, the Secretary-General of the
United Nations, the Ministers for Foreign Affairs of the States members of the
Association of Southeast Asian Nations and the Secretary-General of the Association
of Southeast Asian Nations, with a view to further enhancing the Association of
Cooperation between the United Nations and the Association of
Southeast Asian Nations

Southeast Asian Nations-United Nations Comprehensive Partnership, including by
reviewing, overseeing and directing the implementation of the present resolution;
7.
Recognizes the significant contributions of the Association of Southeast
Asian Nations in strengthening its centrality, which serves as a cornerstone for
regional stability and prosperity, and a pillar for international peace and security;
8.
Welcomes the commitment of the Association of Southeast Asian Nations
to promoting the Association of Southeast Asian Nations Outlook on the Indo-Pacific
with a view to enhancing the Association of Southeast Asian Nations Community-
building process and strengthening and complementing cooperation of the
Association with its partners;
9.
Encourages the United Nations and the Association of Southeast Asian
Nations to continue to hold regular meetings of senior officials, ministerial meetings
and summits, and in this regard welcomes the convening of the Fourteenth Summit of
the Association of Southeast Asian Nations and the United Nations in Vientiane on
11 October 2024;
10. Encourages the United Nations to strengthen cooperation with the relevant
Association of Southeast Asian Nations sectoral bodies through Association of
Southeast Asian Nations-led mechanisms, including through exchanges of relevant
experiences, information, best practices, lessons learned and capacity-building, based
on mutual respect, as appropriate;
11.
Reaffirms the importance of enhancing regional security and cooperation
and the peaceful settlement of disputes to promote peace, stability and prosperity, in
accordance with international law, the Charter of the United Nations and the Charter
of the Association of Southeast Asian Nations, as well as the Treaty of Amity and
Cooperation in Southeast Asia;7
12. Supports the convening of workshops, seminars and regional capacity-
building programmes between the Association of Southeast Asian Nations and the
United Nations to promote dialogue on regional and global security issues, including
conflict prevention, preventive diplomacy, disarmament and non‑proliferation,
cybersecurity, peacekeeping operations, transnational organized crime, including but
not limited to illicit trafficking in wildlife and timber, counter-terrorism and the
prevention of violent extremism as and when conducive to terrorism, based on mutual
trust, shared interests and mutual respect;
13. Encourages cooperation between the United Nations and the Association
of Southeast Asian Nations to exchange expertise, best practices, lessons learned and
experiences and promote capacity-building in countering terrorism and radicalization
to terrorism and in preventing violent extremism as and when conducive to terrorism,
inter alia through the provision of United Nations technical support under the
coordination of the Office of Counter-Terrorism in support of the implementation of
the Association of Southeast Asian Nations Convention on Counter-Terrorism, the
Association of Southeast Asian Nations Plan of Action to Prevent and Counter the
Rise of Radicalisation and Violent Extremism (2018–2025) and its corresponding
cross-sectoral Bali Work Plan as well as the succeeding guiding documents, and
supports the efforts of the Association in addressing the growing threats of
transnational organized crime and cross-border challenges, which require
comprehensive approaches, including through effective regional cooperation, in order
to foster a more secure, interconnected and prosperous Association of Southeast Asian
Nations community;

14. Also encourages cooperation between the United Nations and the
Association of Southeast Asian Nations in the field of human rights, particularly
through the Association of Southeast Asian Nations Intergovernmental Commission
on Human Rights and the Association of Southeast Asian Nations Commission on the
Promotion and Protection of the Rights of Women and Children, based on the
Association of Southeast Asian Nations Human Rights Declaration, the Association
of Southeast Asian Nations Leaders’ Declaration on the Association of Southeast
Asian Nations Human Rights Dialogue, the Universal Declaration of Human Rights 8
and other international human rights instruments and mechanisms to which all of the
States members of the Association of Southeast Asian Nations are Parties, and in this
regard takes note of the convening of the first Association of Southeast Asian Nations
Intergovernmental Commission on Human Rights–United Nations Dialogue on
Human Rights in Geneva from 27 to 29 September 2023;
15. Acknowledges the importance of maritime cooperation, including maritime
security cooperation, between the United Nations and the Association of Southeast
Asian Nations, including in the form of training workshops and the exchange of
relevant experiences, information, best practices and lessons learned, to further
promote the rule of law and the implementation of relevant international law,
including the United Nations Convention on the Law of the Sea, 9 and other
international instruments, and underscores the need to further strengthen such
cooperation in order to address related issues and challenges;
16. Reiterates the importance of fostering regional integration and
enhancement of connectivity in the South-East Asian region and their potential
contribution to regional and global peace, prosperity and sustainable development,
and in this regard encourages cooperation between the Association of Southeast Asian
Nations and the United Nations to narrow the development gap within and among the
States members of the Association of Southeast Asian Nations by accelerating the
implementation of the Initiative for the Association of Southeast Asian Nations
Integration Work Plan IV (2021–2025) and its successor document, and also
encourages support by the United Nations in the implementation of the Master Plan
on Association of Southeast Asian Nations Connectivity 2025 and the Association of
Southeast Asian Nations Connectivity Post-2025 Strategic Plan;
17. Welcomes the progress of the Association of Southeast Asian Nations in
implementing its Economic Community Blueprint 2025 and developing the
forthcoming Association of Southeast Asian Nations Economic Community Strategic
Plan(s), and encourages further strengthening of cooperation between the United
Nations and the Association of Southeast Asian Nations in deepening regional and
global economic integration through joint initiatives, cooperation, technical
assistance, capacity-building and advisory services in areas such as sustainability,
including carbon neutrality, circular economy and blue economy; energy; mining;
food security; digital economy, including e-commerce and paperless trading;
intellectual property rights; investment; global value chain; science, technology and
innovation; development of micro-, small and medium-sized enterprises and start-ups
and their participation in global supply chains; public-private partnership; financial
inclusion; and regulatory frameworks;
18. Acknowledges the cooperation between the Economic and Social
Commission for Asia and the Pacific and the secretariat of the Association of
Southeast Asian Nations in co-publishing the reports on digital and sustainable trade
facilitation in the Association of Southeast Asian Nations in 2021 and 2023, and

encourages continued partnership in advancing digital trade and e-commerce in the
coming years, which highlight the efforts and progress of the Association in
simplifying and digitalizing trade procedures, acknowledging the crucial role played
by paperless trade facilitation in reducing vulnerabilities in global supply chains and
mitigating overall trade costs;
19. Encourages continued collaboration and partnership between the United
Nations and the Association of Southeast Asian Nations in strengthening cooperation
in the food, agriculture and forestry sectors, inter alia by enhancing technical
assistance in the fields of food and sustainable and effective water resource
management and sustainable, circular and smart agriculture, enhancing regenerative
agriculture and forestry resilience to the adverse impact of climate change, promoting
nature-based solutions and decarbonization efforts, promoting digitalization in
agriculture sectors, advancing sustainable forest management and forest landscape
restoration and reforestation initiatives, and fostering public-private partnership and
agricultural cooperation;
20. Welcomes efforts to promote the sustainability agenda of the Association
of Southeast Asian Nations through a comprehensive combination of strategy and
frameworks, including the Association of Southeast Asian Nations Strategy for
Carbon Neutrality, the Framework for Circular Economy for the Association of
Southeast Asian Nations Economic Community and renewable energy initiatives such
as the Association of Southeast Asian Nations Power Grid and the Association of
Southeast Asian Nations Blue Economy Framework, in achieving, inter alia,
decarbonization, establishing green value chains and circular economy supply chains,
leveraging sustainable finance and investment, harnessing the potential of the blue
economy, and empowering businesses to transition towards greener practices, as
reflected in the Association of Southeast Asian Nations Leaders’ Declaration on
Developing a Regional Electric Vehicle Ecosystem;
21. Recognizes the ongoing progress of the support by the United Nations
Development Programme for the Association of Southeast Asian Nations that focuses
on innovation and blue priority sectors, including three components: (a) the Blue
Innovation Challenge; (b) the Blue Incubation Programme; and (c) Blue Business
Matchmaking;
22. Encourages closer cooperation between the United Nations and the
Association of Southeast Asian Nations in the area of tourism, in particular to promote
sustainable and inclusive tourism and capacity-building programmes in the tourism
sector, acknowledging the value of tourism as a driver of socioeconomic growth and
development;
23. Also encourages enhanced collaboration on sustainable minerals
development, including support for the implementation of the Association of
Southeast Asian Nations Principles on Sustainable Minerals Development adopted by
the Association of Southeast Asian Nations Ministerial Meeting on Minerals in
November 2023 and the Association of Southeast Asian Nations Minerals
Development Vision and its action plan;
24. Further encourages continued partnership of the United Nations in the
Association of Southeast Asian Nations Smart Cities Network and the implementation
of the Association of Southeast Asian Nations Sustainable Urbanisation Strategy,
which is part of the integration efforts of the Association of Southeast Asian Nations
that synergize development efforts, promote greater cooperation among member
cities, the private sector and external partners, spearhead smart city development and
sustainable urbanization, with the goal of improving the lives of the citizens of the
States members of the Association of Southeast Asian Nations by using technology

and digital infrastructure as enablers, and facilitate the implementation of the 2030
Agenda and its Sustainable Development Goals;
25. Encourages strengthened collaboration between the United Nations and
the Association of Southeast Asian Nations in rural development through
empowerment of rural communities and facilitating collaboration among villages, to
accelerate poverty eradication and ensure food security in the region;
26. Also encourages efforts to develop effective partnerships and promote
closer cooperation between the United Nations and the Association of Southeast Asian
Nations in peacekeeping, peacebuilding and sustaining peace, by engaging in joint
peacekeeping and peacebuilding-related activities and training under the Plan of
Action (2021–2025), increasing women’s participation in peace processes, in line
with the implementation of the Joint Statement on Promoting Women, Peace and
Security in the Association of Southeast Asian Nations, and pursuing the United
Nations triangular partnership project among participating States members of the
Association of Southeast Asian Nations, and in the context of the Action for
Peacekeeping initiative and Action for Peacekeeping Plus;
27. Welcomes efforts to promote mine action at the global level, including at
the United Nations, and encourages collaboration between the United Nations and the
Association of Southeast Asian Nations Regional Mine Action Centre, including the
sharing of expertise and best practices, training and capacity-building activities, in
addressing the humanitarian aspects of landmines and explosive remnants of war;
28. Encourages closer cooperation on disaster risk reduction, emergency
response and management between the United Nations and the Association of
Southeast Asian Nations in order to ensure an effective response to and management
of natural disasters, strengthen climate change adaptation measures and build
resilience to disasters, including by enhancing risk financing and insurance, through
the implementation of the Association of Southeast Asian Nations-United Nations
Joint Strategic Plan of Action on Disaster Management (2021–2025), and to enhance
the capacity of and technical support to relevant Association of Southeast Asian
Nations initiatives and centres through the Economic and Social Commission for Asia
and the Pacific and the United Nations Office for Disaster Risk Reduction Regional
Office for Asia and the Pacific, and to realize the vision of the Association of
Southeast Asian Nations to be a global leader in disaster management;
29. Also encourages continued collaboration between the United Nations and
the Association of Southeast Asian Nations in enhancing pandemic prevention,
preparedness and response capabilities, including in the operationalization of the
Association of Southeast Asian Nations Centre for Public Health Emergencies and
Emerging Diseases, which is poised to serve as a regional hub to bolster prevention,
preparedness and response efforts and ensure the region’s resilience against future
health threats, underscoring the importance of coordinated action to safeguard public
health and regional stability;
30. Further encourages closer cooperation on the culture of peace agenda
between the United Nations and the Association of Southeast Asian Nations, including
through the six thrusts of the 2017 Association of Southeast Asian Nations
Declaration on Culture of Prevention for a Peaceful, Inclusive, Resilient, Healthy and
Harmonious Society;
31. Encourages closer collaboration between the United Nations and the
Association of Southeast Asian Nations to promote culture as an enabler of
sustainable development, promote cooperation in the protection, preservation and
safeguarding of tangible and intangible cultural heritage, promote the advancement

of creative industries, and promote awareness of mutual understanding and
appreciation of cultural diversity;
32. Also encourages cooperation and collaborative efforts between the United
Nations and the Association of Southeast Asian Nations in addressing environmental
sustainability, climate change and biodiversity conservation, including through the
Association of Southeast Asian Nations Centre for Biodiversity, as well as the
Association of Southeast Asian Nations Centre for Climate Change in Brunei
Darussalam, once established, and the protection, restoration and sustainable use of
terrestrial, coastal and marine ecosystems, including the prevention and reduction of
marine plastic debris;
33. Further encourages cooperation and collaborative efforts between the
United Nations and the Association of Southeast Asian Nations in promoting decent
work for all, including protection of migrant workers, skills recognition, skills
development including digital and green skills, social protection, occupational safety
and health, green jobs and inclusive employment, and in enhancing labour standards
through effective labour inspection, labour market information systems, social
dialogue and mainstreaming a gender perspective, with cooperation continuing to
support regional studies, workshops and other activities of mutual interest;
34. Encourages the continued conduct of the two organizations’ secretariat-to-
secretariat meeting to review the implementation of their Plan of Action (2021–2025),
noting the most recent meeting, held on the sidelines of the seventy-ninth session of
the General Assembly, in New York on 25 September 2024, and further encourages
the frequent exchange of information between sectoral desk officers of the two
Secretariats on programmes, activities and projects to explore potential partnerships
in areas of mutual interest;
35. Requests the Secretary-General to submit to the General Assembly, at its
eighty-first session, a report on the implementation of the present resolution;
36. Decides to include in the provisional agenda of its eighty-first session,
under the item entitled “Cooperation between the United Nations and regional and
other organizations”, the sub-item entitled “Cooperation between the United Nations
and the Association of Southeast Asian Nations”.
