79/332. Cooperation between the United Nations and the Shanghai
Cooperation Organization
The General Assembly,
Recalling that one of the objectives of the United Nations is to achieve
cooperation in maintaining international peace and security and solving international
problems of an economic, social, cultural or humanitarian character,
Recalling also the Articles of the Charter of the United Nations that encourage
activities on the basis of regional cooperation to promote the goals and objectives of
the United Nations,
Recalling further its resolution 59/48 of 2 December 2004, by which it granted
observer status to the Shanghai Cooperation Organization,
Recalling its resolutions 64/183 of 18 December 2009, 65/124 of 13 December
2010, 67/15 of 19 November 2012, 69/11 of 11 November 2014, 71/14 of
21 November 2016, 73/334 of 30 August 2019, 75/268 of 25 March 2021 and 77/338
of 1 September 2023 on cooperation between the United Nations and the Shanghai
Cooperation Organization,
Recalling also the Joint Declaration on Cooperation between the Secretariats of
the United Nations and the Shanghai Cooperation Organization, dated 5 April 2010,
Noting that the Shanghai Cooperation Organization is committed to act
consistently with the purposes and principles of the Charter of the United Nations,
Noting also that the Shanghai Cooperation Organization has become an essential
regional organization for addressing security in the region in all its dimensions,
including in cooperation with relevant regional organizations,

Recognizing that interaction within the Shanghai Cooperation Organization can
serve as a basis for forming an equal and indivisible security architecture in Eurasia,
as affirmed in the Astana Declaration of the Council of Heads of State of the Shanghai
Cooperation Organization of 4 July 2024,
Taking into account the commitment of the States members of the Shanghai
Cooperation Organization to pursue the implementation of the goals outlined in the
2030 Agenda for Sustainable Development, 1 and welcoming the decision of the
Shanghai Cooperation Organization to designate 2025 as the Year of Sustainable
Development,
Recalling the commitment of the States members of the Shanghai Cooperation
Organization to achieve a pacific settlement of regional disputes under Chapter VIII
of the Charter of the United Nations,
Recognizing the efforts of the States members of the Shanghai Cooperation
Organization, upholding the “Shanghai spirit”, to build the region of the Shanghai
Cooperation Organization into a region of lasting peace, friendship, prosperity and
harmony, in accordance with the Treaty on Long-term Good-neighbourliness,
Friendship and Cooperation among the States members of the Shanghai Cooperation
Organization,2
Recalling that, in its resolution 77/338, it noted the aspiration of the States
members of the Shanghai Cooperation Organization to promote stability and the
maintenance of international peace and security, and noting in this regard the meetings
of the Council of Heads of State of the Shanghai Cooperation Organization, including
the twenty-fourth meeting, held in Astana, Kazakhstan, on 4 July 2024,
Welcoming the series of events held by the States members of the Shanghai
Cooperation Organization to commemorate the eightieth anniversary of the founding
of the United Nations and the eightieth anniversary of the victory of the Second World
War,
Welcoming also the commitment of States Party to the Treaty on the
Non‑Proliferation of Nuclear Weapons 3 that are States members of the Shanghai
Cooperation Organization to comply fully with the Treaty, including in Central Asia,
while reaffirming the inalienable right of States Party to the Treaty to develop
research, production and use of nuclear energy for peaceful purposes without
discrimination and in conformity with articles I and II of the Treaty,
Recognizing the efforts of the States members of the Shanghai Cooperation
Organization to promote counter-terrorism cooperation, including through the
Regional Anti-Terrorist Structure, and welcoming in this regard the protocol on
cooperation between the Regional Anti-Terrorist Structure of the Shanghai
Cooperation Organization and the United Nations Office on Drugs and Crime, signed
on 22 July 2012, noting the cooperation between the Regional Anti-Terrorist Structure
of the Shanghai Cooperation Organization and the Office of Counter-Terrorism,
including the United Nations Counter-Terrorism Centre, in implementing the United
Nations Global Counter-Terrorism Strategy, 4 and the cooperation between the
Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization and the
Counter-Terrorism Committee Executive Directorate, and noting the Memorandum of
Understanding on cooperation between these two entities signed on 25 March 2019,

Recognizing also the role of the Shanghai Cooperation Organization in
combating drugs, based on the outcome of the thirtieth special session of the General
Assembly on the world drug problem, held in New York from 19 to 21 April 2016,5
and encouraging the Shanghai Cooperation Organization to continue such cooperation
in this field,
Recalling the signing of the Memorandum of Understanding between the
secretariat of the Shanghai Cooperation Organization and the United Nations Office
on Drugs and Crime in June 2011 with a view to effectively addressing, in cooperation
with relevant international and regional actors, the production of and trade and
trafficking in drugs, and welcoming the further cooperation of the Shanghai
Cooperation Organization and the Office,
Noting the improved quality of the dynamics of cooperation among the States
members of the Shanghai Cooperation Organization, as well as the further
enhancement of the potential and role of the Shanghai Cooperation Organization in
the international arena as a multilateral mechanism, and in this regard welcoming the
convening of the meetings of the Council of Heads of State of the Shanghai
Cooperation Organization, including the twenty-first meeting, held in Dushanbe on
16 and 17 September 2021, the twenty-second meeting, held in Samarkand on 15 and
16 September 2022, the twenty-third meeting, held under the chairmanship of India
on 4 July 2023 in video format, and the first meeting held in the Shanghai Cooperation
Organization Plus format in Astana on 4 July 2024,
Taking note of the initiatives of the Shanghai Cooperation Organization, as well
as the efforts of others, to address security of and in the use of information and
communications technologies, and recognizing the need for further discussions in
relevant forums,
Acknowledging the role of initiatives at the regional level in supporting
sustainable development and the need to foster an open, fair and inclusive
environment for development and cooperation worldwide, and in this regard recalling
the initiative “On World Unity for a Just Peace, Harmony and Development”, 6
introduced by Kazakhstan during its chairmanship at the Shanghai Cooperation
Organization Plus summit, held in Astana on 4 July 2024, and endorsed by a decision
of the Council of Heads of State of the Shanghai Cooperation Organization, which
the Shanghai Cooperation Organization members recognized as an important
contribution to global efforts to advance the formation of a more representative,
democratic, just and multipolar world order based on the purposes and principles of
the Charter of the United Nations and international law, with the central coordinating
role of the United Nations, and which advocates ensuring equal opportunities for the
development of all States regardless of their geographical location, territorial size,
demographic, military and resource potential, and political, economic and social
structure,
Noting the signing of the Memorandum of Understanding between the
secretariat of the Shanghai Cooperation Organization and the secretariat of the United
Nations Economic and Social Commission for Asia and the Pacific in September 2022
aimed at enhancing cooperation in trade, transport, energy, and information and
communications technology connectivity,
Welcoming the signing of the Memorandum of Understanding on cooperation
between the secretariat of the Shanghai Cooperation Organization and the United
Nations Educational, Scientific and Cultural Organization in September 2022 with the

goal of strengthening peace, sustainable development and intercultural dialogue by
means of developing cooperation in education, science, culture, communication and
information,
Welcoming also the signing in February 2024 of the Memorandum of
Understanding between the secretariat of the Shanghai Cooperation Organization and
the United Nations Environment Programme to develop collaboration on the
preservation of biological diversity, adaptation to climate change and the mitigation
of its consequences, the reduction of environmental pollution and the development of
ecological tourism,
Welcoming further the renewal in October 2024 of the Memorandum of
Understanding between the secretariat of the Shanghai Cooperation Organization and
the Food and Agriculture Organization of the United Nations to continue cooperation
on sustainable rural development, ensuring food security, and digital agriculture,
Noting the decision adopted on 4 July 2024 in Astana by the Council of Heads
of State of the Shanghai Cooperation Organization to grant Belarus the status of a
State member of the Shanghai Cooperation Organization,
Recognizing the efforts of the Shanghai Cooperation Organization to promote
cooperation with other regional organizations, including the Collective Security
Treaty Organization, the Commonwealth of Independent States, the Association of
Southeast Asian Nations, the Conference on Interaction and Confidence-building
Measures in Asia, the Economic Cooperation Organization, the Eurasian Economic
Union7 and the League of Arab States,8 as well as with the International Committee
of the Red Cross,
Taking into consideration the fact that countries with economies in transition
are among the members of the Shanghai Cooperation Organization, and in this regard
recalling its resolution 61/210 of 20 December 2006, in which it proposed that the
United Nations system enhance dialogue with regional and subregional cooperation
organizations whose membership includes countries with economies in transition and
increase support provided to them,
Convinced that strengthening cooperation between the United Nations and other
organizations of the United Nations system and the Shanghai Cooperation
Organization helps to promote the goals and objectives of the United Nations,
Welcoming the final settlement of the territorial and State border issues achieved
by Kyrgyzstan and Uzbekistan and by Kyrgyzstan and Tajikistan, in full compliance
with the norms of international law and the Charter of the United Nations and in the
interests of maintenance of regional peace, stability and security, and recognizing the
particular significance of the signed treaty as a valuable contribution to peace,
security and stability within the Shanghai Cooperation Organization’s space,
Welcoming also the Shanghai Cooperation Organization Tianjin Summit, held
on 31 August and 1 September 2025 under the chairmanship of China, and the Tianjin
Declaration of the Council of Heads of State of the Shanghai Cooperation
Organization,
Welcoming further the assumption of the chairmanship by Kyrgyzstan for the
2025–2026 term,

Acknowledges the constructive role of the Shanghai Cooperation
Organization in securing peace and sustainable development, advancing regional
cooperation and strengthening good-neighbourliness and mutual trust, and notes the
activities of the Shanghai Cooperation Organization aimed at strengthening peace,
security and stability in the region, countering terrorism, drug trafficking and other
types of criminal activity of a transnational character and promoting regional
cooperation in various areas such as trade and economic development, energy,
transportation, agriculture and agro-industry, the regulation of migration, banking and
finances, information and telecommunications, science and new technology, start-ups
and innovation, the digital economy, customs, education, public health, traditional
medicine, environmental protection and reducing the danger of natural disasters, as
well as in other related areas;

Emphasizes the importance of strengthening dialogue, cooperation and
coordination between the United Nations system and the Shanghai Cooperation
Organization, and proposes that the Secretary-General, for this purpose, continue to
hold regular consultations with the Secretary-General of the Shanghai Cooperation
Organization through the existing inter-agency forums and formats, including the
high-level interactive dialogue of the Secretary-General of the United Nations with
the heads of the regional organizations and other organizations;
3.
Proposes that the specialized agencies, organizations, programmes and
funds of the United Nations system cooperate with the Shanghai Cooperation
Organization with a view to jointly implementing programmes to achieve their goals,
and in this regard recommends that the heads of such entities continue consultations
with the Secretary-General of the United Nations;
4.
Requests the Secretary-General to submit to the General Assembly at its
eighty-first session a report on the implementation of the present resolution;
5.
Decides to include in the provisional agenda of its eighty-first session,
under the item entitled “Cooperation between the United Nations and regional and
other organizations”, the sub-item entitled “Cooperation between the United Nations
and the Shanghai Cooperation Organization”.
