International Day against Colonialism in All Its Forms and Manifestations The General Assembly, Reaffirming the purposes and principles of the Charter of the United Nations, Recalling the perennial validity of its resolutions 1514 (XV) of 14 December 1960, containing the Declaration on the Granting of Independence to Colonial Countries and Peoples, 1541 (XV) of 15 December 1960, containing the principles which should guide Members in determining whether or not an obligation exists to transmit the information called for under Article 73 e of the Charter, and 2625 (XXV) of 24 October 1970, containing the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations, and recalling also its resolutions on the International Decades for the Eradication of Colonialism, Expressing concern that, more than 60 years after the adoption of the Declaration on the Granting of Independence to Colonial Countries and Peoples, the provisions contained in the Declaration have not been fully implemented, Recognizing how little is known about the 500-year-long period of colonialism, the transatlantic slave trade and its lasting consequences, felt throughout the world, and condemning in the strongest terms the crimes committed during the colonial era, Reaffirming that the continued existence of colonialism in all its forms and manifestations is incompatible with the Charter of the United Nations, the Declaration on the Granting of Independence to Colonial Countries and Peoples and the Universal Declaration of Human Rights 1 and prevents the development of international _______________ 1 Resolution 217 A (III). A/RES/80/106 International Day against Colonialism in All Its Forms and Manifestations 25-20110 2/3 economic cooperation, impedes social, cultural and economic development and goes against the United Nations ideal of universal peace, Noting the increasing willingness and emerging practice to address the continuing impacts of, inter alia, colonialism, through a plurality of measures and reparatory justice, including formal apologies, truth-telling processes, reconciliation in various forms and, where appropriate, the pursuit of reparations, Recognizing that the eradication of colonialism has been and continues to be one of the priorities of the United Nations, particularly for the Fourth International Decade for the Eradication of Colonialism, Solemnly proclaiming the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations, and reaffirming its determination to implement the Declaration on the Granting of Independence to Colonial Countries and Peoples and all its subsequent resolutions and decisions, and to take all necessary steps in this regard, Reaffirming that any attempt aimed at the partial or total disruption of the national unity and the territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations, Urging in this regard the full and expeditious implementation of the relevant General Assembly resolutions and decisions, and reiterating the determination of the United Nations and the international community to fulfil their promise of equal rights and self-determination of peoples subject to foreign subjugation, domination and exploitation, as well as of freedom and justice, as contained in the Charter of the United Nations, 1. Decides to proclaim, in line with both the spirit and the letter of the Declaration on the Granting of Independence to Colonial Countries and Peoples 2 and the principles enshrined in the Charter of the United Nations, 14 December as the International Day against Colonialism in All Its Forms and Manifestations, to be observed annually beginning in 2025; 2. Requests the Secretary-General to bring the present resolution to the attention of all Member States, organizations of the United Nations system and other international and regional organizations, as well as civil society; 3. Also requests the Secretary-General to take the necessary measures and arrangements for the United Nations to commemorate and promote the International Day; 4. Invites all Member States and observers of the United Nations, organizations of the United Nations system and other international and regional organizations, as well as civil society, to observe the International Day in an appropriate manner; 5. Requests the President of the General Assembly to organize, on 18 December 2025, a one-day high-level plenary meeting of the General Assembly to commemorate the sixty-fifth anniversary of the Declaration on the Granting of Independence to Colonial Countries and Peoples, with the participation of Member States and observers, as well as of the President of the General Assembly, the President of the Economic and Social Council and the Secretary-General, as part of activities to mark the observance of the International Day for the first time; 6. Invites the President of the General Assembly to organize, each 14 December thereafter, should it not fall on a weekend, an informal plenary meeting _______________ 2 Resolution 1514 (XV). International Day against Colonialism in All Its Forms and Manifestations A/RES/80/106 3/3 25-20110 of the General Assembly to commemorate and promote the International Day, with the participation of Member States and observers, as well as of the President of the General Assembly, the President of the Economic and Social Council and the Secretary-General; 7. Stresses that the cost of all activities that may arise from the implementation of the present resolution should be met from voluntary contributions; 8. Decides to include in the provisional agenda of its eighty-first session the item entitled “Eradicating colonialism in all its forms and manifestations” and to consider it on an annual basis thereafter, in order to continue to advance discussions on this matter. 55th plenary meeting 5 December 2025
