Strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chornobyl disaster The General Assembly, Reaffirming its resolution 77/288 of 16 May 2023, Reaffirming also its resolution 68/99 of 13 December 2013 on the strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chornobyl disaster, as well as its other relevant resolutions, on the closure of the Chornobyl nuclear power plant of Ukraine, and taking note of the decisions adopted by the relevant United Nations bodies, the specialized agencies and other organizations of the United Nations system in the implementation of those resolutions, Recognizing the still-persistent serious long-term consequences of the Chornobyl disaster, as well as the continuing related needs of the affected communities and territories, Stressing the need for continued coordination by the United Nations Development Programme of the United Nations system activities aimed at the short- term and long-term recovery of Chornobyl-affected territories and for the United Nations agencies to strengthen strategic partnerships, the building of alliances and the mobilization of resources for the development of Chornobyl-affected territories, Welcoming events organized by Member States, relevant agencies of the United Nations system and other international organizations, as well as civil society, to mark International Chornobyl Disaster Remembrance Day, observed on 26 April, and A/RES/80/111 Strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chornobyl disaster 25-20384 2/3 stressing its significance for the further strengthening of international cooperation to study, mitigate and minimize the consequences of the Chornobyl disaster, Stressing that the fortieth anniversary of the Chornobyl disaster in 2026 presents a critical opportunity for all stakeholders to actively commemorate the event and renew their commitment to long-term recovery, resilience and sustainable development, Welcoming global efforts to enhance awareness of the needs of people and territories affected by the Chornobyl disaster, including through web-based resources, 1. Welcomes the report of the Secretary-General on the persistent legacy of the Chornobyl disaster;1 2. Greatly appreciates the coordinating role of the United Nations Development Programme in the international cooperation on Chornobyl, including the work undertaken by the Inter-Agency Task Force on Chornobyl; 3. Acknowledges the need for continuing international cooperation on Chornobyl under the auspices of the United Nations that can contribute to the implementation of the 2030 Agenda for Sustainable Development 2 and the Sendai Framework for Disaster Risk Reduction 2015–2030;3 4. Stresses the need, in this regard, to continue the environmental and health monitoring of the Chornobyl-affected regions and communities for the purpose of assessing the efficiency of international assistance; 5. Expresses grave alarm at the damage arising from the drone strike of 14 February 2025 against the New Safe Confinement structure at the Chornobyl nuclear power plant of Ukraine, which jeopardized decades of international progress in making the site safe and secure after one of the world’s most dangerous nuclear disasters; 6. Stresses the importance of continued support from the international community and relevant authorities in repairing the New Safe Confinement, which is critical for upholding global nuclear safety standards and mitigating environmental risks in Ukraine; 7. Encourages Member States and all interested partners to support international cooperation on Chornobyl aimed at achieving the Sustainable Development Goals in the Chornobyl-affected regions, including through partnerships, innovation and investment; 8. Requests the United Nations Development Programme and the Inter‑Agency Task Force on Chornobyl to continue to coordinate international cooperation on Chornobyl as a means to further the implementation of the 2030 Agenda and to keep post-Chornobyl recovery issues high on the inter-agency and international agendas; 9. Recognizes the need to continue the sustainable development of the recovering regions; 10. Decides to rename International Chernobyl Disaster Remembrance Day, proclaimed in its resolution 71/125 of 8 December 2016 and observed annually since 2017, as International Chornobyl Disaster Remembrance Day; _______________ 1 A/80/395. 2 Resolution 70/1. 3 Resolution 69/283, annex II. Invites Member States, relevant agencies of the United Nations system and other international organizations, as well as civil society, to observe International Chornobyl Disaster Remembrance Day, including by paying particular attention to the significance of marking this day in 2026, and notes that the costs of all activities that may arise should be met from voluntary contributions; 12. Requests the President of the General Assembly to convene, within existing resources, on 24 April 2026, a special commemorative meeting of the Assembly in observance of the fortieth anniversary of the Chornobyl disaster; 13. Decides to include in the provisional agenda of its eighty-third session, under the item entitled “Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance”, the sub-item entitled “Strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chornobyl disaster”; 14. Requests the Secretary-General to submit to the General Assembly at its eighty-third session, under the sub-item entitled “Strengthening of international cooperation and coordination of efforts to study, mitigate and minimize the consequences of the Chornobyl disaster” of the item entitled “Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance”, a report on the implementation of the present resolution. 60th plenary meeting 10 December 2025
