A/RES/80/132 United Nations Decade of Sustainable Transport 2026–2035 25-20747 2/4 Sendai Framework for Disaster Risk Reduction 2015–2030 7 and the New Urban Agenda,8 Noting the importance of cooperation in enhancing transport connectivity through an integrated intermodal transport system by exchanging best practices to optimize the development of interconnected highways, roads, streets, railways, airways, waterways, maritime transport, areas of modal transfer and ports, and by encouraging the planning, construction, management and maintenance of quality, reliable, sustainable and resilient infrastructure, Recalling the first United Nations Global Sustainable Transport Conference, held in Ashgabat, Turkmenistan, on 26 and 27 November 2016, and the second United Nations Global Sustainable Transport Conference, held in Beijing, China, from 14 to 16 October 2021, Noting the summary of the high-level meeting on sustainable transport convened by the President of the General Assembly on 17 April 2024, Recognizing the important role of sustainable, safe, accessible and affordable transport systems for all in advancing poverty eradication, economic growth, facilitating trade, supporting regional connectivity and integration, enhancing social welfare, ensuring road safety and combating pollution and climate change, Recognizing also the growing role of artificial intelligence and other emerging digital technologies in transforming transport systems worldwide and enhancing safety, accessibility, efficiency and environmental sustainability in support of the implementation of the Decade, 1. Welcomes the official launch of the United Nations Decade of Sustainable Transport 2026–2035 at United Nations Headquarters in New York, on 10 December 2025, as well as the commencement of the implementation plan for the Decade, developed by the Department of Economic and Social Affairs of the Secretariat, in collaboration with the United Nations regional commissions, through extensive consultations conducted in 2024 and 2025 with Member States and specialized agencies, funds, programmes and bodies of the United Nations, such as the Inland Transport Committee of the Economic Commission for Europe, as well as other intergovernmental organizations, including the International Maritime Organization and the International Civil Aviation Organization, as well as other relevant bodies such as the International Transport Forum and, as appropriate, non‑governmental organizations and relevant stakeholders; 2. Invites the Department of Economic and Social Affairs to lead and facilitate the implementation and observance of the Decade, in collaboration with the United Nations regional economic commissions and other relevant organizations of the United Nations system, as well as other stakeholders, identifying and developing activities and programmes within their mandates and using voluntary contributions; 3. Decides that the purpose of the Decade shall be to accelerate collective action towards sustainable, inclusive, accessible, affordable, safe, low- or zero- emission, energy-efficient, quality, reliable and resilient transport systems worldwide, taking into account different national circumstances, and in support of the 2030 Agenda for Sustainable Development and beyond; 4. Takes note with appreciation of the work of sustainable transport partnerships, such as the Group of Friends of Sustainable Transport, the Global Partnership for Sustainable Transport, the Sustainable Mobility for All partnership _______________ 7 Resolution 69/283, annex II. 8 Resolution 71/256, annex. United Nations Decade of Sustainable Transport 2026–2035 A/RES/80/132 3/4 25-20747 and the Partnership on Sustainable Low Carbon Transport (SLOCAT), as platforms to foster broad multilateral dialogue and cooperation on promoting safe, affordable, accessible and sustainable transport systems for all, and notes their role in supporting the Decade; Implementation frameworks 5. Decides to convene a midterm review of the Decade in 2030, to be known as the Third United Nations Global Sustainable Transport Conference, as a session in the margins of an existing international event, in order to assess progress in the realization of the implementation plan and voluntary commitments and to provide guidance for the remainder of the Decade, and also decides to hold a final high-level review conference in 2035 to consider the overall achievements of the Decade and agree on a forward-looking outcome to sustain global efforts on sustainable transport beyond 2035; 6. Requests the Secretary-General, in consultation with the United Nations system entities and relevant stakeholders, to conduct an assessment on the potential need for establishing a coordination mechanism, taking into account best practices and lessons learned from existing United Nations inter-agency mechanisms, with a view to enhancing United Nations system-wide coherence and coordination on sustainable transport issues in support of the Decade, based on voluntary contributions and within existing resources, and to present the findings and recommendations to the General Assembly at its eighty-first session for further consideration; 7. Decides, building on existing United Nations and other relevant initiatives and platforms, to develop and maintain, through extrabudgetary resources, under the coordination of the Department of Economic and Social Affairs, in collaboration with the United Nations regional commissions and relevant partners, visual and data- driven tools, such as a joint Atlas of Transport Sustainability, to track and trace progress in the implementation of the Decade, showcasing global, regional and national indicators, good practices and voluntary commitments, and supporting transparency and evidence-based decision-making throughout the Decade; 8. Invites Member States to align national and regional strategies with the focus areas of the Decade reflected in its implementation plan, including by integrating sustainable transport into national development plans, taking into account different national circumstances and priorities; 9. Invites the Governments of the States Members of the United Nations and other relevant stakeholders, including global, regional and subregional organizations, academia, civil society organizations and the private sector, to actively support the implementation of the Decade, including through voluntary contributions, as appropriate, and to share best practices and knowledge in this regard; 10. Underlines the importance of safety across all modes of transport, and calls for enhanced coordination and synergies with the Second Decade of Action for Road Safety 2021–2030; 11. Stresses that the costs of all activities that may arise from the implementation of the present resolution should be met from voluntary contributions, including from the private sector, and invites Member States and other donors to provide extrabudgetary resources for this purpose; 12. Encourages international financial institutions, multilateral and bilateral donors, development banks and the private sector to mobilize adequate and A/RES/80/132 United Nations Decade of Sustainable Transport 2026–2035 25-20747 4/4 predictable resources for sustainable transport projects, especially in developing countries; 13. Recalls its resolution 77/286, by which it declared 26 November as World Sustainable Transport Day, and encourages Member States, the United Nations system, regional commissions and all relevant stakeholders to utilize the observance of the Day as a platform for regular review and visibility of progress under the Decade, including through voluntary commitments, and good practices contributing to the implementation plan of the Decade; 14. Decides to include in the provisional agenda of its eighty-fifth session, under the item entitled “Sustainable development”, a sub-item entitled “United Nations Decade of Sustainable Transport 2026–2035”; 15. Requests the Secretary-General to report to the General Assembly at its eighty-fifth and ninetieth sessions on the implementation of the Decade, including progress on the implementation plan, based on the data-driven indicators, good practices and lessons learned. 64th plenary meeting 15 December 2025
