United Nations A/RES/80/146 General Assembly Distr.: General 18 December 2025 25-20757 (E) *2520757* Eightieth session Agenda item 18 (l) Sustainable development: multidimensional vulnerability index Resolution adopted by the General Assembly on 15 December 2025 [on the report of the Second Committee (A/80/555, para. 7)] 80/146. Multidimensional vulnerability index The General Assembly, Recalling its resolution 78/322 of 13 August 2024, 1. Expresses its concern that the secretariat of the multidimensional vulnerability index has not presented a triennial report to the General Assembly at its eightieth session, under the relevant agenda sub-item in line with paragraph 10 of its resolution 78/322; 2. Also expresses its concern that the relevant existing United Nations entity, which will act as the secretariat of the multidimensional vulnerability index, and the members of the Independent Expert Advisory Panel had not been appointed by the Secretary-General by the end of the seventy-ninth session of the General Assembly in line with paragraph 11 of its resolution 78/322; 3. Requests the Secretary-General, in consultation with Member States, to appoint the members of the Independent Expert Advisory Panel by no later than the end of 2025, and the relevant existing United Nations entity, which will act as the secretariat of the multidimensional vulnerability index, by no later than the end of the first quarter of 2026, both within existing resources; 4. Also reiterates its request to the Secretary-General to ensure the full implementation of its resolution 78/322 and that adequate resources are available to support the work on the multidimensional vulnerability index; 5. Decides to include in the provisional agenda of its eighty-third session, under the item entitled “Sustainable development”, the sub-item entitled “Multidimensional vulnerability index”, which will be considered triennially. 64th plenary meeting 15 December 2025
