Youth, disarmament and non‑proliferation The General Assembly, Recalling its resolutions 74/64 of 12 December 2019, 76/45 of 6 December 2021 and 78/31 of 4 December 2023, Recalling also its resolution 75/1 of 21 September 2020 on the declaration on the commemoration of the seventy-fifth anniversary of the United Nations, in which the Heads of State and Government representing the peoples of the world have committed to listen to and work with youth, Recognizing that young people in all countries are key agents for social change, economic development and technological innovation, Reaffirming the important and positive contribution that young people can make to the promotion and attainment of sustainable peace and security, Noting that engagement with young people can provide opportunities to benefit from their views, insights and ideas, Bearing in mind its resolution 79/28 of 2 December 2024, which highlights the need for disarmament and non‑proliferation education, particularly among youth, Recalling its resolution 79/57 of 2 December 2024, in which it reaffirmed that the full, equal and meaningful participation of both women and men is one of the essential factors for the promotion and attainment of sustainable peace and security, Welcoming the creation of the United Nations Youth Office in 2022, pursuant to the report of the Secretary-General entitled “Our Common Agenda”1 and resolution 76/306 of 8 September 2022, _______________ 1 A/75/982. A/RES/80/55 Youth, disarmament and non‑proliferation 25-20003 2/3 Recalling relevant General Assembly and Security Council resolutions on the issue of youth and peace and security, in particular Council resolution 2250 (2015) of 9 December 2015, for which 2025 marks the tenth anniversary of its adoption, Taking note of the report of the Secretary-General on youth, disarmament and non‑proliferation, submitted pursuant to resolution 78/31,2 on the views of Member States, the United Nations, other relevant international and regional organizations and civil society organizations on the issue of the promotion of youth engagement and empowerment activities in the area of disarmament and non‑proliferation, in which the Secretary-General reported on the implementation of the resolution, Welcoming the youth and disarmament programmes of the relevant United Nations bodies and the convening of the Youth4Disarmament Forum in New York on 16 and 17 October 2025, on the margins of the First Committee, to foster meaningful youth participation, Encouraging the continuation of activities and initiatives by the Office for Disarmament Affairs of the Secretariat and the United Nations Institute for Disarmament Research, supported by voluntary contributions, to further strengthen the meaningful, inclusive and effective participation of young people in the field of disarmament and non‑proliferation, Noting the launch of Youth 2030: The United Nations Youth Strategy in 2018, the first interim review of which was conducted prior to the start of the second phase of the Strategy, which began in 2025, Noting also action 38 of the disarmament agenda put forward by the Secretary- General, in which he describes the young generation as the ultimate force for change and proposes actions to promote youth engagement, Mindful of the initiatives and activities undertaken by Member States, United Nations entities and relevant civil society organizations for the implementation of the World Programme of Action for Youth3 and the achievement of the Sustainable Development Goals,4 Acknowledging the initiatives and activities undertaken by Member States, the United Nations, other relevant international and regional organizations and civil society organizations to engage, educate and empower youth in the field of disarmament and non‑proliferation, Recognizing the role of civil society in promoting the engagement of young people in the field of disarmament and non‑proliferation, 1. Encourages Member States, the United Nations, relevant specialized agencies and regional and subregional organizations to continue to promote the meaningful, inclusive and effective participation of young people in discussions in the field of disarmament and non‑proliferation, including through dialogue platforms, mentoring, internships, fellowships, scholarships, model events and youth group activities; 2. Calls upon Member States, the United Nations, relevant specialized agencies and regional and subregional organizations to consider developing and implementing policies and programmes for young people to increase and facilitate their constructive engagement in the field of disarmament and non‑proliferation, including through their contribution to delegations in multilateral meetings; _______________ 2 A/80/165. 3 Resolution 50/81, annex, and resolution 62/126, annex. 4 See resolution 70/1. Stresses the importance of realizing the full potential of young people through education and capacity-building, bearing in mind the ongoing efforts and the need to promote the sustainable entry of young people into the field of disarmament and non‑proliferation; 4. Requests the Secretary-General to seek specific measures to promote the meaningful and inclusive participation and empowerment of youth on disarmament and non‑proliferation issues, including through the Youth4Disarmament initiative of the Office for Disarmament Affairs of the Secretariat, and through token grants, awards and the Youth4Disarmament Forum, supported by voluntary contributions, with a view to building upon established networks and strengthening coordination and partnership with and among Member States, the United Nations, relevant specialized agencies and regional and subregional organizations, and civil society, including youth-led and youth-focused organizations; 5. Also requests the Secretary-General to seek the views of Member States, the United Nations, other relevant international and regional organizations and civil society organizations on the issue of the promotion of youth engagement and empowerment activities in the area of disarmament and non‑proliferation and to submit a report thereon to the General Assembly at its eighty-second session; 6. Encourages Member States to continue efforts to raise awareness and strengthen coordination within the United Nations system and beyond on the ongoing efforts to promote the role of youth; 7. Decides to include in the provisional agenda of its eighty-second session, under the item entitled “General and complete disarmament”, the sub-item entitled “Youth, disarmament and non‑proliferation”. 52nd plenary meeting 1 December 2025
