DHARAT (Libyan Arab Jamahiriya), Rapporteur of the Second Commhtee: I have the honour to introduce eight reports concerning the work of the Second Com- mittee. 2. The first report is part IV of the report of the Second Committee on item 12 [A/32/265/Add.3].1 In paragraph 26 of its report the Committ::: recommends to the General Assembly the adoption uf seven draft resolutions, whic~l were approved by the Committee. as follows. Draft resolution I, entitled ..Agreement on co-operation and relationships between :he United Nations and the World Tourism Organization", and draft resolution II, entitled "World Tourism Organh~ation". \vere adopted by the Committee without a vote. Draft resolution Ill, entitled "United Nations Water Conference", was adopted by 90 votes to none, \vith 9 abstentions. Draft resolution IV, entitled "Implementation of the medium-term and long- term recover), and reh:::bilitation programme in the Sudano- Sahrlian region and urgent measures to) be taken on behalf of the region". was adopted withuut .i vote, as was draft reso!ution V, entitled "Transport and Communicatiom Decade in Africa". The third repert concerns agenda item 62. concerning the United Nations Environment Programme, and is con- tained in document A/32/463. The Second Committee has recommended the adoption by the Assembly of sL'{ draft resolutions, the texts of which are contained in paragraph 32 of the report. Draft rtsolution I is entitled "Report of the Governing Council of the United Natkms Environment Programme"; draft resolution II is entitled "Financial and technical assistance to the least developed among the developing countries": draft resolution III is entitled "Mea,ures to be taken for the benefit of the Sudano- Sallelian region": draft resolution IV is entitled "Living conditions of the Palestinian people"; draft resolution V is entitled "United Nations Conference on Desertification"; and draft resolution YI is entitled "Resourc's of the United Nations Habitat and Human Settlements Foundation". Apart from draft resolutions IV and V, which were adopted by votes, these draft resolutions were adopted without votes. The Committee has also recommended that the General Assembly adopt two draft decisions, which are contained in paragraph 33 of the report. Draft decision I is entitkd "Co-ordination of action at the regifmallevel in the field of human settlements", while draft decision II is called "Specific measures to meet the need fN a decent living environment for the most vulnerable groups !)f society". 5. The fourth report concerns part I :-f the Second Committee's report on agenda item 67 ard is contained in document A!32/480. In paragraph 41 ...." the report the Committee has recommended that the As~~~mbly adopt six draft resolutions. Moreover, the ComnF.. t~e has recom- mended. in paragraph 42, that the Assemb;.· adopt a draft decision entitled "Special intergovernmental committee .'·n international trade". 6. The fifth report is on item 70 dealing with economic co-operation among developing countd.N •• The report is contained in document A/32/456 In P~I agraph 9 of the report. the Second Committee has recomr":mded that the Assembly adopt a draft resolution en'; ,'d "Economic co-operation among developing countrie'" . The draft was adopted by the Committee without a vote 7. The report of the Second Committee on agenda item 72, on technical co-operation among developing countries, is contained in document A/32/457. In paragraph 14 of the report, the Committee has recommended that the Assembly adopt two draft resolutions. Draft resolution I is entitled "Technical co-operation among developing countries" and draft resolution 11 is entitled "United Nations Conference on Technical Co-operation among Developing Countries". 9. I also wish to present the report of the Second Committee on agenda item 58 dealing with the United Nations Conference on Trade and Development, which is contained in docuf£lent A/32/481. Under this item, the Committee considered nine draft resolutions and a draft decision. Again, all the draft resoluticns were adopted without a vote, with the exception of draft resolution Ill, entitled "Debt problems of developing countries", which was adopted by 82 votes to 1, with 30 abstentions: draft resulution VII, entitled "Specific act~ons related to ..1e particular needs of the land-locked developing countries", which was adopted by a recorded vote of 101 to none, with 14 abstentions; and draft resolution rx, entitled "United Nations "'1egotiating Conference on a Common Fund under the Integrated Programme for Commodities", which was adopted by 102 votes to none, with 13 abstentions. With respect to draft resolution VII, I should also like to point out that the Committee took several votes on the various parts of that draft resolution. Finally, as I already men- tioned, the draft resolution as a whole, as revised and amended, was adopted by a recorded vote of 101 votes to none, with 14 abstentions. Pursuant to rule 66 of the rules of procedure, it "vas decided not to discuss the reports of the Second CC11Z- mittee.

The positions of delegations with respect to the recommendations contained in the various reports of the Second Committee to the Assembly are reflected in the relevant summary records of the Second Com..'TIittee. 11. The Assembly wiII first consider part IV ofthe report of the Second Committee on agenda item 12, entitled "Report of the Economic and Social Council"; the Committee's report is contained in document A/32/265/Add.3. 12. I shall now call on those representatives who wish to explain their votes before the vote is taken on the seven draft resolutions and on the two draft decisions . commended by the Second Committee in its report, c.n agenda item 12, document A/32/265/Add.3. Representatives will also have an opportunity to explain their votes when all the votes have been taken on that report.
For the first time in 30 years, two of the major parties to the Middle East conflict are 14. The General Assembly and the Second Committee should not make themselves party to the claims and counter-claims involved in these issues, for they can only be resolved by the parties themselves in direct negotiations within the framework of a pe~::e conference. It is the function of this Assembly to support and encourage those negotiations. not to dictate its own one-sided solutions to the problem. Because draft resolution VI contained in document A/32/265/Add.3 ignores these realities and because it is designed to serve political interests opposed to the peace process, my delegation will vote against this draft resolution and urges other delegations to do likewise. . 15. With regard to draft resolution III on the United Nations VJq.L· - Conference, my delegation would like to reiterate its position, as outlined in the Second Committee.3

My delegation would like to refer to draft resolution III contained in the report of the Second Committee [A/32;265!Add.3J on the United Nations Water Conference. 17. We wish first to pla(.~ on reco. J our satisfaction that the General Assembly has approved the report of the Conference and has also adopted the Mar del Plata Action Plan and the other agreements reached at the Conference. This will make it possible to give fresh impetus throughout the United Nations system to the decisions taken on the rational utilization of a natural resource such as water which is of vital importance for both present and future generations. 18. Secondly, my delegation regrets that one group of countries was unable to go along with us in trying to achieve unanimity on an issue of such great importance. 19. In my delegation's judgement, the arguments put forward were not sufficiently weighty to have been couched in an interpretative document at the time of unanimous adoption of the declaration. Even at this late stage, therefore, we would issue an appeal to that effect to the delegations in question. Finally, if it should not be possible to adopt draft resolution III by consensus, my delegation will request a recorded vote on it.

The Government of India is grateful to the General Assemblv and the States Members ~ - of the United Nations for adopting by consensus draft re5'1lution II regarding the convening of the Third General Conference of VNIDO in New Delhi in early 1980. India \\-ill warmly welcome all the representatives and the members of the Secretariat to the Conference and will do its best to give them every facility and to contribute to the success of the Conference. 43. As I do not wish to speak for a second time. I should like to refer to draft decision I contained in paragraph 22 of document A'32 :265!Add.3 on the United Nations International Institute for Documentation on Housing. Building and Planning. It is the presumption of the Government of India that the funds \vhich were made available to the Documentation Centre will continue to be made available from the Human Settlements Foundation and through the Centre for Human Settlements. 44. To this end, in the Second Committee my delegation presented detailed evidence on economic growth, a rising standard of li.:ng. a zero unemployment rate, and vast improvements ill health standards and the living conditions of the population in the West Bank and Gaza. 48. Because draft resolution IV in document A/32/463 does not reflect this reality, because it makes absolutely no contribution to the living condi~ions of the Palestinian Arabs, and because it is designed to serve political interests opposed to the peace process, Israel will vote against it and urges other delegations to do likewise. 49. With regard to draft resoiution V. on the United Nations Conference on Desertification, my delegation would like again to recall its statement in the Second Committee when this item was discussed.9

My delegation joined in the consensus on draft resolution I in document A!32!463. In the Second Committee we maue a statement on operative paragraph 5,11 which CO:lcerns the problem of the material remnants of wars, particularly mines, and t~eir effect on the environment. We consider this to be a problem of major importance for all countries which have been victims of wars of aggression, particulariy those still suffering the deadly and devastating effects of such wars. 62. We regret that certain delegations have taken a negative attitude in respect of these problems, preventing the Genera: Assembly from adopting a resolution affirmir~ the right of countries victims of wars of aggression to obtain reparation and the Ihbility of the authors of such wars. 63. Two years after the end of the war, all Viet Nam is a vast workshop in which every human effort is mobilized to heal the wounds of war and to rebuild the country. But in this atmosphere of peaceful reconstruction some 300,000 tons of bombs of every calibre and of all kinds, mines and other still-unexploded devices continue their work of death and destruction in our country. Every day people are still being killed because of them. Tens of thousands ofhectares of tillable soil and forests reTYlain uncultivated and impenetrable. Patient and dangerous work is necessary in order to make them tillable or accessible; each hectare of earth must be searched square metre by square metre and the weapons detected and rendered inactive. Thus since the war this mine-clearing operation has cost us hundreds of dead and wou:lded each year, and it is almost inevitable that we shall have to accept similar sacrifices for years to come. 64. To this we must add that these mechanisms are often covered in plastic and that the unexploded bombs are usually deeply buried, which makes the work of detection very difficult. 65. As representatives will recall. the Assembly, at its 103rd plenary meeting on Thursday, 15 December, decided to postpone consideration of that item to allow time for consultations. The General Assembly now has before it a new draft resolution, A!32!L.49. I call on the representative of Austria who wishes to introduce the draft resolution.
In the plenary meeting last Thursday afternoon, Mr. President, after Austria had been chosen as the venue of the United Nations Conference on Science and Technology for Development, you suggested, as you just recalled, that further consultations should take place among the sponsors of the three draft resolutions, A!32!L.43, A!32jL.44 and A!32!L.46 and of the amendment in document A!32!L.45, in order to arrive at a single, consolidated text for a draft resolution.! 2 12 See the 103rd meeting, paragraph 68. 87. Mr. KOCH (Federal Republic of Germany): Operative paragraph 2 (d) of the draft resolution just adopted refers to Assembly resolution 32j9 E. With regard to this draft resolution, my delegation stated its position in an explanation of vote on 4 November 1977.13 That position remains unchanged. 95. My own Government has stated before that our full commitment to work for the success of the Conference-in our national efforts and in our participation in the international preparatory process-was independent of the question of site. I should like formally to renew that commitment today. 96. I should like to pledge that my Government will work hard to secure the support of the entire United States scientific community for our national contribution to the Conference. I am heartened in this respect by the fact that a national leader with a widely known commitment to development has been chosen as the head of my country's delegation. He, together with our national co-ordinator in the Department of State and our Mission in New York plan to be in constant contact with the missions and governments of other countries, with the Conference Secretary- General and with all organizations and agen",ies, international, national and non-governmental, concerned with the Conference. We want our contribution to be part of a united effort to ensure that this Conference and its preparatory process can provide action-oriented proposals for the application of science and technology to the major problem of development. 97. Miss COURSON (France) (interpretation from French): The position of my delegation regarding the provisions of operative paragraph 2 (c) and (d) of the draft resolution we adopted by consensus remains unchanged. Therefore my delegation renews its reservations and requests that our reservations be reflected in the record.
The Chinese delegation joined the consensus on the draft resolution. But we would like to take this opportunity to point out that, when the General Assembly invites an international organization to participate in the Conference, attention should be drawn to the implementation of resolution 2758 (XXVI) adopted by the General Assembly. 99. We voted in favour of draft resolution VII in document Aj32!481, but we believe it is necessary to offer a clarification with regard to operative paragraph 1 as follows. We recognize the right of access to the sea of land-locked countries. At the same time, we consider that this problem should be resolved on the basis of respect for the sovereignty and territorial integrity of the coastal countries and on the basis of bilateral, subregional or regional agreements among the countries concerned. It is on that basis that my Government and the Government of the Lao People's Democratic Republic have resolved this problem, in the spirit of fraternity, co-operation and mutual advantage.
With reference to draft resolution VIII in document A!32!481, entitled "Iteverse transfer of technology", which has just been adopted by the General Assembly, my delegation would like to place on record the following. 120.
