As members will recall, at its 3rd plenary meeting, held on 20 September 1986, the Assenbly decided to “consider [agenda item 140] directly in plenary neeting, on the under standing that the Fifth Committee will deal wi th ‘the clarification of technical ques tions relating to the item”. ESTABLISHMENT OF A COMPREHENSIVE SYSTEM OF INTERNATIONAL PEACE AND SECURITY: REPORT OF THE FIRST COMMITTEE (A/41/906) ISRAELI NUCLEAR ARMAMENT: REPORT OF THE FIRST COMMITTEE (A/41/848) Mr. Ki (Burkina Faso), Rapporteur of the First Committee, presented the reports of that Committee (A/41/902 and: A/41/906) , and then spoke as follows: Mr. KI (Burkina Faso), Rapporteur of the First Committee (interpretation from French): Yesterday i had the honour to present to the General Assembly the ~ reports on the disarmament items that had no programme budget implications. Today I have the honour to present to the Assembly the reports on the disarmament items that were not considered yesterday as well as the reports on agenda items 66, Statement yesterday, I shall limit myself today to the reports on the two subjects to which I have just referred, ) | | | This year again, no consensus was reached on the question. of Antarctica, in | spite of the efforts made to achieve such a consensus, The report (A/41/ 9302) indicates that, as was the case last year’, a number of delegations did not participate in the votes on that question, Three draft resolutions were adopted by roll-call votes. . | Under draft resolution A, the General Assembly would request the antarctic * Treaty Consultative Parties to keep the Secretary~General. fully informed on all aspects of the ques tion of antaretica so that the United Nations could function. as the central repository of all such information. Moreover, it would request the. Secor etary~Gener al to continue to follow all aspects of the question of Antarctica and to provide an updated report thereon to the General assembly at its for ty-second session, | | Under draft resolution B, the General Assembly would call upon the Antarctic Treaty Consultative Parties to impose a moratorium on the negotiations to establish a minerals régime until such time as all menber s of the international community could par ticipate fully .in such negotiations, Finally, under. araft resolution C, the General. Assembly would appeal once again to the Antarctic Treaty Consultative Parties to bake urgent measures to exclude the racist apartheid régime of South Africa from par ticipation in the neetings of the Consultative Parties at the earliest possible date, and would invite those States to inform the Secr etary~Gener al on the actions taken on that appeal, in orderthat he might. submit a report in that regard to the General \ssembly at.its forty-second session. It should be pointed out. that 38 delegations announced that they were not participating in the votes on draft resolutions A and B, and that 21 delegations made the same announcenent in regard to draft resolution C, I would also Point out that Brunei Darussalam should be added to the List of sponsors of draft resolution A/C.2/41/L.86 in paragraph 5 of document A/41/362, - Again this year, the problem of international security was of great concern to delegations. An additional item entitled "Establishment of a comprehens ive system of international peace and secur ity" was inser ibed on the Committee's agenda in connection with this subject. “ALL delegations expressed concein at the present international situation, mar ked by hotbeds of tension and conflict in many regions of the world. It seemed clear. ‘that the absence of a: constructive political, economic, social ana humanitarian will was one of the factors’ ‘undermining the founda tions of international peace and security. Many delegations emphasized, in particular,. the Organization's role in the maintenance of peace and security and called for the strengthening of that role. . In PAF graph 8 of the report (A/41/903) on agenda item 67, "Strengthen ing of security and co-operation in the Medi terr anean région", the First Committee recommends.a draft resolution which it adopted by: consensus. under that resolution, | the General Assembly would; among other things, urge all States to co-operate with the Me di ter ranean States in the further efforts required to reduce tension and \ Promote peace, security and co-operation in the region in accordance with the purposes and pr inci ples of the Charter of the United’ Nations and with the provisions of the “Deblaration on principles of international law. On agenda item 68, “Review of the implementation of the Declaration on the Strengthening of International Security",- the First Committee recommends two draft of the implementation o£ the Declaration on the Strengthen ing of International Security", the General Assembly would reaffirm, and call for ‘the implementation of, the principles contained in the Declaration on the Strengthening of International 3 Security - principles which are well known and accepted by all but which ‘are constantly violated. The Assenbly would also’ once again urge all states to abide strictly, in their international relations, by their commitment to’ the Charter of the United Nations, and would invite Member States to sibmit their views on the question of the implementation of the Declaration, so that the Secretar y—Gener al could prepare a report on those views for presentation to the Assembly at its next session, | | Under draft resolution II, entitled "Need for result-oriented political dialogue to improve the international situation", the General Assembly would appeal to all States to enhance the role of the United Nations as a for'um for political dialogue and negotiations, and would encourage the secretary-General to continue his efforts to facilitate dialogue and co-operation as a means’ to help scalé down tensions, settle international conflicts peacefully and imptove the international © climate. The First Committees, in “Paragraph 8 of its report, under agenda item. lai, entitled "Establishment of a comprehensive system of international peace and ” security", recommends adoption of a draft. resolution whereby the General. assembly would, amongst, other things, reaffirm the need to adhere strictly to the fundamental principles of the united Nations Charter, especially respect for the Sovereignty, political independence and territorial integrity of States, .. non-intervention and non-interference in their internal affairs, non-use of force in international relations, peaceful settlement of disputes.and the right. of _ peoples to self-determination. It would call on States to focus their efforts on ensuring security on an equal basis for all States and in all spheres of international relations... Once again we must recognize that the discussions in the First Committee on all those items were conducted in an atmosphere of understanding, dialogue and. compromise. | : Before I conclude my task as Rapporteur of the First Committee this morning, allow me to pay tribute to all those who directly or indirectly made it possible . for me to discharge my duties. | Let me thank first Ambassador Siegfried Zachmann, Chairman of the First Committee. By demonstrating his ability, understanding, dedication and diplomacy at all times he was able to create the atmosphere. to which I referred earlier and which made it possible for the First Committee to carry out its work successfully within its fixed deadline. He was extremely helpful to me, not only in my task as Rapporteur but also with the difficult issues of disarmament problems where his ability was appreciated by all. -He was fully conscious of inaking the best possibl use of the time available to. us and carrying out effectively the First Committee's ‘Eective support: Ambassadors Douglas James Roche and Morihisa Aoki, men of great ‘ficiency and ability. : | _ Additionally, I express my, gratitude to all the members of the secretariat of le First Committee,. in particular Mr. dan Martensen, Under-Secretary-General for | sarmament A€fairs; and Mr. Soharab Kheradi and ‘his’ team, without whose. operation — I would even say complicity - the, Rapporteur's. task would have been £ficult, perhaps even impossible. My thanks go also to the African Group for having put forward my. candidacy and Ll the members of the Committee for having accepted it.
