The position of delegations with respect to the different recommendations of the First Committee have been expressed in the meetings of the First Commit.tee and are reflected in the relevant records. We turn first to the report (A!43/830) of the First COrmti ttee on agenda item 51, entitled wImp1ementation of C..eneral Assemly resolution 42/25 concerning the signolture and rati fication of Addi tional Protocol! of the Trflaty for the Prohibition of RJcleC2r Weapons in laUn America (Treaty of Tlatelolco) w. We shall nQlof take a decision on the draft resolution reoonmended by the First Committee in paragraph 7 of its report. The draft· resolution was adopted by 149 votes to none, with 5 abstentions (resolution 43/62). INSANALLY (G:lyana) \ The delegation of Qlyana would like to make a brief explanation of its vote Q"I the draft resolution contained in document A/43/830, on the implementation of General Assenb1y resolution 42/25 concerning the signature and ratification of Additional Protocol I of the Treaty for the Prohibition of Nuclear weapons in Latin America - known as the Treaty of Tlateloloo. Guyana has always expressed its commitment to the Treaty's objective, which is, in essence, the insulation of Latin America and the Caribbean from the threat of nuclear weaponry. It has thus been sympathetic to the thrust of this draft r:esolution, which is the latest in a series of resolutions on this item first ac:bpted in 1979 and which seeks to bring all concerned parties under the Treaty's unbreUa. We have chosen in the pas t to absta in. on the dr aft :'esol utions 6n th is ,.tern as a form of protest against the exclusionary clause in the Treaty - namely, article 25, paragraph 2 - which, in our view 6 discriminateci against Qlyana and (Mr. Insanally, GUyana) prevented us from being a part to the Treaty. we cannot ever appear to condone such a breach of the pr inciple of universality of menbership. It is our expeeta tien, however, that th is impedimentwill be remcwed in the near future and that we shall be enabled, if we so wish, to accede to the Treaty. The General Assembly will now consider the report of the First Committee on agenda item 56, entitled "Convention al prohibitions or restrictions on the use of certain conventional weapons which may b~ deemed to be excessively injur ious or to have indiscriminate effects", contained in document A/43/835. The draft resolution recommended by the First Committee appears in paragraph 7 of its report. The Committee adopted the draft res'Olution without a vote.
