I request the Rapporteur of the Fifth Committee,
Mrs. Flor Mar ia de IOdriguez of Venezuela, to in troduce the reports of the Fi fth
Comittee.
Mrs. de'RODRIGUF.2 (Venezuela), Rapporteur of the Fifth Committee
(interpretation from Spanish): As Rapporteur of the Pi fth Commi ttee I have the
honour to appear before the General Assembly to introduce 17 draft resolutions. I
shall begin by presenting the Committee's report on agenda item 12, Report of the
Economic and Social Council (A/43/945).
In paragraph 4 of the report, the Fifth Committee recommends to the General
Assp.mbly the adoption of {,4 draft decision that takes note of chapters I, IV,
(sect. E) V, VI, (sects. C and D), VII and VIII, of the report of the &:onomic and
SOcial Council.
At its fortieth sesaion, the General Assentlly had studied the reports of the
Fi fth Committee on agenda item 17, "Appointmerlts to fill vacancies in subsidiary
organs and other appointments". (hder agenda item 17 (b), "Appointment of a menDer
of the Committee on Contributions", I should like to draw the Assembly's attention
to document A/43/921/Add.l, and to the CoJ1lllittee's recol1lllendation on this question,
which appears in paragraph .. of that document.
In paragraph 8 of its report UV43/955) under agenda item 117, "Administrative
and budgetary co-ordination of the United Na tions wi th the specialized agencies and
the International Atomic Energy Agency", the ColMlitte~ recommends to the General
Assembly the adoption of two draft decis ions •
The remaining reports relate to substantive items that the General Assembly
assigned to the Fifth Committee. I shall be~in with the report (A/43/951) under
item 49, "Review of the efficiency of the administrative and financial functioning
of the United Nations". In paragraph 9 the Conmittee has reco1'll1lended to the
General Assembly, wi thout a vote, the acbption of two draft resolutions. As to the
first draft resolution, the COJm\ittee acbpted its decision on the understanding
that resolution A/43/50 H and its administra tive and financial consequences leave
without effect the recoJm\endation of the COJm\ittee for Progranrne Co-ordination,
contained in paragraph 84 of its report, to which reference is made in paragraph 17
of the resolution.
With respect to agenda item 50, "Current financial crisis of the United
Nations", and item 116, "Financial emergency of the thited Nations", the
recommendations of the Committee appear in cbcuments A/43/952 and A/43/953,
respectively. In paragraph 7 of each of these reports the Committee has
recommended, without a vote, the adoption of a draft resolution.
In paragraph 8 of the Committee's report on item 113 (A/43/803), "Financial
reports and audited financial statements, and reports of the Board of Auditors the
Committee recommends to the General Assembly that it acbpt a draft resolution
adopted by the Committee without a vote.
With respect to the Fifth Corrmittee report (A/43/980) under item 114,
"Programme budget for the bienn iurn 1988-1989", I should like to draw the General
Assenbly's attention to paragraphs 51 and 52, which contain two draft resolutions
and i:I decision acbpted by the Committee without a vote.
Paragraph 8 of the Committee's report (A/43/979) under agenda item 115,
"Programne planning", contains a draft resolution acbpted by the COmmittee without
Cl. vote •
I now present the Committee's reports on item 124, "Financing of the united
Nations peace-keeping forces in the Middle East~ the United Nations Disengagement
(J)server Force (UNOOF) and the uni ted Nations Interim Force in Lebanon (UNIFIL)".
The reports appear in documents A/43/956 and A/43/957, respectively.
The draft resolution on UNDO~, appearing in paragraph 6 of the report in
document A/43/956, was acbpted by the COJllllittee without Cl vote. The draft
resolution relating to UNIFIL, appearing in paragraph 6 of the report in document
A/43/957, was acbpted by the COl1li\ittee by 103 votes to 1, with 7 abstentions. The
Fifth Committee recommends that the Assembly acbpt both draft resolutions.
In its report (A/43/978) on agenda item 147, "Financing of the United Nations
Ir an-Iraq Mili tary (bserver Group, the Committee recommends to the A.lisenbly the
a<bption of the draft resolution that appears in paragraph 6 of that document. Tt
recommends also the a<bption of the draft decision in paragraph 7. Ihth the
resolution and the decis ion were ampted in the Fi fth COl1llli ttee without a vote.
In its report (A/43/738) on agenda item 18, "Joint Inspection lhit". the Fi 9th
COllllli ttee, r eoonunends the General Assembly's acbption of the dr aft resolution in
paragraph 8, which it acbpted without a vote. Paragraph 9 of that report contain!;
a draft decision, whim was also acbpted without a vote.
The report in cbcument A/43/963 relates to agenda item 119, "Pattel'n of
Confer ences". At its for ty-s ixth mee ting the COJlll1i ttee acbpted wi thou t a vo te
draft resolutions A, C, 0 and E. Draft resolution B, which also appears in
paragraph 16, was given extensive oonsideration. In a reoorded vote, paragraph 2
of that draft was acbpted by 89 votes to 13, with 7 abstentions. In paragraph 16
of the report of the Fifth Coillftittee reooJlll1ends to the General Assenbly the
adoption of five draft resolutions. With respect to draft resolution B the
COlilnittee decided by 78 votes to 14, with 15 abstentions, to inform the General
Assembly that it had acbpted the draft resolution on the understanding that nnnp ()f
the provisions of slJbparagraph 4 (c) of the draft 3hould be interpreted as any
Conces!; ion to the Commi ttee or, Conferences of any budgetary function or 0 f any

respect to which the leglsla tive bodies of the Oli ted NIl tions had duly taken
decisions. The Conmittee adopted the resolution. as a whole by 91 votes to 3, with
13 abstentions.
The report on agenda itell 120, "Scale of Assessrr.ents for the .Jlpportlonment of
the &cpenses of the ti'Aited Nstions", appears in mcument A/.t3/981. At its
fifty-first meeting, the Fifth Committee adopted a draft resolution on ~e scale of
assessments for the apportionlllent of the expenses of the t1'lited Niltions. In
paragraph 5 of the report the Fifth COlllllittae remlllllende that the Gf:neral AssenOly
tb so too. The decis ion of the Pi fth COlllllittee on this important issue was adopted
wi thou t a vote •
In its report (A/43/954) on agenda item 121, "Personnel Questions", the Fifth
Committee recommends, without h.1ving taken a vote, that the General AssenOlyadopt
the draft resolution in paragraph 14, as well as the draft decision in paragraph 15.
In paragraph 9 of its report (A/43/977) on agenda item 122, "ltll ted N.1 twns
COlllllOn System", the Fifth Committee remlllllends, without having taken a vote, the
adoption of the draft resolution CI'a this item.
lastly, in par"graph 8 of its report (A/43/846) on agenda item 123, "United
Nations Pension System", the Fifth Committee recommends that the Aaae..,lyatbpt the
draft resolution that it atbpted without a vote. In this mnnection I also wish to
draw attention to paragraph 2 of cbcument A/43/8~6/Add.l, and to paragraph 3,
wherein the COlllllittee remmmends the AssenOly's atbption of an amended draft
resolution on the admission of the World Tourism Orgmi?:ation to menOer ship of the
United Nations Joint Staff Pension F\Jnd.
In conclusion I wish to expre.s lIy profound gratitude to all delegations for

that delegation's vote in the plenary meeting is di fferent froll its vote in the
Committee.

decision 34/401, explanations of vote are limited to 10 minutes and should be made

Mrs. GR,!!! (lA'lited States of America): The delegation of the ltIited
States has joined in the oonsensus in acbpting the draft resolution approving the
budget outline for the 1990-1991 bienn illll. That decis ion represents a ma jor step
fortlard in implementing the wide-ranging ad1linistrative and bUdgetary reforms
approved two years ago in General Assembly resolutIon 41/213. It pro,,·ides the
5eoc::retary-General with the policy guidance he needs to produce a 'budget whose size

All delegations can take satisfaction in the fact that this phase of the
revised budget process has wor ked well. The 5ecretary-General's proposed outl ine,
the first of its kind, provided a soW'\d blJlSis for review by Hemer States. The
Co_i ttee for PrograllDe and Co-ordination examined the proposed outline and reached
consensus on its stmstance. The Advisory Committee on Administrative and Bu~getary
Questions, within the terlll8 of its mandate, provided essential teci1nical
clarifications. Pinally, the fifth Committee, through a series of informal
consul tations, pulled all the strands together and produced the draft resolution
which the JU!semly has just: a(»pted wi thout a vote.
The draft resolution we have just approved is the culUlination of one process
and the begiMing of another. The work of the secretary-General and of Hemer
States in developing and approving the bUdget for 1990-1991 "Ul now begin in
earnust, with the understanding that a tlCoad consensus exists on Mlat that budget
wUl contain.
It is also necessary to realize that the outline just approved is a first
effort, and improvements can be expected in the future. For example, Hemer
States, with the assistance of the secretary-General, will need to address the
issues of programme pr iod ties and of currency and inflation fluctuations at the
next session. The resolution asks for speci fie inputs from the secretary-General
on both topics, and we look fcxward to discussing them at the forty-fourth
session.
In conclusion, the United States delegation is pleased that by working
together Hemer States have achieved the consensus on t.he budget outline that was
envisioned in General Asoenb1y resolution 41/213. The constructive spirit that has
prevailed in that effort wU1 be of great importance J.ts all delegations continue
their efforts to make the thited Nations IDre efficient in carrying out the ta&ks
that we havo entrusted to it.

The representative of Poland has asked to make a
statement in explanation of vote after the voting, and I now call upon him.
Hr. N)WORYTA (Poland): The AssentJly has just adopted the draft
resolution in d:>cument A/43/978 on the financing of the United Nations Iran-Iraq
Military Observer Group (UNIIMOG). I should like to state that my delegation
joined in the consensus on the draft resolution despite its reservations concerning
the compos ition of existing groups in the scheme of financing of peace-keeping
operations. In so doing we were notivated by our support for Uni ted Na Hons
peace-keeping operations, in many of which we are a troop-contributing country.
While supporting the overall level of a ppropr fa Hons for UNIlMOG, we would
like to voice Poland's reservations with regard to our allocation in group B of the
scheme of financing of that operation. or. prior occasions we have provided
arguments supporting Poland's request to be included in group C instead of group 6,
where we are still placed. Our reservations refer also to the scheme of financing
of other peace-keeping operations based on the same er iter ia set out in
resolution 3101 (XXVIII). My' delegation lCegrets that those anomalies were not

eliminated at the current sess ion. It would have been a correct lIDve, br inging
about a fairer and rnore aooquate C!llocation of my country in the scheme of
financing of peace-keeping opera tions.
We have sUPpolC'ted the draft resolution on the '.Jnderstanding that the question
of Poland's alloca tion in the scheme of peace-keeping financing, which forms a part
of the resolution adopted, will be r~solved at the forty-fourth session of the
General Assembly, thus eliminating the anomalies existing within the scale of
financing of peace-keeping operations.
The Polish delegation would like to avail itself of this opportunity to
express its gratitude and app~e-ciation to the representatives of the many States
who delOOnstrated their understanding of the position of our col1ntry during the
discussions of this matter at the current session.
The PRES ~: The Assenbly has thus concluded its consideration of
agenda item 147 and of all reports of the Fifth Committee.
