Reports of the First Committee
The General Assembly will take up the reports of the First Committee on agenda items 92 to 107, 122 and 139.
I now request the Rapporteur of the First Committee, Ms. Sanna Orava of Finland, to introduce the reports of the Committee in one intervention.
Ms. Orava (Finland), Rapporteur of the First Committee: I have the honour to submit for the consideration of the General Assembly the draft resolutions and draft decisions recommended by the Disarmament and International Security Committee, the First Committee, in its reports on agenda items 92 to 107, 122 and 139, as contained in documents A/76/390 to A/76/436. For the convenience of delegations, a list of the proposals contained in the reports of the First Committee for consideration by the General Assembly has been prepared by the Secretariat and issued as document A/C.1/76/INF/3.
While convening a full-fledged session of the First Committee for the main part of the seventy-sixth session of the General Assembly was challenging owing to the constraints of the coronavirus disease (COVID-19) pandemic, the Committee made good progress in formulating a programme of work that included all three traditional segments — a general debate, thematic discussions and an action phase. The Bureau of the First Committee, ably chaired by Ambassador Omar Hilale of Morocco, engaged in extensive consultations
with delegations prior to the session with the aim of building on the success of previous years by proceeding with the work of the Committee amid the pandemic, all the while ensuring the participation of all Member States on an equal footing. To that end, the Committee adopted a number of temporary measures in the light of the unique circumstances imposed by the COVID-19 pandemic. Time limits for statements were strictly observed. A compendium of statements on the specific thematic clusters sets out the positions of delegations that could not be delivered in person. Statements in explanation of vote and position and in the exercise of the right of reply were substantially shortened.
Having convened 18 in-person meetings and three virtual meetings, the seventy-sixth session of the First Committee proceeded very smoothly and in doing so achieved its goals of contributing meaningfully to the General Assembly in the field of disarmament and international security. After holding its organizational meeting on 30 September (see A/C.1/76/PV.1), the First Committee completed its general debate and thematic discussions in record time. The general debate on the 16 substantive agenda items and 36 sub-items allocated to the Committee was convened from 4 to 12 October. We were honoured to have you, Mr. President, address the Committee at its meeting on 13 October (see A/C.1/76/PV.9). At this year’s session, 137 delegations made statements during the general debate segment, as compared to 143 in 2020. I should like to point out, however, that only 33 of those statements were delivered by women this year, which shows that we still have a long way to go to achieve equal gender representation
and participation in matters of disarmament and international security.
During the action phase, the Committee adopted 60 draft resolutions and decisions, 37 of which were adopted by recorded vote, with 66 separate votes having been requested. The Secretariat made oral statements on the financial implications of four draft proposals, as reflected in document A/C.1/76/INF/3, which is before the Assembly today. Six draft proposals attracted statements by the Secretary-General on their programme budget implications. In keeping with past practice, the General Assembly will consider the five adopted draft proposals with budget implications after their consideration by the Fifth Committee. No proposals were put forward on the agenda item entitled “Reduction of military budgets”.
With regard to agenda item 122, “Revitalization of the work of the General Assembly”, the draft decision containing the provisional programme of work and timetable of the First Committee for 2022 is contained in document A/76/452. After two years of having temporary COVID-19 measures in place, we hope that 2022 will see a return to a full-fledged Committee session, which will allow for full in-person attendance, including with the presence of members of civil society.
I would like to recall the particularly high level of cooperation that prevailed in the First Committee this year. The Committee was able to fulfil the mandate entrusted to it by the Assembly. I should like to express, on behalf of the Bureau of the Committee, our sincere appreciation to all delegations for their constructive participation and flexibility throughout the session. Despite good cooperation, as I mentioned earlier, more than 100 recorded votes were once again requested on the 60 resolutions and decisions adopted by the First Committee this year. That is a lot. It reduces the time available for the substantive discussions and means there is a lot of work for delegations in preparation for the action phase, including relatively more work for the smaller missions. In my view as Rapporteur, the First Committee might benefit from making public the requests for a vote, as is already the established practice in the other Main Committees. That would encourage finding consensus and thereby limit the voting to only the most necessary proposals, and it would certainly enhance the transparency of the work of the First Committee.
Before concluding, I should like to pay particular tribute to the Chair of the First Committee at its seventy- sixth session, His Excellency Ambassador Omar Hilale of Morocco, and his excellent team. Ambassador Hilale’s knowledge and experience, enhanced by his consummate diplomatic skills, enabled the Committee to successfully complete its work despite the various challenges it faced. The other members of the Bureau, Mr. Amir Hamzah Bin Mohd Nasir of Malaysia, Mr. Saša Milanović of Bosnia and Herzegovina and Mr. Andres Fiallo Karolys of Ecuador, with whom I had the pleasure of working, also contributed greatly to the successful conclusion of the work of the Committee.
Finally, I would like to recognize the dedicated support of Mrs. Izumi Nakamitsu, High Representative for Disarmament Affairs, as well as the Secretary of the Committee and her excellent and professional team from the Department for General Assembly and Conference Management, the conference officers, interpreters, record keepers, press officers, document officers, sound technicians and information technology staff, who all did an outstanding job once again and made this Committee session possible. We could not have done it without them. I also wish to particularly recognize the cooperation and flexibility of the Office of the President of the General Assembly and you, Mr. President, in having made it possible for the Committee to convene in the General Assembly Hall, which greatly benefited our work during the current exceptional and challenging circumstances, which I hope will soon be behind us.

I should also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the Committee. I would like to draw the attention of members to a note by the Secretariat entitled “List of proposals contained in the reports of the First Committee for consideration by the General Assembly”, which has been issued as document A/C.1/76/INF/3. Members are reminded that additional co-sponsors are no longer accepted now that the draft resolutions and decisions have been adopted by the Committee. Any clarification about co-sponsorship in the Committee reports should be addressed to the Secretary of the Committee.
Furthermore, members are reminded that any corrections to the voting intentions of delegations after the voting has concluded on a proposal should be addressed directly to the Secretariat after the meeting. I count on members’ cooperation in avoiding any interruptions to our proceedings in that regard.

With regard to sub-item (x) of agenda item 100, the Cuban delegation is taking the floor to reiterate that in addition to maintaining its focus on draft resolution A/C.1/76/L.46, it dissociates itself from all paragraphs that make reference to the Arms Trade Treaty (ATT) in the various draft resolutions of the First Committee on which the General Assembly will take action today.
Our concerns and views in relation to the ATT are well known and were reiterated in the First Committee this year during the consideration of draft resolution L.46.
