On 21 October 1987 the General Assembly adopted a decision whereby it urged the Governments of the USSR and.the United States of America to spare no effort to conclude at the earliest possible date a treaty on the elimination of their intermediate-range and shorter-range missiles. Today, the General Assembly can welcome the signing by the General Secretary of the Central Committee of the Communist Party of the Soviet union, Mikhai1 S Gorbachev, and President Rona1d Reagan of the united States of the Treaty on the elimination of intermediate-range and shorter-range missiles, which is the first agreement actually reducing the world's arsenals of nuclear weapons, and express ~ope for the early achievement and conclusion of still more far-reaching agreements on disarmament. Noting with satisfaction that the appeals to the Governments of the united States and of the Union of Soviet Socialist RepUblics by the General Assembly, which reflect the will of the international community, have helped determination and goodwill to prevail over the impediments and obstacles to the achievement of this hiutoric agreement, we state once again that we favour the development of a broad dialogue on ways to achieve general and complete disarmament, and reaffirm the role of all peoples in ensuring the survival of our civilization.

In the circumstances, however, I must point out that in the eneral elections held in my country on 4 December 1984 the people of Grenada sh wed th they were satisfied with the results of the circumstances preceding the lactio and they are therefore satisfied with the results of the election. Mr. ARASTOO (Islamic Repuhlic of Iran), Rapporteur, Second Committee: I have the honour to present the report of the Second Committee on the various items allocated to it hy the General Assembly for its consideration. Under item 12 entitled "Report of the Economic and Social Council", the Second Committee recommends in document A/42/820 and Add.l and 2, the adoption of nine draft resolutions and seven draft decisions. All but three draft proposals were' adopted without a vote. Before proceeding to the next item, I should like to make some corrections in document A/42/820/Add.2. First, on page 25, in the English gersion, in paragraph 3, the word "Decade" should be changed to "decade" beginning with the small letter "d", and in paragraph 4 of the English version the word "decade" 'j, should be changed so as to begin with the capital letter "0". On page 26 of the same document, in paragraph 7, first line, instead of the word "for", the text should read "in the". On page 28 of the same document, the first paragraph in the French version reads "resolution 1980/57"J this should be changed to "resolution 1980/67" • with regard to agenda item 82, entitled "Development and international economic co-operation", sub-items Ca) through (i), the Second Committee recommends to the General Assembly, in document A/42/821 and Add.l to 10, the adoption of 24 draft resolutions and eight draft decisions. With the exception of five draft proposals under sub-item 82 (a), entitled "Trade and development", contained in document A/42/821/Add.l, all the draft proposals were adopted without a vote. In connection with the report contained in document A/42/821/Add.6, under item 82 (f), as I see it in the French version, in paragraph 4 of draft resolution I, the words "Ministerial Conference" should read "Ministerial Conferences", as in the English version. Second Committee} under item 83 entitled ·operationa1 activities for development", the :onrnil recommends, in document A/42/822, the adoption of one draft resolution aru one draft decision. Both of these draft proposals were adopted without a votl with regard to item 84 entitled "Training and research", the Second ( luitl recommends to the General Assembly the adopt~on of a draft resolution ent :led "United Nations Institute for Training and Research", which is contained paragraph 14 of its report CA/42/(23). That draft resolution was also adl lted without a vote. Turning now to item 85 entitled lIExternal debt crisis and deve10pmenl , th. Second Committee recommends to the General Assembly, in document A/42/B24, the adoption of a draft resolution entitled "Furthering international co-opere ~ion regarding the external debt problems", which was adopted by the Committee ,ithol vote. In connection with this draft resolution, I should like to draw t~ Assembly's attention to paragraph 11 of the report. A draft decision, which was adopted without a vote, is also recommenc ~dfoI adoption by the Assembly under this item. Lastly, under item 86, entitled "Special programmes of economic assil ance" the report of the Second Committee, in document A/42/796, contains seven ( aft resolutions for adoption by the General Assembly. Except for draft resoll ion J entitled "Special assistance to front-line States", all the draft resolutJ InS we adopted without a vote. Mr. STEBELSKI (Poland) (interpretation from Russian): It is my honour to speak on behalf of the delegations of the Byelorussian Soviet Socialist Republic, the People's Republic of Bulgaria, the Hungarian People's Republic, the German Democratic Republic, the Mongolian People's Republic, the Union of Soviet Socialist Republics, the Ukrainian Soviet Socialist Republic, the Czechoslovak Socialist Republic and my own delegation, that of the Polish People's Republic, in expressing our satisfaction at the adoption of the draft resolution relating to international economic security in the report of the second Committee (A/42/820/Add.l). We regard its adoption as an important step forward in developing a constructive dialogue and co-operation in order to seek ways and means of stimulating the economic activities of the United Nations and its system in implementing the new decisions agreed upon in this field, in the interests of all States, particularly the developing States. The resolution just adopted focuses attention on concrete ways and means of achieving those targets. Work on the draft at this session has clearly shown that discussion on the concept of international economic security not only helps countries to have a better understanding of particular positions but also serves the interests of all who participate in the world economy and that it will ensure the stability, predictability and fairness of international economic relations, the joint resolution of economic problems and more effective use of the potential of mul tilateral organ iza tions in bring ing about a new and fa irer interna tional economic order. The adoption of the resolu tion on in terna tional economic securi ty will help efforts to strengthen confidence and trust arrcng States in international economic relations and make it possible to establish in the United Nations a genuinely uni~ersal economic dialogue. Through this dialogue it will be possible to respon to the challenge to the in terna tional commllI'l.i ty represen ted by the interrelationship of all parts of the world economy and the numerous problems tha beset it. The socialist countries will play an active part in efforts to give effect to the resolution just aoopted, to expand the consensus on ways and means, f strengthening the activity of the United N:ltions in the international economic sphere to serve the interests of all States and to ensure a greater degree of interaction and co~peration in tackling other acute international economic problems. Mr. WOO (Q.]yana): My delegation wishes to explain its vote on draft resolution II in oocument A/42/820/Add.l, entitled "International economic security", which has just been adopted by the General Assembly. The record will show that my delegation voted in favour of the resolution, entitled International economic security. We did so because developnents in the in terna tional arena have indica ted that there is a need to re -examine the concept of security and the premise on which it is based. Security does not consist not only in military and political elements but has been shown to have economic and social dimensions as well. A proper and clear definition of its economic parts would help in redesigning the overall concept of security. We understand that th ; resolution aims at clarifying the economic dimensions of the concept. It is the view of my delegation that such an effort could be facilitated by the proposal contained in operative paragraph 6 of the resolution. The idea of using eminent persons is one which has worked on other occasions and we have no doubt that its use would benefit the objective being pursued by this resolution. we feel that the process of selection of eminent persons is an important one and it is our hope that Governments will be consul ted in the selection of such persons. Mr. FAABORG-ANDERSEN (Denmark): The 12 member States of the EUropean Community were pleased to join in the aooption without a vote of draft resolution V, "Implementation of General Assembly resolution 41/213 in the economic and social fields", in document A/42/820/Md. 2. However, I should 1 ike to state for the record that in our view it would have been more in line with the established division of labour of the General Assembly if the draft resolution had been introduced in the Fifth Committee, since resolution 41/213 is rightly within the purview of that Committee. Finally, the Commun ity welcomes the fact that the resolution stresses the need to continue to implement fully all aspects of resolution 41/213.

Operative paragraph 1 of that draft resolution takes note with appreciation of the report of the Governing Council of the thited Nations Environment Programme (UNEI') on the work of its fourteenth session and "enCbrses the decisions contained therein, as aCbpted". Among the decis ions aCbpted by the G:>ver ning Council of UNEP is decis ion 14/11 entitled "The environmental situation in the occupied Palestinian and other Arab territories". Mr. DJ\WSON (united States of lvnerica)~ The United States was pleased to join in support of the resolution entitled "International co-operation in the field of the environment", which was draft resolution III under the sub-item on the environment. It deals with environmental matters of overwhelming importance to us all. On balance we think this resolution satisfactor ily reflects progress achieved oyer the past two years by the united Nations Environment Programme (UNEP) and by the world community at large in addressing significant international environmental issues. I am constrained to point out, however, that operative paragraph 1 of the resolution endorses the decisions of the Governing Council of UNEP at its fourteenth session. The united States delegation precipitated a roll-call vote on decision 14/11 entitled "The environmental situation in the occupied Palestinian and other Arab territories" and thereupon registered its firm objection to the injection of a highly politicized element into the work of a United Nations technical agency. Thus, the United States did not support all of the resolutions adopted at the fourteenth session and wishes to reaffirm at this time its continued opposition to the intrusion of controversial and extraneous issues into the work of a technical body of the U1i ted Nations system. The United States is pleased that the resolution reflects the important progress achieved over the past two years in UNEP and by the world communi ty in general in addressing international environmental matters. The United States, however, would like to draw attention to paragraph 76 of chapter 2 of UNEP document GC.14/26. This paragraph describes reservations stated by the United States de1egation regarding Governing Council decision 14/27 on environmentally safe management of chemicals. The United States maintains those reservations relating to the appropriateness, viability and need for a system of prior informed consent in connection with international transfers of chemicals. In any event, we strongly bel ieve it would be premature to address this question before ga ining substantial experience in applying the Loodon guidelines on information exchange adopted by the Governing COuncil las t June. In addi tion, regarding the resolution en ti tled "Report of the w:>r Id Commission on Environment and Development", which was draft resolution VI under the sub-item on environment, the United States was pleased to join the consensus in acbpting this resolution. We commend the Commission for proposing numerous creative strategies for addressing the major environmental and developnent issues facing nations today. We agree with many of the Commission's findings, particularly its recognition of the imp::>rtant link between economic growth and environmental protection, although we do not agree wi th some of the other conclus ions in the report. We look forward to working with other countries, the United Nations Environment Programme, and other bodies in moving the world towards sustainable developnen t. That is further evidence that the international community, in particular the Group of 77, is deeply concerned at the sharp fluctuations and possible negative effects on economic stability, growth and world trade, especial { the nega tive impact on the devf'!lopnent of the developing countr ies. We believe that full implementation of this resolution is of vital importanc in enabling the United Nations to achiel1e one of its goals; early warning regardi 9 countries in particular of sharp fluctuations in international financial and stock markets • We believe that the report to be prepared by the Secretary-General should be broad and should cover the risks involved in intensification of the world-wide recession and the increase in instability in world markets. We believe that the developed countries should direct their fiscal and monetary policies towards growth, reduce real rates of interest and oppose protectionist pressures. We are convinced that it is essential that the united Nations and the Trade and Developnent Board of the united Nations Conference on Trade and Development should begin consideration of this subject as soon as possible. The Trade and Development Board may be able to deal with this in the spring of 1988, and then the Economic and Social Council and the General Assemb~y nay be able to give proper a tten tion to the subject. I call on the representative of the United states, who wishes to explain his position on the resolution just aoopted. Mr. ~HILL (United states of America): My delegation agreed to join in the consensus 00 this resolution because of my country's longstanding support for the operational activities of the United Nations system in promoting developnent. we Cb, however, wish to note for the record several points of concern. First, we have not agreed to the targets for official develo};ment assistance as spelt out in the International Development strategy, and do not accept identification of any volume goals other than explicit collUllibnents negotiated with individual developing countries or international institutions. We believe that broad targets do not clearly reflect the actual aJl'Ount or the extent of resources being appropr iated fc developing countries. (Mr. Cahill, United States) We do, however, support the concept of voluntary contributions for operational activities within the United Nations system. Secondly, we support the idea of increased grant resources, but we wish to emphasize that increased grant resources should be primarily directed to the least developed countries. Thirdly, the resolution, while calling for a substantial and real increase in concessional resources, fails to acknowledge the substantial increase in concessional resources accomplished in the last year, inclUding lnA-VIII and the fifth replenishment of resources of the ~£rican Development Fund, or to stress adeauately the responsibility of all parties involved in the development process. Finally, we do not believe that singling out one specialized united Nations executing agency for scrutiny, as is done in paragraph 18 of the resolution, works ~owards improving operational activities for development. In addition, we would encourage greater exchange with all relevant parties, inclUding the specialized agencies, before resolutions are drafted and introduced for discussion.

I shall now call on representatives who wish to explain their votes • Mr. PILBEAM (Australia): The General Assembly has just adopted its second comprehensive resolution on the important question of debt and development. My delegation has been a willing partner in every stage of the discussions on the issue of debt and development in this forum, and we sincerely regret that a consensus resolution could not be achieved this year, as it was in 1986, when the Assembly adopted its historic resolution 41/202. The resolution we have just adopted is not as well balanced as we would have hoped, but it is a pragmatic effort to come to grips with the problem of debt. We welcome in particular the recognition, in operative paragraphs S, 6 and 7, of the reality of economic interdependence) the recognition, in operative paragraph 9, of the important, necessary and appropriate role of the multilateral international financial institutions) and the recognition, in operative paragraph 16, of the importance of the expansion and liberalization of world trade as a means of overcoming the external debt problems of developing countries. We note in *Subsequently the delegation of Sudan advised the Secretariat that it had intended to vote in favour. (Mr. Pilbeam, Australia) particular the stress laid in paragraph 16 on the importance of the effective observance of standstill and rollback commi bnents to the strengthening of an open and liberalized trading system. The adoption of such a resolution on such a difficult, controversial and rapidly changing situation reflects well on the Second Committee and on the tireless efforts of all those involved in drafting and considering the many texts that preceded the resolution we have just adopted - particularly, the efforts by the Vice-Chairman of the Committee, Mr. Shabaan. We take this opportunity to pay public tribute to them. Mr. AGUlLAR HECHT (Guatemala) (interpretation from Spanish): I have the honour of stating the position of the Group of 77 on the draft resolution containe in document A/42/824 and entitled "Further ing international co-operation regarding the external debt problems". Unfortunately, it was not possible to adopt that draft resolution without a vote. It is regrettable that an item like this one on the external debt, which requires the highest priority for its solution, could nol obtain a consensus. It is particularly important to the Group of 77 that the United Nations take an effective stand on this SUbject and, through an exchange of views and serious negotiations, arrive at an adequate strategy for the final solution of the debt problem - a problem that especially affects the developing countr ies - and thereb make possible sustained economic development. The text that has been adopted today is a compromise text which was the product of intense negotiations, in which we noted with regret the non-participa tion of one delega tion. Because of the economic weight and influenc on the world economy which that delegation's country has, it would have been desirable for it to join in the adoption of this resolution. (Mr. Agu ilar Hecht, Gua temala) We welcome the general agreement of the international community to seek a final solution to the problem of the external debt crisis. However, we regret that the flexibility demonstrated by the Group of 77 did not lead to the adoption of the draft resolution without a vote. We are sure that today's vote does not constitute a step back from the progress made this year and last year on the subject of the external debt. We hope that in the future we shall see a more positive attitude by all countries. I stress that the basic position of the Group of 77 on the subject of the external debt remains unchanged. It is contained in a document presented to the Second Committee at the forty-first session under the symbol A/C.2/41/L.55. The document was published this year under the symbol A/C. 2/42/L. 9, entitled "External debt cr is is and development". There is a supplementary document, presented this year under the symbol A/C.2/42/L.20 and en~itled "Furthering international co-operation regarding the external debt problem between developing and developed countries, mUltilateral financial institutions and commercial banks". Both documents are still valid and in full force. That is why the Group of 77 wishes to keep them under discussion. (Mr. Agu Har Hech t, GJa temala) The Group of 77, in keeping with operative paragraph 3, stresses that in orde] to attain a durable, equitable and mutually agreed solution to debt problems, debtor developing countries, creditor developed countries and international privab and multilateral 'financial institutions should strengthen work on an evolving and growthand development-oriented strategy, through continuous dialogue and shared responsibil iq. It must also be stressed that adjustment efforts are needed on the part of al countries, as stated in operative paragraph 5. We believe that the developed countries, which have the greatest influence on the world economy and the creation of a clhate of international economic support for the growth and development of the developing countries, have a special responsibility. As sta ted in opera tive paragraph 9, we recognize the competence of multilateral financial institutions. Yet we would like to stress that the activities of these institutions have not been consistent with the gravity of the problem of the external debt crisis, which has worsened considerably for the developing coun tries since 1982. It should also be made clear, in the light of operative paragraph 10, that i is indispensable for the Governments of the developed countries to encourage thei ooll11lercial banks to oo-operate in a flexible manner with the developing debtor countries in an effort to find a permanent solu tioo to the problem of the externa debt of the developing countr ies, in particular by tak ing mu tually agreed steps t reduce the debt burden on those countries on the basis of shared responsibility. Finally, we would like to stress the importance that the Group of 77 attachE to opera tive paragraph 18, and especially to the personal action of the Secretary-General, who is to consult wi th the relevant bodies and eminent persons. Those eminent persoos should have acknowledged ability to influence world pUblic opinion and the decision-making process at the national, regional and international levels and should include Heads of State or Government, heads of multilateral organizations and institutions, renowned academics and formulators of international economic policy, aJlDng other s. The report, to which the Group of 77 attaches crucial importance, should make a subs tan tial con tr ibu tioo to the sear ch for a las ting, equi table and nu tually agreed solution to the problem of the exter nal debt of the developing countr ies. Mr. CAHILL (United States of America): I should like to explain our vo ~ on draft resolution VII contained in document A/42/196. My delegation had reauested separate votes on several paragraphs of that draft resolution. Had our reauest for separate votes been agreed to, we would have voted in the following way: we would have abstained on the sixth preambular paragraph; we would have voted against the seventh and ninth preamhu1ar paragraphs; we would have abstaine on the tenth, eleventh, twelfth and thirteenth preambu1ar paragraphs; we would ha e voted against t.he fourteenth and fifteenth preambular paragraphs; and we would he 'e abstained in the vote on the draft resolution as a whole. Mr. MULLER (Australia): On this occasion, my delegation has the honouJ of speaking also on behalf of the delegations of Canada and New Zealand. Our delegations voted in favour of the procedural motion for separate votes on nine preambular paragraphs of draft resolution VII contained in document A/42/796. W did so because it is our firm belief that every delegation has the right to pres ~t its position to the General Assembly for action. To deny a delegation the right to call for a vote on particular paragraphs of a draft resolution runs counter to t at principle and is, in effect, an unacceptable abrogation of a delegation's basic rights. We regret, therefore, that the Assembly voted to deny that right to a delegation. Had the nine preambular paragraphs been put to the vote separatelYI the three delegations on whose behalf I am speaking would, of course, have votel in l favour of all nine. Those votes would, however, have been based on the substanl of the paragraphs. We should like to register our concern here that, for the second consecutive year, it has been necessary to reopen a text which had been the sUbject of extensive informal consultations in the Second Committee and which was subsequently adopted by consensus in that Committee. We believe that this process does not assist the work of this body or the consultation process of the Second Committee.
